In order to have advanced technology to enable the U.S to understand Mars and our solar system, we will need to fix
NASAs issues by giving an addition funds to NASA in order to fix their flaws that stop them from achieving their
goals.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the (N
ASA Aid ) Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Nasa will receive currency to advance their technology so that they can continue their research and

develop new technology


2) If NASA gets more money, we will buy down risks and improve safety
3) The cost of NASA, as is true of almost any government agency, is worth it, because it can benefit the
economy directly through the purchase of goods and creation of jobs, and indirectly by inspiring people in
industries that spawn from invented technologies or materials
4) At present, launch opportunities for small satellites and science missions are primarily limited to
ride-share type arrangements, flying only when space is available on NASA and other launches. NASAs
Launch Services Program (LSP) seeks to develop alternatives to this approach and help foster other launch
services dedicated to transporting smaller payloads into orbit.
5) Through the NASA Innovative Advanced Concepts (NIAC) program, NASA's Space Technology
Mission Directorate is seeking proposals for revolutionary concepts with the potential to transform
aerospace endeavors. These include visionary aerospace architecture, system or mission concepts that are
exciting and unexplored, yet credible and executable.
6) For NIAC Phase 1, which offers as much as $100,000 for nine months of study to advance the innovative
space technology concept and help NASA meet current operational and future mission requirements.
7) Although Congress recently gave NASA a raise, it's not nearly enough to cover all of NASA's projects.
The agency's 2016 budget will increase to $19.3 billion, of which $2 billion will be allocated toward SLS.
However, the development cost for SLS is projected to total $18 billion..
8) NASA doesn't just focus on space exploration but benefits the our everyday lives too for example
firefighter equipment design expertise with lightweight materials developed for the U.S. Space Program
which shows why we need NASA.
9) Nasa needs to reevaluate its research and development efforts to make them more cost-effective, and
recognize changes in priorities and needs.
10) Nasa needs to improve its operations management and oversight of its space shuttle program to enhance
efficiency and effectiveness
11)Nasa needs to improve its budgetary support for the U.S. aeronautics industry and give more emphasis to
systems technology.
SECTION 3. STATUTORY LANGUAGE
A) NASA would be given 50 billion dollars per year by the general funds like federal income taxes which will
increase taxes for the middle and high classes slightly. This money should be used for safety or new
exploration/preparations like the exploration of Mars. The money could also be used to buy more material like
plutonium-238 which is a very rare and expensive material that is needed for space explorations. This fund should be
ongoing until NASA has achieved their goals or at a limit of five years.
B) The president will advise a creation of a committee or a cabinet member to supervise NASA to make sure they are
using the extra money for their exploration or experimental cases ONLY and not for other uses.
C) If NASA finds a way on not using the money or does not use it towards exploration or experimental cases, then the
money would be stripped from their uses and transferred to a different agency like the CDC or other agencies for
their research.
