Introduction ,he year is -./0 in the Caribbean and the mighty Em)ires o! 1rance, England, S)ain and the $etherlands war !or islands to cultivate lucrative cro)s li"e sugar and cotton# Island nations are raided !or slaves and cleared !or timber and )lantations# ,rading between nations !or the best commodities, slaves or su))lies is !ierce# 2n to) o! all this, )rivateers and )irates cruise the waters loo"ing !or booty and treasure# Law is scarce and merchants o!ten turn )irate to ma"e ends meet, o!ten abandoning their trade !or the !reedom o! the waves# 3ll the while the Em)ires continue to wrestle !or dominance in the Caribbean# 3lliances between Em)ires are scarce and 4uic"ly bro"en# In e!!ect the Em)ires are continuously at war# However some islands have struc" )ermanent truces, as seen on St 5itts and St %artins# $o island is sa!e though, o!ten )assing !rom the hands o! one Em)ire to another Em)ire on a regular basis# Privateers 3 )rivateer is a )rivate shi) 6or ca)tain7 authori ed by an Em)ire by letters o! mar4ue to attac" !oreign shi))ing# Each )layer starts as a merchantmen with a single shi) and allegiance to their Em)ire# ,hey have a letter o! mar4ue, and are able to ma"e regular trade routes 6charters7, however they are also armed and ready to ta"e advantage o! any )ri e that comes their way# ,heir Em)ire is also out to control more islands and as a Privateer a )layer may attac" an o))osing Em)ire8s )orts in an attem)t to gain them !or their Em)ire# ,his also will hel) them to increase their access to trade goods, which they can then acce)t charters !or# 3 Pirate is a shi) or crew that owes no allegiance to any Em)ire and )reys solely on merchant shi)s and )orts !or booty and gold# Pirates can only trade at )irate )orts and must establish a Pirate base to sa!ely stash their treasure# Privateers may turn Pirate at any time# However once they turn Pirate they cannot go bac" to being a Privateer# 3ll Em)ire8s des)ise Pirates and will "ill them on sight# Players ,his game is best )layed with 9 or more )layers# I! there are more than : )layers the rest o! the )layers are )irate# ,he game can easily accommodate u) to ; )layers 6: Em)ire )layers and : )irate )layers7# 1or games o! : or less )layers all )layers must start o!! as a Privateer !or an Em)ire, however they may turn )irate later< either by choice, i! they !ail their Em)ire =uties 6e>)lained later7 or i! they are ban"ru)t with no shi)s with which to get income# ?ame ,ime and Com)le>ity Pirates and Privateers can be a short game 6- to @ hours7 using the basic rules or a whole day 6or moreA7 i! the e>tended rules are used# ,he basic version is mentioned !irst in each section below, while e>tended or o)tional rules are mentioned a!terwards# Winning ,he aim o! the game is to accrue enough !unds to live com!ortably# ,o do this a )layer must save -0,000 gold )ieces at their home )ort 6or Pirate lair i! they are a Pirate7# In the case that there is only one Em)ire )layer le!t then that )layer is the winner 6even i! there are other Pirate )layers7# I! all )layers turn Pirate then there is no winner and the Pirates share victory# Charters Players can ma"e money by com)leting charters and receiving their commission or by stealing booty

6either goods or gold7 !rom other )layers# 3t the beginning o! each round new charters may be called# 3 charter states the destination and the goods that that )ort re4uires# Players that own )orts that su))ly the re4uired goods may then bid !or that charter# ,he )layer that bids the acce)ted )rice wins the charter# ,hat )layer must then travel to the )ort that )rovides the goods and then travel to the destination )ort that re4uires them to gain their commission# Player8s can com)lete commissions in any order and may ta"e multi)le charters at any one time# However, the longer the )layer ta"es to com)lete a charter the less commission they will receive on com)leting it# 3 )layer ris"s losing their newly ac4uired gold to other Privateers or Pirates