Strategies for defining the 21° century
city? A theme and three sub-themes.
Tris session continued the theme of the
Europan 12 competition, The Adaptable City,
applying it in new variations. For European, it
is important thatthe processes arising fromm
‘the competition should da more to involve
tho actors as protagonists ofthe project, bul
in aferent forms. Urban projects need to be
fable to evolve overtime, 20 the challange ie
‘0.conceive them diferently. The trick isto be
able to combine the long tem —a vision forthe
future that is necessary forthe transformation
of a context — with a flaxible projact that
proposes spatial solutions and modes of
production that can adapt to a city that is
‘moving, changing. dynamic.
How can we escape from the still prevalent
‘igi functionaism to produce Europe's cities,
tile adapting to changes in ways of file and
the erviconment?
Europan uses this thematic as a background
to-emphasise thvee eub-themes as questions
tothe actors and competitors: frst, how can
the project develop around value as sharing
and solidarity; second, a a time of economic:
crisis and also of private sector dominance
In the production of cies and architecture,
how can we devise new ways of organising

a greater role to a bottom-up approach? And

project practices around one main question
how to reconcile the need to define spaces
able fo adapt to perpetually changing uses

a lasting urban form
that accommodates
changing uses
Some ofthe winning teams argue thal urban
‘otm and erchitecture are enduring factors.
For them, the challenge is to reuse stable
typologies that can adept to new uses. In
some cases, this means harmonising with the
existing refurbished urban fabric: in others it
raane creating new building fore designad

Leeuwarden (NU), Liban Prescriptions (1),

are to reclaim built-up plots in a historical
‘abric and to introduce a new program into

means reconciling respect for the existing
qualities and adaptability, Le. a change in
program, The team proposes to reinforce
the public spaces in the block through small
scala micro-interventions that wil render it
adaptable without fundamental alteration
“We believe thal the city of the future will
not significantly change, t wil just be usect

the team proposes to convert courtyards into
eco-produetive areas: water willbe retumedlto
the abandoned channe's, temporary uses wil

public spaces will be craated. However, this

The winning team in Ingolstadt (DE),
Watasirasse (15), clealy tates it: the first
priority is puble space, withthe aim of maxi-
rmising the character of the Northern half of
the town, Their idea is that pubic policies and
structures should implement and manage such
‘a program. To this end, the tear proposes a
sefies of 5 strategies and 25 intiatves to form
tho framework for a clearly planned docision-
‘making timetable. From urben-scale parks to
interior courtyards, this is a global strategy on
public space entaling @ nordinear implemen-
tation process. tie his stratogy that wll decid
how the construction programs will be realised,In Schwabisch Gmind (DE), the runner-up
team with its Croatia City (fg 8) project also
largely concentrates on public space, noting
the lack of pedestrian streets and space that
the inhabitants can share in this madern pat
ofthe city The team conducts a close analysis
of possible programs to develop new ways
fil through specific bulaing intervantione
(housing, boarding houses, social centres,
cultural foundations). However, all these
programs wil be linked by a participatory
public space with cizan invoNement, which
allows implementation fo be spread across
different sites and over the long term.
In Molfetta (7), a city sacking to rehabilitate
its seafront, the runner-up team, Moifetta,
tora 9 mare (ig.7), proposes “activity points

plan, but on an acupunctutal approach that
rovitalses an existing area by injecting now

Berlin are, due to its polycentric structure,
forring gaps or araas reserved for particular

transformed in the last 25 years, due to

to the city of Berin and the development of
Potsdamer Platz made it possible to realise
a new park on the site, The constructions
needed an ecological compansation in
terms of unsealed surfaces, and there was a
lange public demand for green spaces. The
discussions between the davelopets and the
Inhabstants were tough, finally @ compromise

borders by new constructions, also meant to

‘The third, most recent and probably trend-
selting vacant site is the former airport

