he Assem#ly, comprised of all "em#er $tates of I&A!, meets not less than once in three years and is convened #y the &ouncil at a suita#le time and place. An e-traordinary meeting of the Assem#ly may #e held at any time upon the call of the &ouncil or at the re.uest of not less than one/fifth of the total num#er of "em#er $tates. he Assem#ly has numerous powers and duties, among them to* elect the "em#er $tates to #e represented on the &ouncil0 e-amine and ta%e appropriate action on the reports of the &ouncil and decide any matter reported to it #y the &ouncil0 and approve the #udgets of the !rganization. he Assem#ly may refer, at its discretion, to the &ouncil, to su#sidiary commissions or to any other #ody any matter within its sphere of action. It can delegate to &ouncil the powers and authority necessary or desira#le for the discharge of the duties of I&A! and revo%e and modify the delegations of authority at any time0 and deal with any matter within the sphere of action of I&A! not specifically assigned to the &ouncil. In general, it reviews in detail the wor% of the !rganization in the technical, administrative, economic, legal and technical cooperation fields. It has the power to approve amendments to the Convention on International Civil Aviation '&hicago, 1944(, which are su#)ect to ratification #y "em#er $tates.
Co!ncil he &ouncil is a permanent #ody of the !rganization responsi#le to the Assem#ly. It is composed of 12 "em#er $tates elected #y the Assem#ly for a three/year term. In the election, ade.uate representation is given to $tates of chief importance in air transport, $tates not otherwise included #ut which ma%e the largest contri#ution to the provision of facilities for international civil air navigation and $tates not otherwise included whose designation will ensure that all ma)or geographic areas of the world are represented on the &ouncil. he &ouncil convenes the Assem#ly. he &ouncil has numerous functions, nota#le among which are to su#mit annual reports to the Assem#ly0 carry out the directions of the Assem#ly0 and discharge the duties and o#ligations which are laid on it #y the Convention on International Civil Aviation '&hicago, 1944(. It also administers the finances of I&A!0 appoints and defines the duties of the Air ransport &ommittee, as well as the &ommittee on 3oint $upport of Air Navigation $ervices, the ,inance &ommittee, the &ommittee on Unlawful Interference, the echnical &o/operation &ommittee and the 4uman 5esources &ommittee. It appoints the "em#ers of the Air Navigation &ommission and it elects the mem#ers of the +dward 6arner Award &ommittee. Another %ey function of the &ouncil is to appoint the $ecretary 7eneral. As one of the two governing #odies of I&A!, the &ouncil gives continuing direction to the wor% of I&A!. In this regard, one of its ma)or duties is to adopt international $tandards and 5ecommended 8ractices '$A58s( and to incorporate these as Anne-es to the &hicago &onvention. he &ouncil may also amend e-isting Anne-es as necessary.
!n occasion, the &ouncil may act as an ar#iter #etween "em#er $tates on matters concerning aviation and the implementation of the provisions of the &onvention0 it may investigate any situation which presents avoida#le o#stacles to the development of international air navigation and, in general, it may ta%e necessary steps to maintain the safety and regularity of international air transport. he &ouncil elects its 8resident for a term of three years, and he may #e re/elected. he &ouncil of I&A! elected 5o#erto 9o#eh 7onz:lez '"e-ico( as its 8resident, effective 1 August ;<<2. 4e was re/elected on 19 Novem#er ;<<= and again on 1> Novem#er ;<1< for a second three/year term. "r. 9o#eh served eight years as the 5epresentative of "e-ico on the &ouncil, from 199? until his election as &ouncil 8resident.
Secretar "eneral he $ecretary 7eneral of I&A! is head of the $ecretariat and chief e-ecutive officer of the !rganization responsi#le for general direction of the wor% of the $ecretariat. he $ecretary 7eneral provides leadership to a specialized international staff wor%ing in the field of international civil aviation. he $ecretary 7eneral serves as the $ecretary of the &ouncil of I&A! and is responsi#le to the &ouncil as a whole and, following esta#lished policies, carries out the duties assigned to him #y the &ouncil, and ma%es periodic reports to the &ouncil covering the progress of the $ecretariat activities. he $ecretariat consists of five main divisions* the Air Navigation @ureau, the Air ransport @ureau, the echnical &o/operation @ureau, the Aegal Affairs and +-ternal 5elations @ureau, and the @ureau of Administration and $ervices. he $ecretary 7eneral is also directly responsi#le for the management and effective wor% performance of the activities assigned to the !ffice of the $ecretary 7eneral relating to ,inance, +valuation and Internal Audit, &ommunications, and seven 5egional !ffices. he &ouncil of I&A! appointed 5aymond @en)amin ',rance( as $ecretary 7eneral of the !rganization for a second three/year term, from 1 August ;<1; to 11 3uly ;<1>.
Air #avigation Commission he Air Navigation &ommission considers and recommends, for approval #y the I&A! &ouncil, $tandards and 5ecommended 8ractices '$A58s( and 8rocedures for Air Navigation $ervices '8AN$( for the safety and efficiency of international civil aviation. he &ommission is composed of nineteen persons who, as outlined in
the &onvention on International &ivil Aviation, have Bsuita#le .ualifications and e-perience in the science and practice of aeronauticsC. &ommission "em#ers, who act in their personal e-pert capacity, are nominated #y &ontracting $tates and are appointed #y the &ouncil of I&A!.
