With more than 600 signatures
as of Sept. 25, an online petition
filed by Mary Jean Clark urged
the town council to give the same
medical insurance benefits to re-
cently deceased officer Craig
Berners family as the township
would to an eligible retiring em-
ployee.
Clark, sister to Craig Berners
widow Carrie Berner, said the
majority of signatures are from
within the community and old
high school friends who learned
of the petition through social
media.
According to the petition post-
ed by Clark on Change.org, Bern-
er could have retired after 25
years on the Moorestown police
force, but continued to serve the
community for 26 years before his
death on July 27.

After Mayor Stacey Jordan
asked to repeal the pay-to-play or-
dinance at the last meeting, the
ordinance moved one step closer
to being stricken following the
Sept. 23 township council meet-
ing.
The first reading of the ordi-
nance to repeal the pay-to-play or-
dinance was voted through 3-0,
with Councilman Phil Garwood
absent and Councilwoman Victo-
ria Napolitano abstaining.
Following an inquiry from resi-
dent Mark Singer during the open
comment portion of the meeting,
Napolitano explained that she
had abstained because she had
not yet decided if repealing the
pay-to-play ordinance was neces-
sary.
Initially voting against the pay-
to-play ordinance, Councilman
Greg Newcomer expressed that
he was happy to see the repealing
ordinance on the agenda and ex-
pressed his hopes for an open dis-
cussion with council on the sub-
ject.
I think this should be an im-
portant thing to do, Newcomer
said prior to council entering a
closed session.
Newcomer said that with 1,393
signatures on a petition to repeal
the ordinance, he believes the res-
idents of Moorestown also think
an open dialogue on political con-
tributions is important among
council members.
Passed on Aug. 19, the ordi-
nance raised the maximum con-
tribution from professional busi-
ness entities from $300 to $2,600
and from $500 to $7,200 for a politi-
cal action committee.
Following the passing of the or-
dinance, a petition was filed with
the Moorestown township clerk,
which included 1,393 signatures
from residents who opposed the
ordinance.
Newcomer also submitted a let-
ter to The Moorestown Sun ex-
pressing his opposition to the or-
dinance and his concern that
raising the contribution amounts

Glenn Rodgers will present an
organ and piano recital at First
United Methodist Church on Sun-
day, Oct. 13 at 7 p.m. in the sanctu-
ary.
Rodgers, long-time organist at
the church, will perform on the
three-manual pipe organ, consid-
ered to be one of the finest of its
kind in the area with more than
3,000 pipes ranging in size from 16
feet to a fraction of an inch.
The program will also include
music to be played on
the churchs Steinway grand
piano.

benefits through COBRA, but the
family, not the township, would
pay premiums for the benefits.
Clark said for Carrie Berner to
continue benefits for her family
through COBRA, she would have
to pay $1,600 a month, which
works out to be almost $30,000
within an 18-month period.
She said that the Fraternal
Order of Police was able to file an
extension so that the township
would continue to pay for the
Berner familys benefits until
Sept. 30, but is also planning to
file a grievance with the town-
ship.
The petition is to support
that, Clark said, referring to the
grievance.
As of Sept. 25, Moorestown
township manager Scott Carew
said he was aware that the Frater-
nal Order of Police was to file a
grievance with the township, but
had not yet received it.
Carew said the township does
not plan to terminate benefits or
has ever terminated benefits for
the family. However, since the cur-
rent contract with the Fraternal
Order of Police only covers con-
tinual benefits for retirees and
those who die in the line of duty,
Berners family is only eligible
for a continuation of benefits
through COBRA.
Its way beyond a semantical
argument, Carew said. The de-
ceased did not retire or put in his
papers to retire.
Carew explained that the con-
tract refers to state statue N.J.S.A.
40A that outlines how post-retire-
ment benefits are to be carried
out by the township.

