Kumar's family say maintaining ongoing costs is unrealistic. "We know there will be a time when people say they can't help us anymore, " cousin Ashika Aujla says. Aujla, 27, and her sister Asheelta Kumar, 26, have agreed to be kidney donors if the money is raised. Kumar's uncle, Ashok Kumar is paying the peritoneal dialysis costs of $46 a day or $350 a week and says Immigration New Zealand's decision is a death sentence. Kumar says there's not much hope for his future at this stage but he is hoping people can help. "I'm really disappointed with Immigration New Zealand.
"I'm doing dialysis every night and I feel like a normal, healthy person," he says. About $30,000 has been raised for the transplant so far through donations, food sales and raffle tickets. Kumar already owes $30,000 to the Waitemata District Health Board after initial operation and medical costs. His family is paying off the debt. Immigration New Zealand's acting compliance operations manager Natalie Gardiner says all migrants must have an acceptable standard of health to minimise costs and demands on New Zealand's health services. "Mr Kumar has already incurred significant health debts and his ongoing dialysis treatment is costing the health board $1500 a month," she says. Fijis national minimum wage (NMW) has been set at $2 per hour following cabinets approval. The NMW was the second wage rate that was proposed by national wage consultant, Dr Mahendra Reddy, after further consultations with SMEs who felt that the initial proposed rate of $2.32/hr was still too high for them to afford. The new minimum wage rate will come into effect in March. The wage rate means workers in the informal sector like bottle collectors and babysitters working 45 hours a week will earn a weekly wage of $90. An order to regulate the NMW will be released next month and Labour Minister Jone Usamate says penalties will apply. The NMW will be reviewed on a yearly
basis. The Ministry of Labour will employ 18 additional staff to monitor and ensure the NMW is implemented. Addressing the media, Usamate said drawing up the wage rate was a balancing act, "making sure that it not only lift the wages of workers in the informal sector but also making sure that we do not kill small businesses and put people out of work." He further said that although this individual income is still lower than the $186 Basic Needs Poverty Line (BNPL) income for a four-member family, there are several established poverty alleviation measures set up by government that they could benefit from including the bus fare scheme, free education and food voucher programmes.
Thousands of people are being urged to head for higher ground as Fiji's tourist capital, Nadi, is hit by a severe rainstorm that is expected to last several days. The Nadi Emergency Operation Centre says the Nadi River had broken its banks in several places and large areas of the city of 43,000 are being flooded. High tide is expected to worsen residents' plight. "If you live in an area prone to flooding, please secure your belongings and move to an evacuation centre nearest to you," the centre warned. Nadi special administrator Robin Ali said the town business area was closed and people would not be allowed inside it. Domestic flights at Nadi International Airport have been cancelled but some international flights are still operating. Nadi is the main centre for Fiji's tourism industry with dozens of major resorts on its outskirts. The US embassy in Fiji's capital, Suva, has broadcast a warning to US citizens saying that torrential rains have "created widespread flooding in low-lying areas throughout Fiji". "Roads may be closed or difficult to use because of downed power lines and debris." It warns the airport may be closed and resorts may be encountering difficulties. Armed forces, health officials on standbyFiji's Prime Minister Commodore Voreqe Bainimarama has instructed all army personnel including health
officials to be on standby amid adverse weather conditions experienced around the country. At a briefing with DISMAC officials, the head of government stressed that all relief and disaster management stakeholders be on alert to provide assistance where needed. He also stressed that all evacuation centres must have adequate resources as he calls on parents to keep a close eye on their children at all times. Currently 11 evacuation centres have been opened in the West while some bridges and roads have been closed to traffic. Schools have been ordered closed until further notice. Five domestic flights have also been cancelled by Fiji Airways. Closed recently is the USP Campus in Lautoka. The Nadi Weather Office is also predicting more rain in the coming days. As a result, residents in flood prone areas especially in Nadi which has parts of it already under water have been advised to secure their belongings and move to an evacuation centre. People have been advised to take enough ration to last the next 24 to 48 hours. Authorities have also advised the public that all evacuation must take place before nightfall. Evacuation centres opened in the West include the St Andrew Primary School, Nadi College, Sangam SKMC and Nadi Muslim College.

Workers of Fiji Water, who were made redundant in 2011, have received their Bonus Payment, which was payable to them before their redundancy. Minister for Labour, Industrial Relations and Employment Mr Jone Usamate confirmed this. He said about 85 workers from the villages of Rabulu, Drauniivi, Togavere and other surrounding villagers received their payments last year in December and in January this year amounting to about $40,900.00. The issue was brought to the Ministers attention by the workers during one of the Ministers Road Shows held last year. Consequently, investigations were carried out by the Ministrys Complaints Resolution Team (CRT), and with continuous networking and cooperation from the Fiji Water management, the team was able to facilitate the workers bonus payment. The CRT was formed primarily to focus on speedy resolution of all employment related cases referred by the Minister and PS for Labour and other senior government officials, Mr Usamate said. So far the CRT has managed to resolve 80 per cent of the cases received during the Road Shows, and it is our intention that the pending cases be settled by

Brigadier General Iowane Naivalurua, the Prime Ministers Special Envoy will this week undertake a study visit with the Ministry of Foreign Affairs of New Zealand. The study visit is part of the ongoing greater public service reform, being carried out by the Bainimarama Government. The context of the visit is that it is part of the peer review being undertaken within the Ministry of Foreign Affairs & International Cooperation, to lift
performance in all overseas missions. Gaps identified from the review, in the existing performance framework of the Ministry and overseas missions will be addressed both in terms of proper skills level training and matching appointees to the required skills set need in each appointment made to ensure high level performance for our current and future diplomats. The two senior government representatives will prepare a report of their visit, which will be submitted to the Minister for Foreign Affairs & International Cooperation.

