Subject: Employee Registration for .Aadhar based Biometric attendance- reg.
The undersigned is directed to forward herewith a copy of DO letter of JS &DG(NIC)
Department of Electronics and Information Technology dated 29.12.2014 bringing to the notice
of Revenue Secretary the low registration of employees in Delhi by CBDT for the Aadhar Based
Biometric Attendance System. It has been requested that officers /officials who have not yet
registered in the artendance.gov.in portal need to be identified and the process of employee
registration may be expedited. Officers/officials not having Aadhar number are required to be
get enrolled immediately through UIDA1.
In this connection it may be noted that for the Aadhar enabled Biometric Attendance
System which is to be introduced in all Central Government Offices (by 31.1.2 2014 in Delhi and
26.1.2015 in rest of India), employees registration is mandatory. Instructions have already been
issued by the Board
vide OM of even number dated 9.9.2014, and 15.10.2014 to
Pr.CCIT(CCA) and DGsIT in Delhi and further vide OM dated
16.12.2014 to all
Pras1T(CCAyCCsIT and DGsIT to appoint nodal officers in respect of the offices under
their administrative control. and to ensure that all employees under their jurisdictional control
have been enrolled for Aadhar for implementation of the Aadhar based Biometric attendance
System in their respective offices. The process is to be completed within the timeline prescribed
for the purpose and a report on the progress made is to he submitted for perusal of Chairperson,
CHM'.
Accordingly, it may be ensured that necessary steps for expediting registration of all
officers/employees arc taken on priority by the nodal officers for implementation of the Aadhar
enabled Biometric Attendance System in then offices. The nodal officers may contact Dr.(Stnt.)
Shefal S. Dash, Deputy Director Genersal WC (Email: dashanicin) and Shri Subodh Shulda,
Senior Technical Director, NIC(Email subricllapnicin) for seeking any clarification/guidance..
Progress report On the action taken may also please be forwatded to the CBDT by 20 th january,
2015.

1 As part of the "Digital India" programme of Government of India, it has been decided to
implement common Biometric Attendance System (SAS) in all the Central government Offices all over
India. Department of Personnel & Training has issued OM No 11013/9/2014-Estt(A-110 dated
21,11 2014 in this regard . BAS has to be installed in all the offices of Central Government including
attached / Sub-ordinate offices in Delhi / New Delhi by 31 31 December 2014.
In the first phase of implementation & its extension till date, nearly 73,500 employees from 234
anisations have been registered on the common attendance portal attendance.gov.in . About 850
ly2111 mount biometric terminals and 4000 finger print scanning devices for desktop computers have
. qen installed in various Ministries / Departments in Delhi for 156 organisations.

The organizations mentioned in Annexure of your Ministry have been on-boarded on the portal
but the employee registration done is still very low. Officers/ Officials who have not registered on the
portal need to be identified and the employee registration process must be expedited. For Officers /
Officials not having Aadhaar number must get enrolled immediately thru ODA'.

organisations under your Ministry is also attached.
May I request that directions may kindly be given to concerned officer for taking action on
priority on this regard.