Carew, between the Fraternal
Order of Police and the township,

ew Jersey residents are rich.
Really rich. Were the second-
richest state in the nation, be-
hind only those people two states to
the south in Maryland.
The median household income for
New Jersey residents is $69,667. Thats
pretty good news.
The bad news: That number is
boosted in large part by the states
ridiculously wealthy families. More
than 11 percent of families here have
an income of more than $200,000 per
year.
On the surface, the Garden States
ranking of No. 2 on the list of wealthi-
est states, compiled by 24/7 Wall St., is
a positive sign to our economys health
and future prospects. Dig deeper,
though, and youll see a much differ-
ent story.
New Jerseys unemployment rate
was 9.5 percent in 2012, one of the
worst in the country. The national av-
erage was 8.1 percent. The state above
us on the rich list, Maryland, had a
low unemployment rate of 6.8 percent,
for example. Even worse, the number
of people on food stamps increased
from 8 percent in 2011 to 9.3 percent in
2012.
That is not good news.
Still, our outlook is getting better. As
of August, New Jerseys unemploy-
ment rate was 8.5 percent, according
to the U.S. Bureau of Labor Statistics.
Thats the lowest mark since March
2009, when it was 8.3 percent. It also
closed the gap between the national
unemployment rate, which sat at 7.3
percent in August.
But New Jersey needs to help busi-
nesses create more jobs. While the
state gained 60,300 jobs in the past 12
months, it lost 1,500 in August. From
July to August, more than 12,000 work-
ers stopped looking for work and left
the workforce.
Thats not good, either.
Gov. Christie recently revamped the
states business tax breaks in an effort
to add more jobs, but how effective
that will be might take time to tell. Its
a good first step, as any incentive to
add more jobs is a positive step, as
long as the state isnt digging a deeper
debt hole.
The bottom line is our workers need
more jobs because the fact is that,
while a small percentage of New Jer-
sey families are rich, most are still
struggling.

ly scarecrow. Visitors to the park
may view scarecrows throughout
the month of October and vote for
their favorite ones. The park is
open daily from 8 a.m. until dusk.
On Oct. 20, we are holding the
Fall Foliage Family Float Festi-
val. Residents can canoe on the
Rancocas Creek and see the fall
foliage along the creek from
Smithville Park to Mount Holly.
Paddlers will be shuttled back to
Historic Smithville Park for food,
entertainment and activities for
all ages. Visitors can launch ca-
noes and kayaks from 9 a.m. to 2
p.m. The festival will continue
until 4 p.m.
There are three park cleanups
scheduled this fall. Visitors can
help inventory and collect litter
and debris along the waterlines.
The first is on Saturday, Oct. 5
from 9 a.m. to noon at Amico Is-
land on Norman Avenue in Del-
ran.
The second cleanup is on Sat-
urday, Oct. 12 from 8:30 am to
noon along the North Branch of
the Rancocas Creek from
Smithville to Mount Holly. Volun-
teers must provide their own ca-
noes or kayaks to participate in
this cleanup. Buses will be avail-
able at the end of the trip to trans-
port paddlers back to their vehi-
cles.
The last scheduled cleanup is
on Saturday, Nov. 2 from 9 a.m. to
noon also at Amico Island in Del-
ran.

would allow a few people to in-
fluence the outcome of a local
election, by their substantial con-
tribution.
Also in his letter, Newcomer
explained his sentiments toward
election campaigns fueled by
large amounts of money prior to
entering closed session with the
township council, that could oth-
erwise be donated to a worthy
cause or project and essentially
remove the marketing from
elections.
There are plenty of venues to
get the message across, New-
comer said.
Jordan asked the township
council to rescind its approval of
the ordinance in her opening re-
marks during the Sept. 9 meeting.
Jordan said after the meeting
that once the pay-to-play ordi-
nance is repealed, she expects it
to lay for awhile and possibly
revisit it in the future.
Id like to see what the state
has come up with for now, Jor-
dan said.
Jordan later explained her pro-
posal for the ordinance was a pre-
emptive movement with both Gov.
Christie and state Senate Presi-
dent Steve Sweeney agreeing to
mandate a uniform political con-
tribution policy throughout the
state, but she had no problem re-
pealing the ordinance.

During the meeting, updates
on the new town hall and library
were also delivered by Newcomer
and Napolitano, who both ex-
pressed satisfaction with the new
buildings.
I was very impressed with the
progress made so far, Napoli-
tano said. Its going to be of
great use for the town.
Township manager Scott
Carew also added during the
meeting that although there are
no substantial updates on the
building, he informed the public
that drywall and windows had
been installed.
Newcomer also warned resi-
dents in his opening comments
that he has received reports of
unscrupulous individuals in
the neighborhood who had posed
as pavers while soliciting the
neighborhood, offering high
prices for poor work.
Carew added later in the meet-
ing that any resident who encoun-
ters such an individual should
not hesitate to call the
Moorestown Police Department.