Boyfriend Gets Reduced Term After Appeal India, Fiji Sign Pact To Avoid Double Taxation
A man who abducted his on-and-off girlfriend in 2013 has had his jail term reduced by the high court in Lautoka following a successful appeal. Poasa Manakiwai is said to have abducted and confined for two days his girlfriend of three years, Leilani Agnus on July 30, 2013 at Naidovi in Sigatoka after she took out a restraining order against him a month earlier. Manakiwai was found guilty of one count of abduction and one count of disobedience of lawful order and jailed for two years by the Sigatoka Magistrate Court on August 2, 2013. He later appealed the sentence and will now only serve one year and seven days. This is after high court judge Justice Sudharshana De Silva quashed the initial sentence after acknowledging that Manakiwai's grounds of appeal were legitimate. In his appeal submission, Manakiwai stated the sentence was harsh and excessive in exceeding the starting point tariff of 12 months, that the magistrate failed to give proper credit of a reduction a third of the sentence to reflect the early guilty plea and that the breach of a restraining order against him was wrongly considered. "Accordingly, I take a starting point of 2 years and add 1 year for the aggravating factor that the victim was kept away for two nights. I deduct 6 months for the mitigating factors and another 1 year for the guilty plea. The final sentence for the first charge is one year and 6 months," Justice De Silva said. "The sentence for the second charge to stand at 12 months as the appellant violated the DVRO within short period of time." Justice De Silva ordered that the sentences run concurrently. And because Manakiwai had been in remand since August 5, 2013, for a period of five months and 23 days, Justice De Silva ordered that it be deducted from the final sentence. He further said it would be inappropriate to give Manakiwai suspended sentence as he had nine previous convictions.
India and Fiji have signed a double taxation avoidance agreement (DTAA) that provides for, among other things, exchange of banking information for tax administration purpose. This is the first time both countries are entering into a DTAA. The pact also includes certain specific provisions to prevent treaty abuse. The agreement was signed by Finance Minister P Chidambaram on behalf of the Indian Government and Aiyaz Sayed-Khaiyum, Attorney General and
Minister of Justice, Anti-Corruption, Tourism, Industry and Trade on behalf of the Fiji Government. According to the pact, business profits will be taxable in the source state if the activities of an enterprise constitute a permanent establishment in the source state. Also, dividends, interest, royalty and fees for technical or professional services will be taxed both in the country of residence and in the country of source.

Fijian diplomats Brigadier-General Ioane Naivalurua and Isikeli Mataitoga were granted temporary travel exemptions to travel to New Zealand, Minister for Foreign Affairs and Trade Murray McCully said. But Mr McCully told the reporter: Travel sanctions on military personnel remain in place. Brigadier-General Naivalurua, the former Police Commissioner, is the highest-ranking Fijian military officer on military or civilian duties to visit New Zealand after the 2006 takeover. Diplomatic sources say it is a strong indication of the rapid thawing of relations between the two countries as Fiji prepares for the general election. Brigadier-General Naivalurua and Mr Mataitoga, who has extensive legal experience as a lawyer, are meeting NZ government officials about public sector reforms and related issues. Mr McCully said despite the sanctions there is discretion to provide temporary exemptions for individuals. He said: New Zealand has progressively eased sanctions in response to progress towards credible elections in Fiji in 2014. Last year, we formally lifted all sporting sanctions. We intend to continue to review sanctions as further progress is made toward free and fair elections.

In his trip to New Zealand, his designation is Prime Ministers Special Envoy. Thats a very special assignment and the PM has rewarded him for his loyalty. This means that he represents Commodore Voreqe Bainimarama. He can speak on any issues on behalf of the PM as he meets his NZ counterparts. Brigadier-General Naivalurua was earlier touted as one possible candidate for the post of Commander of the Republic of Fiji Military Forces when Commodore Bainimarama steps down next month. It now appears he is being groomed for a new career in the diplomatic service.