In Nacka (SE), the site right on the shoreline
wae inaecesaible for mare than 60 years,
due to its occupation with oll cistems (ig.6)
Today itis waiting to be rediscovered, ctfering
{2 dramatic setting and immediate access to a
natural egerve. An infrastructural hub at the
river Tagus in Barreiro (PT) will be obsolete
inthe near fulure due to the constuction of
a new bridge (ig.7). This gives the city the
unique occasion to promote a new contalty,
combining elements ofthe bull httage and
landscape features with additional activites.
Tho sits in Borgen (NO) has a beautiful natural
setting close to@ lake and a river atthe ease
ofthe city ceire (ig 8). The brief did not only
‘sk fora diverse urban neighbourhood and
innovative madls of colective housing as plot
projects. but interestingly also for new forms of
property and the appropriate govenanca. The
city of Zagreb (HR) proposes a reflection area
of several Mlometres along the banks of the
river Sava, with four specific sites for possible
scenarios inaida this largo perimeter (ig. 9).

areas would probably undergo @ permanent development in the next years, while an overall
‘meltopolen strategy should be outlined, undisclosing the potential ofthe Sava River beyond its

While these weaknesses are primarily social,
wa should not forget that many cities are,
at this time, places in criss*, with extreme
social and economic divisions, where weaithy
and luvurious neighbourhoods sit alongside
dingy areas with very high levels of poverty
and unemployment, with the emergence
of unprecedented urban violence, tka the
assaults committed on the concourse of
Cologne station during the 2016 New Year
festivties. Mary cites need to deal with their
‘own spatial weaknesses, whethar arising
from growth, decline, or simely geographical
location. These difculties take a number
of forms, First, there is the posttion of the
railway, which divides the eity into diferent
entities: from the part “in front of the station
to the more neglected part “behind”, trom the

by noise, to the patt that is too far away to

Europan 13 competition "How to transform
physical obstacles into new connections?" the
entrants and winners all clearly identified
tho fragments of otis lo be linked, caused
by the physical obstacles. Most of these
fragments were infact clearly indicated in the
site descriptions. Most of the entrants also
subscribed to the post-industrial urbanistic
\ision of creating links between the fragment.

that they differed, choosing between three
categories of approach: Using construction
to reconnect and regenerate; Drawing on
local dynamics to ereata links; Ravaaling and
‘modeling the speciic potential of boundaries.e

to reconnect
and regenerate (fig.3)
‘Among these winning projects, a fst group
of responses chose as their solution the
design of alarge-scale architectural or urban
ensemble. Their response to the multiple
risks of segregation is to commit to city
of sharing, Our examples for this group are
‘the winning projects on the St-Brieuc (FR),
Qs (NO), Irén (ES), Bamberg (DE) and
Graz (AT) sites. To begin with St6rieuc. the
winning project here looked at the possibilty
of establishing new connections between the
large-scale mobilly networks, the terriory ant
the coastal landscape. The quest here is to
establish a new dialogue between city and
nature and to examine the leritorial identity
that may arise from this exchange. ft was in
this effort to redirect the city towards the sea
‘and to reassemble the “landseape-puzzle"
that the team conceived Seaside Boulevard
(fig.4), Forming a circular shape that is both a
rmatix connacted with the existing fabric and
at the seme time a “promotional space” for

‘acts as a tool that helps to span the dificult
geography that characterises the town. A
structuring narrative that forms the basis

“euburban’, the team identiies and proposes
to reinterpret 6 specific icons: the individual
dwelling, the car park, the shopping centre,
the gas station, cultural identity and the

Suburbia (fig.5) sesks to respond to future
demographic change in Os, while atthe same
time preserving its cently in a possible move
towards an “osurbia’ capable of physically
crossing the existing obetactes and forming
an attractive new urban polarity.

