Maritime Education and Training
At present the B.Sc.(Nautical science) students need to spend 3 years in the college
and 1 year at sea before becoming eligible to appear for their certificates of
competency.
It has been observed that even in this relatively short period at sea before
becoming eligible to appear for the certificates of competency, the students do not
get much training on board because due to the work pressure, the present day
senior officers onboard under whose charge the students receive training are unable
to devote sufficient time for training their juniors.
In the present times of reduced manning in the ships and the growing trend of
introducing new equipments/machinery/techniques, a trained cadet who is joining a
ship for the first time after completion of his pre-sea training, is expected to know
certain things, have a sense of responsibility and confidence in taking decision from
day one, just as a solder is expected when taking up duties in the border areas
soon after his training.
It must be borne in mind that there are two types of learning, viz., learning to
know and learning to do. But the ideal learning process for a seafarer would be a
combination of the two.
It is therefore felt that a Competency-based training and evaluation could bridge
the gap.
It is an avenue to achieve highly knowledgeable, skilled and motivated seafarers. A
systematic approach to training, well defined tasks which are monitored
continuously and evaluated in stages will ensure this task.
Competency refers to an individual's demonstrated knowledge, skills, or abilities
with the right attitude (KSA), performed to a specific standard. Competencies are
observable, behavioral acts that require a combination of these attributes to
execute.
For a person to be assessed for competency he needs to demonstrate his ability to
perform tasks and duties to the expected standards in a real life situation. The
assessment must be done while he is performing the task. Swimming ability of a
person cannot be assessed by listening to his lecture on swimming.