The First Regular Session in 2014 of the Executive Board of UNDP/ UNFPA/UNOPS got underway in New York under the chairmanship of the Executive Boards 2014 President, Ambassador Peter Thomson. UNDP Administrator, Miss Helen Clark, was present to address the Executive Board, along with the UNDP Assistant Administrators for Africa and for Asia-Pacific. The First Regular Session will cover UNDPs gender equality strategy, country programmes, evaluation, South-South cooperation, and financial, budgetary and administrative matters. During its UNFPA segment, the session will cover evaluation, country programmes and related matters, as well as hearing a statement from UNFPA Executive Director, Dr Babatunde Osotimehin. UNOPS Executive Director, Mr Jan Mattsson, will also be addressing this weeks session. A number of Fijian students who are confirmed recipients of Australia Awards Scholarships (formerly AusAid) are unsure when they would be able to start their education in Australia. These students received the scholarships in 2012, but they do not know when they will be sent to Australia or to regional Universities to further their education. They claim that the Australia High Commission in Fiji has not been of any help. These students approached the media and spoke on condition of anonymity. They claim that they have been told to wait until the second semester of 2015 before their scholarship details are finalised. A spokesperson for the Australian High Commission in Fiji said a budget revision forced them to defer some placements. Revision to the global aid budget in late 2012 and early 2014 have meant that a number of placements have had to be deferred, the spokesperson said. We are currently mobilising students who were deferred from 2013, as well as some of the students selected for 2014 scholarships. Whilst awaiting the announcement of this years aid budget reductions, we were unfortunately forced to defer some awardees to either July 2014 or January 2015. There is no intention to defer students until the second semester of 2015. At the end of 2013, 46 AAS graduates successfully completed studies in a

Bill To Facilitate Fijians Citizenship Bid

A bill set to assist foreign nationals serving in the British Armed forces including Fijians to acquire citizenship at the end of their military service is expected to be endorsed within weeks. Currently the requirement is for these soldiers to reside in the country for at least five years before applying for British citizenship. However, this has not been possible because they had been on active service overseas and as such their applications would be denied.

The Attorney-General and Minister for Industry and Trade, Aiyaz SayedKhaiyum, met the Mauritian Minister for Industry, Commerce and Consumer Protection, Sayyad Abd-Al-Cader Sayed, in Bangalore, India. Both Ministers were attending the Confederation of Indian Industry (CII) Partnership Summit 2014. During the meeting, the Ministers agreed to finalise a Memorandum of Understanding (MOU) between their two Governments, which will allow close cooperation between Investment Fiji and the Mauritian Bureau of Investments. The Attorney-General said that the meeting will enable both countries to develop relations between their respective Government agencies and encourage mutually beneficial opportunities. "The MOU will facilitate close collaboration between Fiji and Mauritius in facilitating investments and will drastically improve the ease of doing business, he said. He further mentioned that Mauritius has already developed and implemented its restructure program over the past two decades and since both Mauritius and Fiji have similar demographics, the

National Fire Authority officers trying to free a trapped passenger from the front seat after a three-tonne truck collided with a taxi in Nabua Five people were rushed to hospital after the taxi they were travelling in was hit by an oncoming three- tonne truck belonging to J.S Hill Construction at Shalimar Street, in Raiwasa. The passengers, believed to be a couple with their two children and the taxi driver, were travelling towards Nabua when the truck allegedly hit the taxi. Eminoni Bulubuluturaga, who lives at the Muslim League settlement opposite Shalimar Street, said the truck was speeding before it hit the taxi. We were sitting at a mango tree at our home at the Muslim League settlement when we saw the truck speeding, going towards Nabua. The truck veered on to the footpath before going back onto the main road before turning to go up Shalimar Street and hitting the oncoming taxi, Mr Bulubuluturaga said. He said they later ran to the scene of the accident to rescue the taxi passengers. As soon as we saw it we ran to the scene to lift up the truck that was almost on top of the taxi. Two other taxis, which were immediately behind the taxi involved in the accident, bumped into each other. Another witness, Shirley Singh, said she was standing at the junction at the Muslim League settlement when the incident took place. I was standing at the corner of the street of Muslim League settlement when I saw the truck speeding and hit the taxi which was just running slowly. One of the taxi drivers involved in the accident, Avinesh Ram, said he was still shocked after the taxi in front of him rolled back because of the impact of the truck that hit the taxi. He also said the three- tonne truck that was going towards Nabua was travelling at a high speed when it hit the taxi with the five passengers. Meanwhile, the Fiji Police Forces media liaison officer, Ana Naisoro, said the five people were still in hospital and an investigation was underway.

Fijian Government Signs Agreement With Korea University For Health Capacity Cooperation
A new partnership signed by the Ministry of Health is aimed at reducing Soil Transmitted Helminthes (STH) infections around the country. The Health Minister Dr Neil Sharma signed the partnership on behalf of the Fijian Government with the College of Medicine Seoul National University. This development will allow health authorities to take control of this form of communicable disease; often prevalent amongst communities with poor sanitation. While explaining the causes and symptoms of this infection, Minister Sharma said that this new development with the University will position health authorities to effectively address the infection. Soil Transmitted Helminthes is a group of intestinal parasitic diseases that occur commonly in our population caused by intestinal roundworms such as hookworms, ascaris and whipworm. Anaemia, vitamin A deficiency, poor intellectual development and stunted growth are all associated with chronic STH, Dr Sharma said. I am quite positive that our collaboration will assist the Ministry of Health to achieve its strategic health goals in reducing the prevalence of Anaemia and improving the health of our school age children. The Ministrys Fiji Centre for Communicable Disease Control at Mataika House will be the focal institution for this collaboration. As well, the first stage of this project saw the commission of a parasitology lab at Mataika house, the provision of equipment such as microscopes and lab testing consumables and initial training from the Seoul National University on the use of these equipment. Dr Sharma said this new partnership will build local capacity and reduce the burden of STH infections on vulnerable reach communities. Fiji had already started significant work on the control of STH through the anti-Filariasis campaign and the National Iron and Micronutrient Supplementation (NIMS) program with mass drug administration initiatives.

