6. Assistant Executive Engineer/Assistant Engineer.
a) Field Functions.
1 After the competent authority accorded administrative sanction, the
AEE/AE has to inspect the site, conduct investigation and prepare designs,
drawings & detailed estimate and submit to the higher office within the
stipulated time for according technical sanction.
1. He will give markout, supervise the e!ecution of works in accordance
with the sanctioned estimate, agreement concluded, A"#$$, A" "%#
code and other circular instructions issued by Higher &fficers and
'overnment from time to time. He has to ensure (uality of raw materials
used and good workmanship in e!ecution of work. He is primarily
responsible for timely e!ecution and for maintaining the (uality in the
works programme.
). *o take working levels at the time of e!ecution to confirm the alignment of
pipelines proposed in the sanctioned estimate and +ridge ,oundations,
fi!ing of foundation levels with respect to ground levels in construction of
buildings, etc.
-. .n case of breach of roads it is the duty of AEE/AE to form diversion roads
to avoid hindrernce to the traffic.
/. He is responsible for removing the re0ected materials from the site in case
the contractors fail to remove with in )/ hours in compliance to the written
instructions of E!ecutive Engineer concerned at constructors e!penses

b) Desk Functions:
1. He will prepare the final work bill for the works completed and submit
to higher office for arranging final payment along with the completion
reports. ,or the works completed up to an acceptable stage, he has to
prepare part bills and submit to higher office for arranging paid payment
). "reparation of time schedule covering all activities of the work, for its
E!ecution with in the time stipulated in the agreement for completion
of work & enforcing the same.
-. He has to monitor the progress of works & issue notices to contractors
with reference to the clauses & conditions of the agreement and A"#$$, if
he fails to start the work with in the stipulated time or if he fails to
maintain the stipulated rate of progress of work and report the same to
#EE and EE
/. He is responsible for correctness and proper maintenance of 4oad 5etal
4ate books and (uarry charges.
6. He should keep site inspection books 1".$. 62 of A"#$$3
7. He should invariably make available an attested copy of estimate,
agreement, 5.+ooks and the work file for verification during the field
inspection of higher authorities.
2. E!ercise control over work inspectors under his control. Allocate work, fi!
up targets and e!tract re(uired out turn from them.
8. He will prepare maintenance estimates for all the departmental assets
under his 0urisdiction and submit to the higher office 1#EE3 on or before
first of ,ebruary of every year for necessary sanctions.

9. He has to appraise the progress in e!ecution of works to the #EE and EE
periodically by progress reports, in the meetings convened, and during
field visits, He has to bring out field problems, if any faced by him in
e!ecution of works during the field visits of #EE and EE.
1:. $ubmission of information re(uired by ;hief Engineer, $uperintending
Engineer, E!ecutive Engineer #y.E!e.Engineer and "ro0ect &fficer.
11. He is responsible to utili<e the materials drawn by him with in - months.
1). He is responsible for the proper maintenance of accounts like materials at
site account, 2, account, etc., and for submission of basic returns relating
to the accounts, machinery, progress of works, etc.,
1-. He has to submit 113 4eturn of pages used in 5.+ooks 1)3 4eturn of works
to be checkmeasurement by #EE and -3 4eturn of receipt and issue of
materials before )

of every month positively.
1/. He is responsible to bring to the notice of the #EE about the materials
which are not in use for the last 7 months.
16. He has to furnish the re(uired records such as 4egisters, 5.+ooks, etc., to
the Audit authorities as and when they are re(uested by the Audit party
during audit inspection of $ubdivision/#ivision..
17. He has to maintain the registers as indicated in chapter.11
12. He should be regular in his touring and attend to the field work
systematically, spend ma!imum time in the field. He should camp on
work spots for longer periods instead of fre(uently returning to head
(uarters.
18. He should keep himself abreast of the latest developments in engineering
field by reading Engineering books, 0ournals & periodicals.
19. He should discharge any other official duty entrusted by him superior
officers.
):. 5aintenance of #=4>s of *ools and "lants under his control and for
making optimum utili<ation of machinery and *ools & "lants.
)1. $ubmission of proposals to the #y.E!ecutive Engineer for e!tension of
time to the agreements well in time, of works which are not completed
with in the prescribed time.
)). "reparation of 5uster rolls, their safe custody and payment of wages to the
labour engaged.
)-. *o intimate the changes needed if any during e!ecution based on local
conditions and preparation of working estimate.
)/. *o recommended recoveries for the departmental materials and hire
charges from the work bills and any other recoveries to be effected from
the contractor.
)6. *o submit reports on =A?>, =$?,4$? & Assurances on the floor of the
legislative Assembly.
c) Statutory Functions.
He has to record measurements of the works in 5.+ook timely, after the work
reached to a desired level or completed and submit to the #eputy E!ecutive
Engineer for ;heckmeasurements, duly following various codal
re(uirements.
