GCC Group Abstract

ABSTRACT

Group 3: Analysis and Strategy Development to reduce vulnerability in term of


livelihood to the impacts of natural hazards

The course namely Urban Environmental Planning and Management Workshop
(ED 79.10) offered opportunity for students to practice and apply knowledge in solving
problems related to unban environment. With specific focused theme, groups were divided
into three, which include climate change and vulnerability theme. Climate change has been
happening worldwide over the last decades. The impacts of climate change could not be
refused, especially for developing countries in which capacity of coping to climate change
is still limited. Thailand is one of the leading developing countries in Asian region, which
is located in Thai Gulf where has suffered from climate change, especially storms, coastal
erosion, floods. Therefore, the likelihood and consequence of natural hazards dramatically
increase which affected to many dimensions of human being life. The main objective of
this paper is reducing vulnerability in term of livelihood to the impacts of natural
hazards by formulating appropriate strategies and action plans. The study area is Cha Am
Municipality belongs to Phetchaburi province and well known as tourism destination with
long coastal lines where is livelihood source of this locality. In addition, this paper only
focused on main locality livelihood, which are agriculture, fishery and tourism sector.
The paper was based on data of two phases. As such, phase 1 was conducted to
identify and prioritize core problem of case study. Meanwhile, following analyzed data
from phase 1, phase 2 focused on how to address core problem by applying suitable
strategies and related action plans. For the first phase, document review has been utilized
to collect data for first essential understanding. Following that, field observation and
survey also were conducted to obtain primary data. In order to analyze and prioritize core
problem, DPSIR analysis and Risk Assessment were employed. The second phase started
by solving selected core problem. Strategies and action plans were formulated based on
the priority of the beneficiaries, which are local people and local government. In addition,
researchers point of view was also significant when selecting above issues after
implementing SWOT analysis for this specific case study. As last, the paper also provided
proposed plan to monitor and evaluation selected action plans. Participatory approach was
also applied during field trips.
The paper argued that even though there were some adaptation strategies in term of
natural disasters, which came from different stakeholders, those are mismatch to each
other, specifically from two main stakeholders that are local municipality and residents.
Within six focused communities, local people does not aware the impacts of natural
disasters related to their livelihood since information which they received from local
government does not fix their requirements. Moreover, government point of view in term
of long-term and short-term disaster impacts was also affected to the effort of reducing
impacts to local livelihood.
Lastly, the study has recommended that there should be some improvement on
administrative structure, especially financial support for recovering from disaster impacts
of different sector. Moreover, in order to be successful of achieving proposed strategies,
human resource as well as financial resource would be required. In addition, it is essential
to provide information that match to community need. Again, the understanding between
government and local people plays a necessary role on addressing problem, especially in
term of livelihood, which needs bottom-up approach.