seniors Abhay Aradhya and Lau-
ren Brill were recently named Na-
tional Merit Scholarship semifi-
nalists.
Aradhya and Brill are part of a
group of approximately 16,000
high school seniors who are now
eligible to apply to become final-
ists, and they have an opportuni-
ty to continue in the competition
for 8,000 National Merit Scholar-
ships worth about $35 million.
The top 16,000 students are those
who scored in the 99th percentile
or above on the 2012 Preliminary
SAT/National Merit Scholarship
Qualifying Test.
Semifinalists are the highest
scorers in each of the 50 states
and represent less than 1 percent
of each states high school sen-
iors.
National Merit Scholarship
winners of 2014 will be an-
nounced in four nationwide news
releases beginning in April and
concluding in July.
These scholarship recipients
will join more than 300,000 other
distinguished young people who
have earned the Merit Scholar

Berner died in a motorcycle ac-
cident involving himself and an
off-duty detective from the
Burlington County Prosecutors
office. The investigation into the
accident is ongoing by the Cam-
den County Prosecutors Office,
which stepped into the investiga-
tion due to a potential conflict of
interest, according to Jason
Laughlin, spokesman for the
Camden County Prosecutors of-
fice.
He was a good man, Clark
said. He always looked out for
the underdog.
Clark explained that after the
township and the Fraternal
Order of Police ratified the new
contract, Craig Berner believed
that his family would be covered
as long as he had put 25 years of
service into the force.
He felt in his heart that they
were solid, Clark said. I know if
he thought otherwise, he would
have had other plans.
She explained that in years to
come, he did intend to retire from
the force, but continued after hit-
ting the 25-year mark because he
felt he was still young and his
kids were still in school.
Craig Berner was starting a
screen printing business on his
off-time, Clark explained, and it
had just begun to take off six
months before he was killed.
I think his goal was when it
had the momentum, he would re-
tire, Clark said.
Clark explained that Craig
Berner was also reluctant to re-
tire from his job because he liked
what he was doing.
Clark said the Fraternal Order
of Police was a great support to
Carrie Berner, who is a stay-at-
home mother.
While she is entitled to receive
one half of Craig Berners base-
salary and a one-time life insur-
ance payment, Clark said that,
minus overtime and extra shifts,
Carrie Berner and her family will
still be losing approximately 70
percent of the familys household
income, which after the mortgage
and other expenses, leaves it diffi-
cult to pay for COBRA.
Currently, Clark explained that
she and her sister have been re-
searching the Affordable Health-
care Act, but said that to qualify,
the family has to be without
health care for six months.
Id love to see the township
give her a job. They dont have to
pay her much, but just give her
benefits, Clark said. Id like to
see the town get creative to make
this right.
Carew also added that the
township does sympathize with
the Berner family.
This case is a very unfortu-
nate situation, Carew said. The
townships position has nothing
to do with our emotions. Our
emotions follow the same as
everybody elses, but we must do
what the law allows us to do.
In addition, Clark urges resi-
dents to contact the Camden
County Prosecutors Office with
any information regarding the
motorcycle accident leading to
Craig Berners death.

at Moorestown Mall.
Frank and Sal Rizzieri, owners
of Rizzieri Salon and Spa, an-
nounced they are moving their
Marlton Salon and Spa to
Moorestown Mall.
The new 12,500 square-foot
space, approximately 3,000 square
feet larger than the current Marl-
ton footprint, will be located be-
tween the Regal Premium Experi-
ence Theater and the food court
in a recessed parking area with
its own outside entrance and sig-
nage. Guests may also access the
spa and salon from inside
Moorestown Mall. All services
currently available at Marlton
Center will be available to clients
in a larger, more comfortable
space.
Rizzieri plans to open the new
location fall 2014 and promises no
interruption in guest services.
We will literally close the
doors to our Marlton location and
open the doors to the Moorestown
location the next day, said Frank
Rizzieri.
Rizzieri Salon and Spa has oc-
cupied the building in Marlton
since 1995.

at this location, said Rizzieri.

The plans for the new site will
have the Rizzieri feel guests have
come to love and expect, with
some new features. The
Moorestown Mall location will
offer guests easy access to other

state-of-the-art movie theater and
world-class shopping.
In addition to the added con-
venience of the mall location,
Rizzieri Salon and Spa will oper-
ate its own hours allowing guests
to continue to schedule services
in the same manner they have
come to enjoy at Marlton Center.

to turn Moorestown Mall into an
exciting destination and we are
pleased Rizzieri Salon and Spa
will be a part of its rebirth, said