About 235,000 ANZ home loan customers will receive refunds totalling roughly $70 million after being overcharged for interest repayments. The bank says it is writing to customers around the country offering them an average refund of around $300, after errors that in some cases date back to 2003. ANZ says the errors occurred when some mortgage customers were overcharged interest because agreed discounts or offset accounts had not being linked to their mortgage accounts. An apology has been issued for the mistakes, which the bank has blamed on human error. A spokesman said the bank has also paid about $8 million in compensation to customers for the errors. "We have reviewed all our offset
accounts from 2003 and our Breakfree accounts since 2006," the spokesman said. "We will begin refunding customers immediately, including a compensation amount, with all payments expected to be completed over the next six weeks." The bank has finished a three-year review of its 2.4 million mortgage accounts and has been reviewing other accounts for the past year. It says no major problems have yet been found. ANZ said it has spent more than $4 million to improve its procedures and ensure the errors do not happen again. It said the Australian Securities and Investments Commission (ASIC) has been kept informed throughout the process. ANZ says the refunds will not have a material impact on its results.
A COLORADO high school student walked in to his school cafeteria and set himself on fire, severely burning himself. Westminster Police Department spokeswoman Cheri Spottke said the 16-year-old didn't make any threats or statements before starting the fire at Standley Lake High School in Westminster, northwest of Denver. "There is no indication there were any threats to any schools," she said. Diana Wilson, a Westminster Fire Department spokeswoman, told the Denver Post that the student had burns to 80 per cent of his body. It's not clear what caused the student to walk into the cafeteria around 7.15am and start the fire. Ms Spottke said the fire was contained to the cafeteria and was put out by a caretaker with a fire extinguisher. There was also extensive smoke in the building. Jefferson County Public Schools spokeswoman Lynn Setzer says Standley Lake High has been closed for the day and students were sent home. The school has been closed for the rest of the day. Students who take the bus or were dropped off were bussed to nearby Wayne Carle Middle School, where they were being picked up by parents. Students with cars were asked to drive home, the school district said. No additional details about the fire's cause were released. "Our focus now is making sure the kids are safe," Ms Spottke said.

