Sir,
       I would like to thank you and your organization for your previous participation in the U.S. sponsored training
       programs being offered and conducted at the National Police Academy. These courses have been
       extremely well received and beneficial to all those who have participated.
       We will be running two one week Community Policing Courses. The first course will run October 4th to
       October 9th, 2004. Nominations for this course should be submitted to the National Police Academy,
       Islamabad. The second course will run October 11th to October 16th, 2004 and is a repeat of the first
       course. Nominations for this course should also be submitted to the National Police Academy, Islamabad.
       This course has been designed around international standards for Community Policing and will cover such
       topics as:
       Problem Oriented Policing
               Benefits of Problem Oriented Policing
               The Key Elements of Problem Oriented Policing
               Problem Oriented Policing Tracking System
               Where do Problem Oriented Policing Problems Come From
       Community Relations
       TQM and Community Policing
       Problem Solving Triangle
       SARA Model of Community Policing
       Managing the Community Relations Unit
       Community Involvement
       This course is being provided as a result of the collaboration between the GOP and the USG to provide
       educational programs to increase the organizational capacity and management competencies of Pakistan

law enforcement organizations. The course instructors are Mr. Lyle Mann and Ms. Rebecca Mann, both of
whom have extensive experience in the areas of community policing.

      We would greatly appreciate that those personnel responsible for these activities within their respective
      agencies be allowed to attend what promises to be an exceptional course to augment and enhance their
      current competencies
