Region waterlogged; more on the way
Since June 1, and taking into account last nights downpour, the region has slogged along through 9.85 inches of rain. The consequences of all that water pushed Jennings
Creek up and over Fifth Street near AEPs Delphos substation, above left, and flooded the ball field in Ottoville, where Aaron Turnwald (above right) and Barry Koester
(not shown) waded along the first base line to secure netting. Dozens of Tri-County roadways remain closed due to flooding, including Interstate 75 in Bluffton. Residents
are reminded to use caution when driving through water. It takes approximately one foot of water to carry a vehicle away in the current. Rain is still in the forecast with
rain showers early today and thunderstorms Thursday. See more on page 13. (DHI Media/Steven Coburn-Griffis)

DELPHOS A little rain didnt dampen the Relay spirit during the 13th annual
local event Friday evening. With six hours
on the clock, hundreds of Relayers filled
the cafeteria, halls and gymnasium at
Jefferson High School for what American
Cancer Society Community Manager
Jamie Orozco has dubbed a hugely successful event.
Even though we had to move indoors,
the feedback was great. Its good to have the
option. Its a huge benefit so we dont have
to cancel and the teams that work hard to
bring fundraisers can still earn their money,
Orozco said. We kept everyone engaged
and it ran very smoothly.

Avian influenza:
the costs of contamination
Part 2 of a 3-part series
BY STEVEN COBURN-GRIFFIS
DHI Media Staff Writer
sgriffis@delphosherald.com
Biosecurity. The word conjures images
familiar to B-movie fans, horror flicks with
single word names like Outbreak, Contagion
or Quarrantined. However, since December
of last year, when the first of over two hundred avian flu outbreaks was identified in the
United States, biosecurity has taken on a definition most common to the agriculture industry, the gist of which is, protect the flock.
Biosecurity has always been a top priority for us at Cooper Farms, said Cassie Jo
Arend, media contact at Cooper Farms, the
areas largest poultry operation. Even so,
avian influenza is a very big concern.
To date, according to statistics compiled by
the U.S. Department of Agriculture, 203 commercial operations in eight states Iowa,
Minn., Neb., S.D., N.D., Ark., Calif. and Wis.
have found it necessary to euthanize over
47 million turkeys, chickens and other domestic poultry animals. To combat the potential
for that necessity and to improve quality and
hygiene controls, facilitys like those operated
by Cooper Farms operate under basic biosecurity measures, which include:
keeping visitors to a minimum. Permitted
visitors are generally asked to don disinfected
protective clothing, such as coveralls, boots
and headgear.
limiting visits to other poultry farms.
keeping animals out of poultry houses.
All animals have the potential to carry diseases. Its recommended that poultry houses
be kept as closed as possible to prevent cross
contamination.
controlling rodent and pest populations.
preventing contact with non-commercial
poultry or wild birds. All birds are suscepti-
ble to disease and wild ducks and geese are
known carriers of various strains of avian
influenza and other poultry diseases.
daily inspection of flocks. Mandated by
state ag departments, visual inspections are
at the forefront of controlling any potential
contamination.
maintaining a clean environment.
Taking these controls even further, Arend
remarked that all Cooper Farms facilities have
enacted additional protocols.
One of our steps, we are now using footbaths and changing footwear going into each
barn, which is even more than weve done in
the past, she said.
Even though the strains of avian influenza
detected in the U.S. pose no known threat to
humans, the effects of this outbreak are being
felt nationwide. With the bulk of poultry
operations affected being egg-laying facilities
reports suggest that as much as 12 percent
of the nations layer hen population has been
compromised existing and anticipated egg
shortages are driving prices up to record
highs. The USDA reported a 60 percent jump
in the cost of a dozen eggs, increasing from an
average $1.22 per dozen in mid-May to $1.95
this week.
While immediate concerns about the virus
are plateauing with rising temperatures
viruses dont do well in heat southern operations, mostly unaffected to date, are preparing for potential infections come fall. North
Carolinas agriculture department recently
announced a ban on public live bird sales and
poultry shows, effective Aug. 15 to Jan. 15,
due to the threat of highly pathogenic avian
influenza.
North Carolinas action is reflective of
bans on birds at county and state fairs across
the northern states, including Ind., N.Y. and
Pa., as well as Ohio.

Envirothon team recently competed at the
State Envirothon competition held at Mohican
State Park in Ashland County. One hundred
students from 17 different high schools, representing every part of the state, competed June
8 and 9. The annual event is an outdoor competition that tests students knowledge of soil,
forestry, wildlife, aquatic ecology and current
environmental issues. This years theme was

The team from Fort Jennings placed 3rd
out of the top 20 teams at the state competition. The winning team was from Labrae High

to the National Envirothon held this year in
Springfield Missouri. This is the 18th year that
Fort Jennings has had an Envirothon team and
the 18th straight year that Fort Jennings has
advanced to state competition. The top four
teams from the Area competition held in April
qualify for the state contest.
Students compete by answering questions
as a team at field test sites and prepare a short
oral presentation on the theme of the year.
Monday morning and afternoon are spent at
the test site working on the tests and for four
hours Monday evening the teams work on preparing their presentations which must include
visual displays also. The team advisers are not
allowed to be with their team at any of the
testing or preparing times. Tuesday the teams
are assigned a time to give their presentation