A Canberra serial child molester has been sentenced to seven-and-a-half years in jail for the public rape of a three-year-old girl and the racially motivated bashing of his neighbour. In September, Shane Williams, 40, from Campbell, was making his way to a police station for his annual sex offender check-in when he decided to stop at the Belconnen Library to use the toilets. He was browsing the books inside when a three-year-old girl wandered over to him and said hello. He then sexually assaulted her. The child's mother was just metres away using a computer and did not initially notice that her daughter had wandered off. She screamed when she spotted the toddler nearby in the arms of a crouching Williams. ACT Supreme Court, prosecutor Sara Gul described the attack as despicable. "It's clear that he is a significant danger to the community," Ms Gul said, before detailing Williams' extensive history of sexual assaults against young children stretching back more than two decades. "He really is what can only be described as a chronic child molester." Williams' lawyer James Sabharwal agreed the attack was concerning and offered his client's only excuse that he was both drunk and high on drugs at the time. "The only saving grace I can put to
your honour is that the little girl was not required to give evidence," Mr Sabharwal said. Chief Justice Helen Murrell said it was difficult to know if the victim would suffer any future impacts from the assault. "She was too young to understand concepts such as stranger danger," Ms Murrell said. "But one would have expected in those circumstances that their daughter would have been safe." Britain has announced it will give temporary residence to hundreds of vulnerable Syrian refugees, targeting those most traumatised by the three-year civil war. Deputy prime minister Nick Clegg says refuge will be provided for female victims of sexual violence, the disabled, the elderly and torture victims. Though there is no set quota, his office says the overall number is likely to be in the hundreds. Britain will work with the United Nations High Commission for Refugees (UNHCR) on a case-by-case basis to identify those most in need. "I am pleased to be able to announce today that the UK will be providing refuge to some of the most vulnerable Syrian refugees," Mr Clegg said in a statement. "We are one of the most open-hearted countries in the world and I believe we have a moral responsibility to help. "The UNHCR - which backs our new resettlement program - has said the highest priority should go to women and girls who have experienced or are at risk of sexual violence; the elderly; survivors of torture and individuals with disabilities, so that's who we'll target. "Sadly we cannot provide safety for everyone who needs it, but we can reach out to some of those who need it most."
London has defended its policy of focusing on giving aid rather than offering a comprehensive resettlement program. Britain has committed 600 million pounds (around $1.1 billion) in humanitarian aid to help alleviate the situation for displaced Syrians, making it the second-largest donor after the United States. The number of refugees has grown fourfold in a year, from 588,000 at the end of 2012 to 2.4 million in late 2013 according to UN figures. Britain has granted asylum to more than 2,000 Syrians since the uprising against president Bashar al-Assad began in March 2011 - 1,500 of them last year. "We'll continue to support the peace talks currently taking place in Geneva, because only a political resolution between the Assad regime and Syrian opposition will provide a permanent end to the suffering," Mr Clegg added. Amnesty International said last month that EU leaders should "hang their heads in shame" at their failure to provide safe haven for Syrian refugees. The European Union has accepted 55,000 asylum seekers from Syria, according to the Amnesty report.
SAMANTHA Lamb gave one of her kidneys to her ex-husband Andy to save his life - now she wants it back after he dumped her. Mr Lamb was suffering from renal failure and was surviving on dialysis, until his wife Samantha convinced him to accept one of her kidneys. At the time, she said: "He needed a new kidney or he would die. He was on dialysis three times a week. I told Andy he should go through with it [the transplant]." Mrs Lamb, 41, underwent the kidney transplant operation in October, 2009, after she lost enough weight to be able to have the procedure. The couple were also filmed for a BBC show which documented their story but it did not end happily ever after as they first thought. After Mr Lamb, 45, was given her kidney, he walked out on her nearly three years later in August, 2012. One night, while she was working at Tesco, Mrs Lamb claims he moved out of their home, and took the TV and stereo before he posted the keys through the letterbox without a note or letter. Mrs Lamb claims their marriage fell apart because her ex-husband was having an affair with her friend. But Mr Lamb denies any cheating occurred. She said that if she could turn back the clock, she would give her kidney to another person who was more deserving," she said. "I would definitely go through the operation again but I wouldn't give the kidney to him. "I hate him. If I could, then I would take it back and give it to someone else. "Obviously I don't want people to be put off putting their names on the organ donor list. "But all I want from him is his name on the divorce papers." The couple, from Devon, met when they were both drivers for a private ambulance firm in 2004. They later married in 2007. Mr Lamb said he never wanted her to go through with the kidney transplant as the procedure carried too many medical risks. "I never wanted her to donate her kidney because it was a big risk. But she insisted and I'll always owe her my life," he said. "I loved her but our relationship wasn't working. We had big rows and her family never liked me. "Despite what Samantha believes, I have never been with her friend. I just helped her to train her dog."
The number of passengers and crew who fell ill aboard a Royal Caribbean cruise ship has climbed to more than 600, many vomiting and using biohazard bags for anything they touch. The updated sick count aboard the Explorer of the Seas, which cut short its Caribbean cruise and was expected to dock in New Jersey, is more than double the 300 originally thought to have been felled by gastrointestinal illness, according to the Centers for Disease Control. Ingredients:  12 Large prawns  1 tbsp Chinese wine or dry sherry  1 Clove garlic, crushed  2 tbsp Light soy sauce  1 Egg, beaten  Breadcrumbs for coating  Peanut oil for deep frying  1/2 tsp Finely grated fresh ginger  1/2 Cup corn flour  Salt to taste How to make Butterfly Prawns: Shell the prawns don't remove the tails Remove black veins From the interior curve, cut the meat leaving the thin layer on the back Mix soy sauce, garlic, wine, salt & ginger Dip prawns into corn flour Now dip the prawns into the beaten egg Use breadcrumbs for coating Fry the prawns properly until they become crispy.
Cut chicken crosswise into strips; season with half each of the salt and pepper. In large skillet, heat 1 tbsp (15 mL) of the oil over medium-high heat; saute chicken until golden, about 3 minutes. Transfer to plate. Add tomatoes, onion, garlic, oregano and remaining oil, salt and pepper to skillet; saute for 2 minutes. Add radicchio; saute until tomatoes begin to split and soften, about 2 minutes. Return chicken to skillet; add green onions and heat through. Meanwhile, in large pot of boiling salted water, cook linguine until tender but firm, about 10 minutes. Drain and return to pot; add sauce and toss to coat. Serve sprinkled with Parmesan cheese.