In Bamberg, the goal was to work out new
dynamics between the town centre, the
sation ard the fast developing Bamberg Eat
district. The question was how to fit in with
the changas already underway, and pureue
and reintorce the processes of revitalising
this lage, disparate urban fabric. To answer
this question, the winning team focused
ite efforts on highlighting an urban project
Capable of improving the structure of the
built fabri, establishing new public spaces,
offering a wider choice in terms of mobility
and programme, while at the same time
Luntying the neighbourhood within anew, mare
legible structure. In allthis, the claim made by

rail infrastructure to urban fabric. The special

possibilty of building on either side of the

relatively dense disc, with an emphasis on

to show how the issue is nol just ane of rail
crossings and station access, but alsoct giving
meaning fo the whole wean area around
bosIn Graz. nal, the municipality was looking for
‘a proposal for he conversion ofa site situated

line was minimised by the winning project
Waizar (ig 9), by means af a very thorough
mutfunctional programme, Simultanecusly
hybrid and unitary, durable and adaptable,
assertve and discreet, the formal procositon
ignores paradoxes to offer a high qually

capacity of the teams to propose a high-
quality when-archtectural solution, expaibla ot
creating inks beyond the abstactein question,
butalso moce broadly to generale not only the
Urban sites presented forthe competion but
also ther surcuncing areas. In cute aciferent
‘way, second set of proposals chose to tackle
the obstactes by focusing instead on the local
and miro scale, networking and bottom-up
processes. Innumerable responses 100k this
approach. Here, we will look atthe winning
projects nthe sites in Glakova {KO}, Moulins
(FR) and lngolotadt (DE), and show how all
these winning projects, whether chizomatic
thematic or conceptual, are strategies that
focus on stimulating citizen involvement in
‘order a lnk and reviaiee the ites
Inthe case of Gjakova. the objective is to
rasp the potential offered by the watersi¢es,
Currently unused despite their advantagoous
Urban location — right inthe heart ofthe town
can thase daca be redeveloped at limited
cost? To prove it, the winning team (fg.11),
highlights the capacity of cultural activities and
events to promete temporary uses ofthe place,
uth title naed for intial facies or physical
transformations. By dentitying areas capable
of accommadating concerts, summer film
screenings or seasonal markets, SEAMbIosis
rmokes a persuasive case: from erallelaments,

The riverbanks at Moulins were also one
of the aitee in this session's competition

nine different initiatives ranging from the
architectural conversion of sheds to the
planting of irees, from the invention of a
“viewpoint-slide" to the installation of an

sti. In each case, the idea is the same
with 2 renewed dialogue between the wider
landscape and human habitat, they propose

Ingolstadt, but rather the problem of urban
devitalisation and the need to inlroduce new
force into the relationship betwoen mobility

Waldstrasse project. Suggesting 25 diferent,
localised actions (seiting aside a space for
‘events, adding new bus stops, redrawing the
profile of the stests, ec) on a unified ground

Palma (ES), Seingjoki (FI) and Mame-la-
Valiée (FR). In their consideration of the
specitic architectural and urban potentials
associated with boundaries (whether coast,
amtorway or a raway line), these projects
seem to have the capacity to devise distinctive
‘arrangements suited tothe ste concemed ang
ther probleme,

In Seindjoki, the potential of the Boundary
revealed by the winning project (ig.18) was
Guile diferent; Notch sees a site that calls for
a remodeling of the telalionship betwaan a
stalion and its surroundings as an invitation
to architectural invention: what does it mean
{o live and work every day by the railway
line, and how can architecture itself be
‘pen to this specific situation? The winning
taam responds, in particular, with a set of
hexagonal geometries as a matrix for new
housing lypologies perhaps mors suited to
the conditions off by a rallway line.

the winning project Vile Nature (9.16)
explores the history of he location to highlight

the multiple ways in which this boundary

does nat need more built structures, but an increase in the number and diversity of functions
and social interactions, making ita vibrant and active space ofthe community.
(Our proposal uses itferent mechanisms to soften the strong mits bounding the site, We aim to
create events on thei paths, to perceive them ot as obstacles but as opportunities fo connect
vith natural elements or peor.
In architectural terms, the site isa straight, man made platform. We devised a process to
regenerate the spece for public use, which starts by introducing the paople tothe site and asking
‘ham to participate. Moet ofthe exiting buildings ae to be rlocatad. A completa avartaul of
‘he equate and its infrastructure wil set the premises for further development, covering the area
with a texture of pavement, green patches and wooden deck surface