SPRINT CUP RULES CHANGES PLANNED NASCAR has announced significant
changes to the aerodynamic package of all cars in the Sprint Cup Series, effective for
next months race at Kentucky Speedway. The changes include a modified front splitter
(both wider and shorter) and a reduced rear spoiler. Together, the tweaks are intended
to reduce total downforce a request made by several drivers in recent weeks as
theyve struggled to pass during races. NASCAR will also use a different tire combination at Kentucky with more grip than was in use for last seasons race at the 1.5-mile
speedway. The rule change is an about-face from earlier indications from NASCAR
officials that the current 2015 rules package wasnt going to change this season or
next year. Because of the rules change, NASCAR will offer additional on-track time on
Wednesday, July 8, for teams to test the package at Kentucky.
JUNIORS EUROPEAN VACATION The Sprint Cup Series wont be in action this
weekend as it prepares for nine consecutive weekends of racing over the summer.
Dale Earnhardt Jr. is making the most of the time with a vacation to Europe where
plans include genealogical research of the Earnhardt family name. Earnhardt announced via Twitter that it was his first time to fly commercial since Sept. 11, 2001.
COMING UP SHORT Kevin Harvicks Michigan bid for a third win in 2015 unraveled
during a green flag pit stop on Lap 119. After leading the previous 23 laps, Harvick
came to pit road for routine service four tires and fuel. But as Harvick came back
on track, he felt the right front tire losing pressure. He was forced to pit again after
the tire went flat due to a lug nut bouncing up during the previous stop and cutting
the valve stem. Harvick ultimately finished 29th.
70.1
Landon Cassill made waves last month
when he ran a distance equal to just over
a half-marathon to the NASCAR Hall of
Fame following his finish in the Coca-Cola
600 as part of a sponsor promotion. Now,
hes taking the weekend off from his JD
Motorsports XFINITY Series ride to participate in the Ironman Mont-Tremblant in
Canada. Cassill will swim 1.2 miles, ride a
bike 56 miles and then finish with a 13.1mile run a total of 70.1 miles. Cassill, 26,
has participated in every Sprint Cup and
XFINITY Series race this season.

Money management for the boomerang household
Due to recent economic realities, multi-generational living has
been on the rise for many families.
A 2014 Pew Research Center
analysis showed that a record 57
million Americans, equal to a little
over 18 percent of the U.S. population, lived in multi-generational
family households in 2012 double the number in 1980. The major
driver was young adults aged
25-34. According to Pew, nearly
24 percent of these older millennials lived in multi-generational
households, increased from nearly
19 percent in 2007 and 11 percent
in 1980.

might begin with a complete financial assessment before welcoming
kids or elders back home. A discussion with qualified financial and
tax advisors might be worthwhile
to determine how much expense
you can take on. For arrangements that go beyond free lodging
to direct cash support of family
members, gift tax issues should be
explored.

Young adults particularly those
who were fully under parental support in college need to learn
this important lesson even if they
are moving home to save money
to pay off loans, to buy a car or
put a down payment on a home.
Ask trusted advisors about what
makes sense in your situation. If
you decide to accept rent, know
there are potential tax issues based
on the structure, timeframe and
expenses related to such an agreement. Legal paperwork may be
required, but there also may be
rental expenses you can deduct.

Establish timelines. In the real
world, financial arrangements are rarely open-ended. Depending on the financial, tax and legal advice you receive as
well as local tenant law and personal
preferences, you may be signing an
official lease for your family members
stay with a specific timeline of months
or years. Whatever the requirements,
make sure you have an effective framework that sets specific financial and
behavioral rules you want met.
Start with a family meeting. Before
moving trucks arrive, family members
should meet for a discussion about the
impending move. Start by letting your
child or family member talk through
why they want to move in, whether they have financial goals tied to
the living arrangement and how long
they plan to stay. Share the structure
you envision, including the payment
details you would consider. No matter
how agreement is struck, it should
begin with a full discussion of needs,

preferences, financial terms, and most
of all, ways to make the arrangement
successful and smooth. Once the move
happens, regular conversations should
continue about the living arrangement.
After all, boomerang families have
unique, ongoing financial issues that
will require discussion.
Prepare to track expenses. Once
agreed, retrofit your household budget
to keep track of higher food, utility and
related expenses for cost-sharing and
potential tax purposes. Having people
you love living with you will hopefully
have many rewards that go beyond
simple dollars, but always know what
the arrangement is costing you.
Bottom line: Opening your home
to returning family members is a real
financial commitment. Think through
money, tax and household issues before
you say yes.

Kiracofe did not graduate from Jefferson
but he did dedicate 27 years of his career to
Jefferson students. He came to Delphos City
Schools with a degree from Bluffton College
in 1975. His first stint was 11 years as high
school English teacher. After a few years
away, he returned the Delphos as a middle
school reading and elementary physical education teacher in 1989. In January 1995, he
took over as the high school principal and
served in that capacity until his retirement in
2005.
Along the journey, he not only led students
from his positions of teacher and principal, he
coached track, basketball and football at all
levels, coaching both boys and girls programs
and he was an advisor for student council.
This allowed him to touch the lives of so
many students for almost three decades.
He served the community in many ways
as well. His nominator pointed out that he
served on the board of trustees to select
Mark Youngpeter Scholarship recipients
for both Jefferson and St. Johns. He began a
summer track and fun run program to give the
kids of Delphos positive and healthy activities to do when they were away from school.
Another example of this was his instrumental
involvement of bringing the national program
of Upward Basketball and Cheerleading to
Delphos and later he and Trinity United
Methodist Church in Delphos partnered with
the Hartford Church of Spencerville to expand
the program into what it is today. Children of
all denominations began chanting the slogan
with him God is great, all the time!
But our students were not the only people
whose lives were touched by this mans dedication. He was on the original committee of
the Delphos Relay for Life and supervised
the event being held at the high school for
several years.
