CHECKLIST
Before submitting the application, please make sure that it fulfils the requirements listed below.
Before completing this form, please read the relevant sections in the Lifelong Learning Programme
Guide and the 2009 Call for Proposals published by the European Commission. Please consult also
the website of your National Agency, which contains additional information on closing dates,
National Agency addresses to which the application must be sent, and specific priorities for that
year. A link to the European Call for Proposals, the Programme Guide and further information such
as Frequently Asked Questions can be found on the Lifelong Learning Programme website:

This application form should be completed by the coordinator of the proposed Partnership, in
cooperation with the partners, giving full details of the Partnership including the details of all
partners and all planned mobilities and grant requests for every partner. The coordinator must send
a copy of the completed form to each partner. The coordinator and the partners complete and sign
the declaration (section 4) and fill the information in part 1.2 on the cover page of their individual
copies and submit the form to their National Agencies by 20 February 2009 (date as postmark).
The partners must not change any of the information contained in the form completed by the
coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which
should be filled separately by all applicant institutions on their copies of the form. Please note that
the form should be completed well in advance before the deadline so that each participating
institution is able to post its copy of the application on time.
Please note that each National Agency may request applicants to submit additional information in
support of a Partnership application. Each applicant should check on the website of its
National Agency before submitting the form.
The application form must be submitted online (if available). f online submission is not available, the
application form must be submitted in a CD or DVD together with the paper versions.
The application fulfils the application procedures and has been submitted respecting the closing dates set
out in the Call for Proposal.
The form is not hand written (except for the Declaration and part 1.2).
The form has been completed jointIy by the whole Partnership and all partners have received a copy.
The form has been completed in full.
The Work programme (section 6.1) contains planned mobility activities of each institution in the Partnership
and the Requested EU funding table (section 7) contains grant requests in euro for each partner.
The form has been completed using the communication Ianguage of the Partnership (this must be one of
the official languages of the EU).
MuItiIateraI Partnerships: The partnership consists of institutions located in at least three of the countries
participating in the Lifelong Learning programme. BiIateraI Partnerships: The partnership consists of two
institutions, each one located in one of the countries participating in the Lifelong Learning programme. The
eligible countries are the 27 Member States of the European Union, Norway, Liechtenstein, celand and
Turkey.
At least one participating institution is located in a Member State of the European Union at the starting date
of the Partnership.
Each participating institution has checked with the National Agency in its country that it is eligible to
participate in a Comenius Partnership.

f the application concerns a BiIateraI Partnership, it must include in its work programme a reciprocal
exchange of classes or groups of minimum 10 days involving pupils aged at least 12 (a class or group from
one school visits the other, and vice versa). The minimum size of the group participating in each phase of
the reciprocal exchange is 10 pupils in the case of "small group class exchanges" and 20 pupils in the case
of "large group class exchanges" (depending on the grant amount requested). The two participating schools
cannot have the same teaching language.
The copy submitted to each National Agency has been signed by the person authorised to enter into legally
binding commitments on behalf of the applicant institution concerned (or a person duly authorised by the
legal representative).
Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received
from the National Agencies concerned.
Each participating institution has checked with its National Agency whether there are any national eligibility
criteria and/or national priorities in addition to the European ones and whether the National Agency requires
any additional information to be submitted in support of the application.
PIease note: t is strongly recommended to indicate in the Partnership application which of the
partners volunteer to act as replacement coordinators, should the original coordinator be rejected in
the selection procedure. Please tick the relevant box for each partner who wishes to volunteer - if
needed, replacement coordinators will be taken in the order in which they appear in the form. Please
indicate as many replacement coordinators as possible.

PROTECTION OF PERSONAL DATA
The grant application will be processed by computer. All personal data (such as names, addresses,
CVs, etc.) will be processed in accordance with Regulation (EC) No 45/2001 of the European
Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to
the processing of personal data by the Community institutions and bodies and on the free
movement of such data. Information provided by the applicants necessary in order to assess their
grant application will be processed solely for that purpose by the department responsible for the
programme concerned. On the applicant's request, personal data may be sent to the applicant to
be corrected or completed. Any question relating to these data, should be addressed to the
appropriate National Agency to which the form must be submitted. Beneficiaries may lodge a

Summary of the planned Partnership. This description may be used by the European Commission
and/or the National Agency when providing information on selected projects, so please be clear and

a)What is the general context of each institution involved in the proposed Partnership? Is there
a specific context as for example: Are the institutions in disadvantaged areas? Do the institutions
have pupils, staff or other groups with specific needs, e.g. pupils at risk of social exclusion, pupils
with special needs, migrants, refugees? If so, please explain.