unless they return it sa!ely to their home )ort# However i! their home )ort is ta"en by another Em)ire they lose their ban"ed gold as well# ,he Caribbean %a) ,he coloured circles re)resent where shi) )ieces may sit on the board# Shi) )ieces can !ollow connecting lines between circles, but must always end u) on a circle at the end o! their move# ?rey circles re)resent sea locations# Coloured circles re)resent island )orts# Each colour denotes the Em)ire they were originally controlled by at the start o! the game# *lac" circles re)resent island locations that are in the hands o! the $atives and Pirates# 1rench Island Location Sea Location

=utch Island Location Island and Sea Locations Each island location re)resents a )ort where shi)s can sell goods and trade# Locations at sea re)resent a location where a shi) comes to rest# $ote that some directions are not so easy to travel in as the )revailing wind comes !rom the West# Locations can hold any number o! shi)s at any one time# ,he ris" o! sharing an occu)ied location is that it might engage your shi) in combat, es)ecially i! it turns out to be a PirateA $ativeBPirate Locations $ative island )orts that are not owned by any Em)ire or Pirate gang are hostile to Em)ire visitors# ,hey will however let Pirates doc" there and will trade with them 6see ,urning Pirate7# 3ny Em)ire shi) that enters an uncontrolled $ative )ort will be !ired u)on# ,he 3ttac" +oll 6or =e!ence +oll i! the )ort is attac"ed !irst7 is made by any Pirate Player 6or any other Player i! there are no Pirates7# $ative )orts will resist being ta"en over by Em)ires but will acce)t Pirates to !reely set u) their bases# $ative )orts can be !orti!ied li"e any other )ort location# Shi)s 1or the basic game each Player has only one shi), in an e>tended game it is recommended that : shi)s is the ma>imum a Player can control at any one time# E>cess shi)s gained through battle or con4uest must either be boarded 6ta"en over7 or scuttled 6sun"7 leaving only one shi) in )lay# In an e>tended game shi)s may also be sold o!! at any )ort !or hal! their )urchase value# ,he only case where a Player may have more than : shi)s is during the heat o! combat# However when combat has been resolved any e>cess shi)s must be sold or scuttled# Shi) movement In the basic game shi)s can move u) to / locations )er turn, while in the e>tended version they may only move u) to the limit s)eci!ied by their shi) ty)e 6see later on7# 2nce a destination is reached the shi) may not move any !urther,in other words no !urther movement is )ossible in that turn once that shi) has come to rest# 1or e>am)le 3 1rench sloo) in the basic game moves !rom ?renada to %artini4ue in 9 moves, although they have @ moves le!t 6out o! / )ossible7 they have come to rest at that )ort as that was their destination# ,hey may then )er!orm one o! several 3ctions#

3ctions 3 shi) has a number o! )ossible actions< they may attac" 6see Combat7, load cargo or unload cargo at a )ort location# Every turn a Player may move their shi) 6or shi)s in the e>tended game7 once and )er!orm one o! these actions# Combat
,here are two !orms o! combat in Privateers< shi) and )ort combat# *oth !orms use dice to resolve the outcome# *oth combatants roll one die, !irst the attac"er rolls their dice 6called the 3ttac"ing =ice7 and then the de!ender 6called the =e!ending =ice7# ,he highest roll wins 6note that the dice rolls can be modi!ied according to the conditions and who is !ighting7, however a tie means that neither )layer wins# %arineBPirate ?ang units always attac" or de!end !irst be!ore any Shi) or Port and are also "illed be!ore any Shi) or Port is con4uered# 3ny %arineBPirate units le!t on a shi) or )ort must be "illed be!ore that shi) or )ort can be con4uered# Combat continues until all o! the attac"ing units have rolled their 3ttac"ing dice# 1leeing 3t any time during combat, a shi) combatant can chose to !lee that location and may move to an adCacent sea location 6they may not !lee into a