WHEREAS,this is a terroristicact whichis a heinouscrimethat deserues


to be punished
to the fullestextentof the law;

WHEREAS,underthe provisionsof the HumanSecurityAct (RA 9372),


terrorismis definedas an act wherebyany personwho commitsKidnapping and
SeriousIllegal Detention,among others, to sow and create a conditionof
widespread and extraordinaryfear and panicamongthe populaceand coercethe
government t0 givein to an unlawfuldemand;

WHEREAS, this dastardlyact as well as other kidnappingcases


by the group,if not properlyaddressed,
perpetrated ffi?y inspireand embolden
otherlawlesselementsin the provinceto commitsimilaractsof terrorism;

WHEREAS,under Section465 of the LocalGovernmentCodeof 1991


(RA 7160),the ChiefExecutiveof the provincemay carry out suchemergency
measuresas may be necessary duringand in the aftermathof man-madeand
and calamities;
naturaldisasters

WHEREAS,under the same section,the ProvincialGovernormay call


upon the appropriatenationallaw enforcementagenciesto suppressdisorder,
riot, lawlessviolence,rebellionor seditionor to apprehendvioiatorsof the law
wheqrpublicinterestso requiresand the policeforcesof the componentcity or
municipalitywherethe disorderor violationis happening are inadequate to cope
withthe situationor the violators;and