A stash of 27kg of gold worth more than $1.5m (956,023) has been discovered hidden on a commercial plane in southern India, reports say. The gold was concealed in mobile phones packed in boxes in the cargo of the plane at Chennai airport. India is one of the world's main gold consumers and imports are seen as a major contributor to the country's account deficit. It raised duty on imports of gold jewellery to 10% from 8% last year . The government is trying to curb demand for the precious metal, which
many Indians traditionally hoard in the belief it will bring financial security. The central bank says gold imports amounted to $3.9bn during the quarter ending last December, down from $16.4bn in the previous three months. It is not clear who the sender and the recipient of gold discovered at Chennai airport were, but officials said the plane arrived from Hong Kong. British Columbias top court has upheld a decision to revoke almost a decade of medicare coverage for an immigrant couple, confirming in a rare judgment that provinces have every right to deny health funding to people who spend too much time living abroad. B.C., like most provinces, requires that patients spend at least six months annually in the jurisdiction to benefit from medicare, and alleged Sayed Geissah and Souad Khalaf had lived most of the past several years in the Middle East. The pair had argued that the Canadian citizenship they obtained gave them the right to reside wherever they wanted, and that B.C.s medicare agency could not force them to live in Canada when it was too expensive for them to do so. The Court of Appeal said in a judgment this month that the province had acted legally when it retroactively stripped them of coverage for a nine-year period. It may be the first time the courts have ruled on medicare residency laws, and has potentially broad ramifications given that millions of Canadians live in other countries, said Sergio Karas, a Toronto immigration lawyer. People residing most of the year outside Canada usually do not pay income taxes here. Winters in Canada are pretty harsh, we all know that, and cost of living is cheaper abroad, he said. 1994, became eligible for medicare three months later, and some time after that became citizens, according to the ruling. Their sons moved about 12 years ago to Egypt, Dubai and Qatar and the parents claimed they spend just six months each year visiting them and their grandchildren. The B.C. Health Ministry launched an investigation in 2011. The couple refused to provide records of their travels, the ruling said, but the department concluded the timing of their health-care claims with none in 2004 or 2005 and few in the rest of the 2000s suggested they had not made their home in the province. British Columbias Medical Services Commission ruled they were ineligible
for coverage from December 2001 until July 2010, though it has so far declined to seek repayment of health services they received in that period. Mr. Geissah and Ms. Khalaf asked for a court review of the decision, and then appealed to the high court when the first judge ruled against them. They made several arguments, including that the claims evidence failed to prove they were not residents, and that they received Old Age Security from the federal government, which showed they were residents. They also suggested the citizenship ceremony granted them the right to live anywhere, and that it was illegal to force them to reside in Canada when they cannot afford to do so, said the appeal court ruling, written by Justice David Frankel. I find no merits in any of the arguments, he said. Meanwhile, B.C. is introducing a new rule in March, allowing people to stay outside the province a total of seven months, for vacation purposes only, and still be eligible for medicare. Mr. Karas said the court case also highlights the issue of so-called Canadians of convenience, immigrants who obtain citizenship, then end up living much of their lives in their home countries. The Canadian government has announced it is barring senior Ukrainian officials from entering the country, in response to violent clashes between protesters and police in Kyiv. "Effective immediately, we will restrict entry to Canada for key Ukrainian government officials that have been responsible for the oppression and silencing of opposition voices," Citizenship and Immigration Minister Chris Alexander said Tuesday afternoon. Alexander said the government was compelled to take action following "utterly deplorable" and "recent actions by members of Ukraine's ruling elite in the face of popular and growing protests." "Canada continues to stand with the Ukrainian people as they defiantly and courageously speak out in support of freedom and democracy," Alexander said. Canada's decision comes as Ukraine's prime minister resigned Tuesday and the Ukrainian parliament voted to repeal its contentious anti-protest law. Alexander was accompanied by Foreign Affairs Minister John Baird who warned Ukraine of further sanctions. "I think this is an important step.

Work in retail or sales on weekends. Just get some money in and stash it. 7) It is not that difficult to save money if you are determined. If you don't have the determination, no one can give you the right set of tips to get you to save. You have to decide to "just do it". 8) Don't drive a brand new car. If you can get a decent second hand car and check insurance rates. Try to use the public transit system as much as you can. 9) Don't think deprivation; think control. By saving money, you are being wise with your resources. Every time you look around and see your savings flushing money down the toilet, think assets not depreciating product purchases. It is possible to have a happy life without buying a lot of stuff, working yourself to death and following the scripts of our upbringing. Money is important but it isn't as important as life. 10) We use our credit card (one) to buy all our groceries, non-food purchases and gasoline for our car; we get PC points back that we use for decreasing our food bill. But we don't carry a balance. We have money in the bank before we charge anything. With large purchases (over $200) we wait for at least a month before we decided to buy and only when we have researched the product. We only buy a product if we can't get it secondhand or if it is a computer related product. We never carry a credit card balance and paying interest is simply a poor use of our limited resources. For high end product purchases - such as a new home purchase, take your time before you buy. We waited five years. Yes, we paid more for our house but we got the house we wanted in the area we wanted. Could we have bought a starter house and then resold and made money and bought the second house? Yes. But we were saddled with debt from student loans, a rental house mortgage and my husband was just starting out in his second career. We waited. We paid off our debt. We deferred gratification. I did not make money in the real estate market, but I still have my house. And all our other debts are paid off. Financially, we are in a stronger position than if we had gone the first house, second house route. 11) I follow our expenses monthly tracking them with our credit card statements. If expenses appear to be going too high, I cut back. Savings must always be much higher than expenses. 12) I sweat the small stuff. I make my coffee at home. I pack lunches. I don't buy the kids everything they want and I do say "NO". I show our boys the expenses for maintaining our household and the income flow in. They learn that there is money available for whatever they desire but we choose not to spend like our friends. Sad for them, but good for our net worth. 13) Take a small portion of savings and do get maximal returns on that cash: go for a trip, buy the computer, have a family reunion. Saving money to leave to the kids is not in our plan. Our plan is to be self reliant, independent and ensure that our kids have the education, skills and mindset to be high earners and not dependent on their parents. I think it makes good sense for people to get the maximal return for their work time. If you aren't earning as much as you can in the work you are enjoying then it is always a good policy to review this state of affairs and try to maximize earnings in your field. Still can't get more money? Learn new skills that will bring more money in. Low earners, as we learned from our own experiences, just do not have a chance to accumulate assets. Their earnings go towards survival requirements. Thus, we will be encouraging our kids to go into high income generating areas that they have an interest in. 14) Change jobs judiciously to increase