neighbouring )ort7# However the other combatant gets a !ree 3ttac" +oll and the !leeing shi) gets no bonuses normally due to them !rom shi) ty)e, Em)ire ty)e etc# Shi) to shi) combat When a shi) engages another shi) in combat 6regardless o! i! it is on an island or sea location7 both shi)s remain on that location until combat is resolved# ,he winner can ta"e all the booty and gold on the con4uered shi) 6i! they so choose7, the loser can then !lee to a neighbouring location# 3lternatively the winner has the choice o! "illing the crew and ta"ing the shi) as well, or the winner can "ill the crew and sin" the shi)# However this "ind o! activity is !rowned u)on and can lead to nasty vendetta8sA 3 Player is considered to have con4uered the other )layer once they win the combat# Shi) combat is modi!ied according by the !ollowing< ,he ty)e o! shi) 6schoonerBsloo)B"etch, galleon or !rigate7# ,he Em)ire the shi) has allegiance to# ,he number o! marineB)irate s4uadsBgangs on board# Shi) to )ort combat When a shi) attac"s a )ort the crew o! the shi) are attem)ting to ta"e control o! the )ort# ,he )ort is only con4uered once all the marineB)irate units o! the enemy have been removed !rom that )ort location# I! they !ail to con4uer the )ort then the shi) must retreat !rom the )ort location, I! they succeed then they gain control o! the )ort and that island )ort card is )assed to the winning )layer, along with any booty that may be at that location6i! it was a Home Port !or e>am)le7, 3 )ort may also attac" a shi) that is at that )ort location# In this case the )ort is attem)ting to con!iscate the goods andBor gold !rom the shi), or i! they choose the )ort can "ill all the crew and sin" the shi) and lose what goods are on board# I! however the )ort !ails the attac" the shi) remains in )ort unharmed# Port combat is modi!ied according by the !ollowing< I! the Port has been !orti!ied# ,he Em)ire the )ort has allegiance to# ,he number o! marineB)irate s4uadsBgangs in )ort# ,y)es o! Shi)s ,here are essentially three ty)es o! shi)s< schooners, galleons and !rigates# Each shi) has a certain ca)acity that it can carry o! cannons, goods, gold or crew# 3s the ca)acity increases so does the cost o! the shi)# 1or the )ur)oses o! this game there are !ive ty)es o! -Dth century vessels available !or )layers to buy< Sloo)< 3 small, one'masted, !ore and a!t masted vessel# Schooner< 3 small two masted, !ore and a!t masted vessel# 5etch< 3 medium two masted, !ore and a!t masted vessel, with mi en mast# ?alleon< 3 medium three masted, !ore and a!t masted vessel# 1rigate< 3 medium three masted vessel, with s4uare rigging#

Cannons ,he more cannons a shi) has the more chance it has o! hitting another shi) or doing damage to a )ort# ,here!ore the bigger the shi) the more o! a bonus to hit it will do# 3 sloo), schooner and "etch can have u) to ; cannons and there!ore have no bonus to hit, a galleon can have u) to 9. and the !rigate u) to .0 cannons# ,hus a galleon has a E- bonus to their combat dice roll and the !rigate E@ to their combat dice roll# ?oods, gold and crew ca)acity 3 shi) can only carry so much, be it gold, goods or men# In Pirates and Privateers men, goods and gold are counted in units# 3 s4uad o! marines count as - unit, a gang o! )irates count as - unit also# -000 gold )ieces counts as - unit and - charter o! goods counts as a unit# ,he bigger the shi) obviously the more it can carry# ,he sloo) can only carry their own crew and one charter o! goods 2+ - unit o! marinesB)irates 2+ -000 gold )ieces# ,he schooner can carry @, the "etch 9 and so on# $ote that the crew o! a shi) do not count when it comes to assessing ca)acity# Shi) Cost 3 )layer can buy shi)s !rom any one o! their )orts on their turn# In the basic game they may own only shi) and whatever shi) that is can move u) to / locations# In the e>tended game a Player may not own more than : shi)s at any one time and the number o! moves is dictated by the ty)e o! shi) 6as shown in the %oves column below7#