Different Cultures, Common Language.
Every writer feeds himself of societys cultural heritage in which he lives. Therefore; Writers are the
mirrors of their society and people of creativity. If one wants to know about a culture, it is enough for him
to read the pieces of the societys writers.
In this project, we would like to contribute to language teaching finding out the most suitable
pedagogical materials and methods and innovative strategies via the help of famous writers, belonging to
different societies. First of all, Every partner of this project will choose a famous play writer in their country.
They will conduct a questionnaire among the students for this. Afterwards, each partner will find
information about their partner countrys writer from various places. By this way, cultural interaction will
take a start.
1-The name of the partner countrys writers will be given to the classrooms in the other country. The
classroom will be called by the name of the writer. In this classroom, the biography, photographs,
anecdotes , e.t.c.. prepared in the partner countrys language, will be displayed.
2-The students of the partner countries will have a language interaction by discussing about the writers
lives, pieces, and where they come from. The plays will be translated in to English by the groups and then
the best translation will be formed. The partners will exchange the English texts and translate it in to their
own language. The plays will be practised before the mobilities and played in the country of that play
writer. A magazine will be prepared including all the plays and the presentations will be recorded so that
all the students watch them.
3-The students will read the plays or other works of the chosen writers as many as they can.
4-The impacts of the national culture on the plays will be studied.
1- Yozgat Lisesi
Yozgat is situated in the middle part of the country. The citys population is 75.000 and its economy is not
in very good condition. The biggest problem of the city is the extreme youth population and very less job
opportunities. Because of this, every year lots of people migrate to the other parts of the country. Even
though the city has got lots of historical ruins, it cannot make use of it.
Yozgat Lisesi is in the city center. It was founded in 1895. Most of our students stay in the dormitory of the
school. The students, staying in the dormitory, come from the villages and the towns of Yozgat and from
different parts of the country. So, they belong to different customs and cultures. Our students and their
parents have poor economic conditions. We have 650 students and 35 teachers. We have language classes
at every grade.
Because of the citys and the schools socioeconomic conditions, the students language competence level
is not what we aimed. Thanks to this project, the students will improve their language skills and they will
be able to learn the language actively during the activities. In addition, they will have the opportunity to
see the similarities and differences from the partner country. By this project, we plan to improve the
quality of the education in our school and provide an intercultural dimension to the language teaching
and encourage language learning.

2- "Anghel Saligny "Technical College of Constructions
"Anghel Saligny" Technical College of Constructions is situated in Cluj-Napoca, a city in the North-West of
the country and also one of the oldest and largest cities in Romania. Cluj-Napoca is a university town and
also an important medical center. The school is situated in Marasti district. It is the only technical college of
constructions in Cluj-Napoca. It was built in ............ and at the beginning there were over.......... students,
with forms at all levels: primary-we don't have them any more-, lower-we have only 3 now- and upper
secondary, vocational and post-graduating .Now, the school has approximately 950 students and 102
teachers. We have intensive foreign language teaching classes, a phonic lab,3 computer rooms, a gym hall
etc, which try to provide different kinds of support in learning. Our school has been involved in several
international projects with partners from Great Britain, France, USA and Germany. We are still developing
these projects in which older students are involved. Still,as far as lower secondary pupils are concerned,
there has been a huge decrease in number and we are trying to raise awareness on the importance
languages, the communicative approach in teaching and real-life based programmes have. We aim at our
students' future active social integration, overcoming a poor social background.
By this project we want to get our school in contact with a foreign system of education and to benefit
from an inter-cultural exchange for our younger students. Our goal is to improve both the foreign
language teaching in our school and the language learning performed by the students, also adding to this
the concept of European dimension.
The main aim of the project for the students is to find an answer to the question Why am I learning a
foreign language?, to improve the students and the teachers language performances and to provide
opportunities of using different methods in foreign language teaching. In addition; to help students learn
different cultures and to make them aware of the concept of being a European citizen. And, to give the
students the opportunity to use their language skills in a real environment. One of the most concrete
objective is to be able to share different teaching methods among the participant teachers. Creative
thinking is another important objective and during the project the students will often brainstorm on
common problems.
We ,within this partnership , would like to increase reading culture and improve the level of literacy skills.
This project will also be a mean to reduce early school leaving among young people by increasing student
motivation and making learning more attractive. improving new pedagogical approaches in language
teaching is an other objective of our project.
During class exchanges students will be teamed up and will be wanted to brainstorm to find out how
they learn easier and faster.
The project will help the students to develop their knowledge and understanding among their friends
from different cultures. These ideas will encourage not only the learning of foreign languages but also the
use of them. Using technology for communication and school life is also another objective. The students
will communicate by using various kinds of technology and they will explore the internet for useful
information. As the students will be able to practise both English and the language of the partner schools
countries they will be aware of the fact that a foreign language is not only a lesson at school but
something that has a vital importance to express feelings needs etc. We also intend to address the
importance of being a European citizen. We want to make our students sure that different cultures will be
helpful to form a European citizenship. And we want our students to see that every students in every
country can have learning problems.
We would like to intend to address to difficulty of motivating our students to learn a foreign language
since they don't really believe that they will need to use it to communicate. Thanks to this project they will
be sure that learning a foreign language is necessary and useful.