Regardless of how much you choose, give the allowance regularly and increase the amount as your child gets older. Allowance and Chores Should an allowance be tied to chores? Again, it's a personal choice. Some experts think that it's important to make this connection so that kids learn the relationship between work and pay. Others say that kids should have a responsibility to help with housework, above and beyond any financial incentive. Ultimately, you must decide what works best for you. Whatever you decide, be sure that all parties understand the arrangement. If you give an allowance for doing housework, make sure that your kids understand what their responsibilities
are and the consequences of not doing them. You might want to involve them in choosing the chores, and then keep a chart posted to remind them what needs to be done. It's important to be consistent. Following through on your promise to give a regular allowance sets a good example for your kids and is incentive for them to honor their end of the bargain. If you don't keep up with the allowance, they might lose that incentive and stop doing the chores. Using an Allowance How should kids spend their allowance? It's a good to have them use it for discretionary things, not essential purchases such as food or clothing. This lets kids make buying decisions and mistakes without dire consequences. You may want to encourage kids to put away a portion for charity and another portion for savings. If so, let them choose where to donate the money. It may be a cause that a child can relate to in some way, like an animal shelter or a group that helps sick kids. If some of the allowance goes to savings, consider setting up an account at a local bank. This way, your child can keep track of the money. Many banks offer special bank accounts for kids, and yours may enjoy the experience of getting mail, even if the mail is a bank statement. Beyond Allowance Once kids become teenagers, you may want to provide a quarterly clothing allowance in addition to the weekly allowance. If you do, establish a reasonable budget and allow your kids to spend it as they wish but also to honor its limits. If your son chooses to buy a $95 shirt or your daughter opts for a pricey handbag, for example, they might have to make compromises on other clothing choices.

FEEL Feel your breast while lying down, sitting, standing or in the shower. * Use a method which you become familiar with and record your observations on a monthly basis. * When checking the left breast use your right hand (right breast use your left hand) and work gently on the top layer and then a little firmer as you press deeper into the tissue with your middle three fingers feeling down to the ribcage. * Be sure to check all over your breast with a sequence you can remember. From the armpit to your cleavage, and from the top of the collarbone to top of your stomach. * All the time feeling for irregular lumps, lumpiness or thickening, particularly in one breast only. What else can I do? * Eat for health - choose a varied diet with plenty of fruit and vegetables * Maintain a healthy body weight * Be physically active on most, preferably all, days * Limit your alcohol intake.
A new study has found that physical activity significantly extends the lives of male cancer survivors. During the period while the men were followed, those who expended more than 12,600 calories per week in physical activity were 48 percent less likely to die than those who burned fewer than 2,100 calories per week. Kathleen Y. Wolin, PhD, of Loyola University Chicago Stritch School of Medicine, is co-author of the study. Many cancer survivors are living longer, due to earlier diagnosis and better treatment, and their numbers are increasing rapidly. "Thus physical activity should be actively promoted to such individuals to enhance longevity," the researchers concluded. There has been extensive research showing that among generally healthy, cancer-free populations, physical activity extends longevity. But there has been relatively little such research on physical activity among cancer survivors.
Researchers examined data from the Harvard Alumni Health Study, an ongoing study of men who entered Harvard as undergraduates between 1916 and 1950. Researchers looked at 1,021 men (average age 71) who previously had been diagnosed with cancer. In questionnaires conducted in 1988, men reported their physical activities, including walking, stair-climbing and participation in sports and recreational activities. Their physical activities were updated in 1993, and the men were followed until 2008. Compared with men who expended fewer than 2,100 calories per week in physical activity, men who expended more than 12,600 calories per week were 48 percent less likely to die of any cause during the follow-up period. This finding was adjusted for age, smoking, body mass index, early parental mortality and dietary variables. (By comparison, a 176-pound man who walks briskly for 30 minutes a day, five days a week burns 4,200 calories.)

Legendary singer Lata Mangeshkar said she had not imagined that her song Ae mere watan ke logon will acquire an iconic status and become hugely popular in the country and also abroad. Initially, I did not know Ae mere watan ke logon will become so popular, she said at a function organised to mark the 51st anniversary of her famous song at the Mahalaxmi Racecourse here this evening. Narendra Modi, BJPs prime ministerial candidate, was also present at the occasion, where Mangeshkar sung first few lines of the song. The song, composed by C Ramachandra, was written by Kavi Pradeep in honour of Indian soldiers who lost their lives in the 1962 war with China. Mangeshkar, 84, famously sang the song in the presence of Nehru at the Ramlila Maidan in New Delhi, on January 27, 1963. Recounting the events before she performed in Delhi, the Bharat Ratna awardee said one day she received a phone call from Kavi Pradeep, who said he has written a song and wanted her to give a voice to it. Mangeshkar told Kavi Pradeep she
was not prepared to sing the song at such a short notice. However, Pradeep insisted, saying main chahta huin tum he yeh gana gao. She then went to Ramachandra for rehearsal. Warm oil in a large frying pan or wok over medium high heat and fry chicken until crispy and golden brown, about 4-5 minutes. Remove from pan and set aside. 4. Lower heat to medium and add onion, carrots and mushrooms to the pan, stirring occasionally, about 2-3 minutes then add garlic and ginger and cook 1 minute more. 5. Add sauce to pan, ensuring it is mixed well and cook for 4 minutes, covered. Add broccoli and cook 2 minutes more, covered. 6. Add snow peas, broccoli and cooked chicken. Mix well and serve over cooked rice or noodles. Garnish with cilantro.

