The peasants faced severe poverty and hunger when harvests failed in 1787 and 1788. The nobility and clergy, who had wealth and land, refused to pay more taxes to help the king. A new set of ideas from the Enlightenment challenged the power of the king and church, inspiring more people to want a say in government.
