the process can become too focused on measurements and compliance
Developing a Strategic Plan depends on the following:
Leadership
Organizational Culture
Complexity of the Organizations Environment
Size
Expertise of Planners
BASIC ELEMENT OF STRATEGIC PLANNING

1. PLANNING TO PLAN

Useful Tips Before Starting the Planning Process:

1. Try to involve everyone.
2. Keep the plan simple.
3. Focus on key issues.
4. Use problem-solving techniques to resolve the issues.
5. Be creative and innovative.
6. Be realistic.
7. Get outside help if necessary.
8. Get commitment from the organizations leadership.

2. Creating Values, Vision, Mission and Goals

VALUES- are beliefs, principles and assumptions affecting the nature and ultimate goal of the organization and the way it
is managed.
VISION- a panoramic view, a mega-dream of the kind of society that we want to establish for our future.
MISSION- is what we do, a precise description of what an organization does.
GOALS- is what we can achieve, describe a future end-state desired outcome that is supportive of the mission and vision.
EXAMPLE OF VALUES
Values of Mars Corporation
QUALITY- The consumer is our boss, quality is our work and value for money is our goal.
RESPONSIBILITY- As individuals, we demand total responsibility from ourselves; as associates, we support the
responsibilities of others.
MUTUALITY- A mutual benefit is a shared benefit; a shaed benefit will endure.
EFFICIENCY- We use resources to the fullest, waste nothing and do only what we can do best.
FREEDOM- We need freedom to shape our future; we need profit to remain free.

VISION
Vision Statement can help the organization to:
allocate resources or indicate how resources will be managed for the coming years;
define new directions;
stay on course over time;
avoid destruction; and
give potential partners and others confidence in the organization.

Guide QUESTIONS in assessing a Vision Statement:

Does it state what the organization will be like three, five or ten years from now?
Does it embody the hopes and dreams of the organization?
Does it emphasizes the strengths of the organization?
Is it specific and concrete?
Does it challenge what exists?
Is it short and to the point?
Does it encourage direct actions?
Does it convey forward directions and values?
Is it developed, shared and supported by members of the organization?
Is it comprehensive, detailed, positive and inspiring?

Example of Vision Statement:

Vision of Community X
A community that is able to satisfy its own basic need, to access and deploy the necessary resources for an ecologically
balanced and equitable development and live in peace, happiness and justice.

MISSION
FOUR Primary Questions in formulating Mission Statement:
What function(s) does the organization perform? (goals or services)
For whom does the organization perform this function? (primary target)
How does the organization go about filling this function? (strategy)
Why does this organization exist?

WHAT?
WHY?

HOW? WHO?

EXAMPLE of Mission Statement

We, the Barangay Development Council, will work in solidarity to promote the general well-being of the people in the
barangay by transforming them into self-reliant, self-managing, just and peaceful community

GOAL
is a measurable end-result that derives its impetus from the Mission Statement.
it serve as guide for collective actions in focusing ones effort, resources and talents.

EXAMPLE OF GOAL STATEMENT:

To increase income of people below subsistence to a level where they can provide for their basic needs.
To promote good health for all.
To enable communities to organize, mobilize, source their own resources and manage their own affairs,
To provide justice to all and eradicate crime.