Canadian pop star Justin Bieber has been charged with assault over a December incident in Toronto involving a limousine driver. Bieber arrived at a police station in a black SUV and was met by a crowd of journalists as well as screaming fans braving temperatures of minus 10 degrees Celsius. Wearing a baseball cap on backwards and a hooded black coat, Bieber was mobbed by photographers and fans pushing for a closer look as bodyguards and police officers cleared a path for him to enter the station. A statement issued by police said the alleged incident occurred about 2.50am (local time) on December 30. Police allege that: "A limousine picked up a group of six people outside a nightclub .... (and) while driving the group to a hotel, an altercation occurred between one of the passengers and the driver of the limousine. "In the course of the altercation, a man struck the limousine driver on the back of the head several times. "The driver stopped the limousine, exited the vehicle and called police. The man who struck him left the scene before police arrived." Bieber is scheduled to appear in court on March 10. Representatives for the 19-year-old could not immediately be reached for comment. Bieber has been in trouble with authorities in the US this month. He was charged with driving under the influence in Miami after police caught him drag racing a rented Lamborghini.
He told police he had taken prescription medicine, had been smoking marijuana and had consumed alcohol. According to court records, he pleaded not guilty on Wednesday to those charges in a written plea submitted by his lawyer. If convicted, Bieber could face up to six months in prison, although experts say he is likely to receive a lighter sentence because it would be his first offence. Bieber is scheduled to make a court appearance on February 14 to formally answer the charges. He was also charged with driving on an expired licence and resisting arrest without violence. Bieber, a native of Ontario, Canada, first shot to fame as a child when his mother posted YouTube videos of him singing. He became a musical and social media sensation with a devoted following of young, mainly female fans. The Boyfriend singer's life off-stage has been rocky in the past year, with problems ranging from scuffling with paparazzi in London to a felony investigation into whether he pelted a neighbour's house with eggs in his gated community near Los Angeles. Also on Wednesday, an online petition asking the Obama administration to deport Bieber after his Miami arrest from the United States passed the 100,000 signature threshold required for a White House response. Bieber was unlikely to be deported because federal law dictates that a visa can only be revoked or denied for a conviction of a violent crime with a minimum one-year prison sentence.

The future for football in Fiji looks bright as a four-year plan to take football to greater heights was drawn during the FIFA/Fiji Football Association Long Term Development Planning workshop earlier this month. Fiji FA district affiliates, vicepresidents, technical and administration staff attended the three-day workshop which was led by FIFA Development Officer Glenn Turner. Turner says the objective of the workshop was to draw up a plan which will be followed by Fiji FA in the next four years. It has to be four years or otherwise it will be making no sense going through the whole process. The plan will now be reviewed and some amendments will be made over the period of the four years but this plan has to be a tool for the staff working, the President and the executives because it is their plan, Turner explained. It is not my plan. My role is to facilitate in terms of assisting in the documentation. The plan will be a simple one to follow and it is going to give more guidance and direction to the chief executive officer. Turner adds that the involvement of the

The cash-strapped Fiji Rugby Union (FRU) sacked coach Inoke Male on Monday in a money-saving move less than a month before it starts its defence of the Pacific Rugby Cup. Male was one of five staff dismissed in a restructuring that follows a damning International Rugby Board (IRB) review which included the suspension of financial aid. "Included in these terminations is the position of (the) national 15's coach which will be advertised locally and internationally," an FRU statement said, without naming who had been axed. A disappointed Male, who was appointed head coach in January 2012, had no warning his job was in jeopardy. "My termination is out of my power. That is something the FRU board has decided," he said. "I would have loved to have taken the team to the Pacific Rugby Cup, the World Cup qualifier against the Cook Islands and the Test matches in Europe in November."
Fiji is due to defend the Pacific Rugby Cup in a tournament starting in Australia in late February and also involving Tonga, Samoa, an Argentine XV and development teams from Australian Super 15 sides. The IRB announced earlier this month it had axed all direct financial support to Fiji because the FRU had not implemented measures to address "significant concerns regarding the administration and governance of the union". The IRB said it committed 1.1 million ($A2.08 million) in direct funding to Fiji last year as well as significant additional financial assistance to participate in international tournaments. But it was concerned the financial position of the union was "unsustainable and could create instability and impact on the management of the union and key IRB-funded development and high performance programmes". The FRU statement did not say how much it expected to save from the dismissals.

The media panel consisted of Terry Maddaford (former NZ Herald football writer), Michael Burgess (A NZ football writer of the year) and Gordon Glen Watson (the current head of Oceania Football Confederation media). Krishna has made 75 appearances in the NZ ASB premiership and scored a total of 55 goals while featuring for Waitakere and Auckland City. In a report on the ASB premiership website quoted Maddaford saying there is only one man for whom the title ASB Premiership Striker of the Decade belongs: Roy Krishna. "Anyone who saw Krishna burst on the scene for Fiji in the OFC U-20 Championship tournament at Trusts Stadium a few years ago quickly recognised a special talent," he says. "For Chris James to be named as the Player of the Tournament was one of the worst possible decisions and a slight on Krishna who was simply outstanding.