What impact and benefits of European cooperation do you expect Partnership activities to have on

To carry out the project well, all the institutions will use all the varieties of them.
- They will supply the technological needs of the project stuff and the students.
- The institution will encourage the parents to take role in the projects and to give supplement for the
project
- Coordinator School will prepare the web site.
- Each school will choose his own writer by conducting a questionnaire among the students
- Each school will translate the chosen play in to English.
-Each participating school will translate the English texts in to their own language.
-The translated plays will be studied by the students of the other school.
- Each school will choose a class to give the name of the writer of a participant country.
- All participant schools will write a report every month.
- When the plays are being presented the host school will record it and make its copies.
- At the end of every month, each participant school will write a report on what they have been doing
about the project.
-Both schools will prepare a magazine in English and in the target languages at the end of the project .
A web site will be prepared so that the participants could communicate online on it. Participants could
also use Messengers, e-mail, fax and telephone. This will end up with effective cooperation too. Each
participant will be informed about their tasks. Participants will meet online once a month and a schedule
will be prepared presenting the topics of online meetings. Online meetings will provide effective
cooperation and communication. The documents and photos will be shared via internet.
On pupils;
- Students will understand why they must learn a foreign language by experiment.
- They will use the language practically.
- They will get to know the foreign cultures closely and will see the differences and similarities between
their partners by living together and sharing.
- Students will be aware of the reality that even if they are from different cultures, they have same
expectations and dreams.
- This partnership will make them come closer and befriend each other. By this way, they will consider the
value of living in peace.
- They will be able to learn about the partner countrys history, traditions, customs and literature with the
help of the writers.
-The students will be able to think in a more creative way. They will be able to learn how they can learn a
different language better and what they can do with it.
-The project and the works to be done will increase student motivation and make learning of a foreign
language more attractive.
-As most of our students are at a socio-economic disadvantage , it will be a very good chance to make
them meet a different culture.

- They will share their educational experiences with each other.

- The institutions will improve their quality of sharing information, using the technology and social
relations.
- They will be aware of the responsibilities for being a European citizen.
- They will have a different point of view towards education and different cultures. They will make use of
the benefits of the project to improve the quality of the institution.

- At the beginning of the project students will write an essay about what they know about the culture of
the other participant country. At the end of the project they will be asked to write the same essay again.
This will help us to see what has changed in the minds of the students.

A language course will be organized. Partner schools will help each other by sending or recommending
documents , books etc.. too. The students will use technological devices to improve their practise.
- The course will be 30 hours.
- Communicative approach and natural approach will be used in teaching.
- By the end of this course; the students will be able to construct sentences in the target language in
beginner level.
During the visits, the pupils of the partner schools will use the basic language skills which they have
learned in the preparation courses. Since the main aim of this project is to learn the language of the
partner country when communication problems occurs, the students will solve the communication
problems by helping each other. If needed, they can be helped by the teachers.
The students will be teamed up during class exchanges. Groups will include members from both genders
and from both countries. An even number of teammates will be chosen to make the teams work more
effectively. Students will share their notes and compare them. By this way each member will find the
equal opportunity to work and help the project. If necessary each member will assume special
responsibility for mastering a particular topic or skill.

Educational activities

1 August 2009 and ends on 31 July 2011.
Please note that mobility activities can only take place between organisations receiving funding to participate in the Partnership, or to
events organised by Lifelong Learning (or predecessor) Programme projects or networks (e.g. Comenius Network conferences). Mobility
can be undertaken by staff and pupils of the participating institutions and - in the case of mobility involving persons with special needs -
accompanying persons such as parents, guardians or carers. What is counted as "a mobility" is one trip abroad by one person. Only
transnational mobility "(i.e. travel abroad) counts for the calculation of the minimum mobility numbers.
Please note: if an institution's mobility activities involve staff or pupils with special needs, or travel to or from the Overseas Countries and
Territories, its mobility activities during the partnership period may be reduced by up to 50% of the minimum mobility number for the
grant amount in question, in order to take into account the higher costs involved. This reduction must be requested by the institution
either before the signature of the grant agreement or during the grant agreement period and approved by the National Agency.
