THE PROBLEM AND ITS BACKGROUND
Introduction
Evaluation is the process of interpreting a measurement or aggregate of
measurements, by means of a specific subjective value or set of values to determine the
degree to which the measurement represents a desirable condition. Evaluation of teacher
is a complex process. It is a series of activities and actions that are interconnected and
relate to a specific purpose. Since teachers deal with complex problems, they should be
evaluated as professionals which means that their standards should be developed by their
peers and their evaluation should focus on the degree to which they solve professional
problems competently. The emphasis of their evaluation should be on their teaching and
not on them as individuals and take into consideration the involvement and
responsiveness of others involved in the education process. The general purpose of
teacher evaluation is to safeguard and improve the quality of instruction received by
students (Kremer, 1988) so boards must provide a process that allows and encourages
supervisors and teachers to work together to improve and enhance classroom
instructional practices. According to the literature, there are six main purposes of teacher
evaluation:
1. It should strive to improve instruction by fostering self- development (Rebore,
1991) and peer assistance.
2. Staff development activities can be rated and identified (Stanley, 1988).
3. The selection process can be validated (McGreal, 1983).

4. A well-designed, properly functioning teacher evaluation process provides a
major communication link between the school system and teachers (Walsh, 1987).
5. Personnel decisions such as retention, transfer, tenure, promotion, demotion, and
dismissal can be enhanced through an effective evaluation process (Kremer,1988)
6. Teacher evaluation is capable of protecting students from incompetent teachers by
bringing structured assistance to marginal teachers (Stanley & Popham, 1988).
Most universities and colleges here in the Philippines ask students to complete
teacher evaluations as part of the institution-wide assessment process. Although they have
their own way of evaluating their teachers, they are with the same purpose. Likewise,
Don Bosco College, Canlubang (DBC), which conducts also its own teacher evaluation,
aims to improve the schools instructions and teachers personal and professional growth
that leads to improved performance.
With these in mind, the researchers are compelled to find the best ways to
improve the current process of the teacher evaluation process of the school. It was after
interviewing the Vice Dean for Academic Affairs of Don Bosco College that they realized
that the timeliness and suitability of an automated teacher evaluation process. Currently,
Don Bosco Colleges Office of Academic Affairs utilizes a manual procedure of
evaluation. It is conducted every after midterm exams or every end of the semester and
the Vice Dean of Academic Affairs, Ms. Fermae Tamayao herself, has to go to each room
to distribute the evaluation papers. It consumes a lot of time, lots of papers and lots of
efforts in conducting a teacher evaluation. It takes about 15 to 20 minutes for the students
to answer each teacher evaluation form manually using their pen. Thereafter, the Vice
Dean would have to electronically compile all the gathered information to the old system
she is currently using (Microsoft excel program) to get the results of the quantitative part

of the evaluation and also she has to encode manually to the system the verbatim of
comments and recommendations of each and every students as the qualitative part of the
evaluation. Only the Dean of College and the Vice Dean for Academic Affairs know the
students answers due to its confidentiality.
Some of the reasons why the researchers focused on developing an automated
teacher evaluation system is that it would speed up the processing of the evaluation
results, lessen the works of the Vice Dean for Academic Affairs, prevent the classroom
disturbance for evaluation, and lessen the time consumption for evaluation. The proposed
project, Automated Teacher Evaluation System, therefore aims to design and develop
an automated teacher evaluation by providing a computer-based system that will reduce
time for evaluation, paper works, manage information properly and improve the
evaluation process.
Research Objectives

General Objective
This research project aims to design and develop an automated teacher evaluation
system for the improvement of the current evaluation process.
Specific Objectives
To be able to attain the goal of this research project, this study aims:
To evaluate the current process of the teacher evaluation;
To improve the current process of teacher evaluation;
Reduce time of completing the evaluation process
Quick calculation of evaluation results
Easy reporting of evaluation results
To provide a paperless transaction in the evaluation of teacher
performances;
To reduce the work of the Vice Dean for Academic Affairs

Based on this study, the researchers come up with a concept that will provide a
better understanding of the flow of our research project. Figure 1 presents the conceptual
framework of this study.
The first block, represents the input which includes the knowledge requirements
in the current process of teacher evaluation, the assessment tools, and the existing
hardware and software tools. In the knowledge requirements in the current process of
teacher evaluation it is very important to know how the Vice Dean administers the
evaluation, calculates and summarizes the results and reports the results to the people
concerned. In the assessment tools, it is necessary to have the evaluation form as well as
the formula in calculating the results. The existing hardware and software tools are the
computer unit used and the software for calculating results.
The second block represents the process itself to be able to produce an output. It
starts with the project planning, analyzing and evaluating the current process, designing
of the system, having the system development requirements (software, hardware devices,
existing database system synergy), and developing of an automated teacher evaluation
system.
Finally, the third block will be the output to produce which is an automated
teacher evaluation system.

Significance of the Study
This research project intends to improve the process of evaluating teachers
performances in the College Department of Don Bosco College by developing an
Automated Teacher Evaluation System. It will provide a computer-based system that will
reduce time and paper works, manage information properly and improve better
performances and processes which will lead to an efficient, instructive and effective
evaluation system.
This research study seeks to design and develop an automated teacher evaluation
system of the College Department of Don Bosco College. Furthermore, this will be
beneficial to the following:
College Department. It will provide the College Department an additional
improve system that can make work easier. It will also promote paperless
transaction.
College Students. It will help the students to evaluate easily by using computers
instead of writing manually.
College Faculty. It will help the instructors to maintain the confidentiality of their
evaluation results.
Dean of College and Vice Dean for Academic Affairs. It will help the Dean of
College and the Academic Affairs Vice Dean to work easily for the revisions of
the classroom instruction evaluation.
Vice Dean for Academic Affairs. It will help the Vice Dean for Academic Affairs
to easily work, calculate the results, and compile the results of the whole
evaluation process.

Furthermore, the result of the study will serve as an empowerment for all the
beneficiaries being addressed in order for them to use and try this kind of process of
Teacher Evaluation Automation. Since the Automated System is not yet done, the
researchers suggest that it is needed to research more to know more about how to use the
system and also to know the process of Automated Evaluation.
Scope and Limitations of the Study
The scope of the study focused on improving the manual process of teachers
evaluation in College Department of Don Bosco College - Canlubang to an Automated
Teachers Evaluation System to develop a user-friendly system that will enhance the
evaluating process of students to their instructors.
For the students, the system will access easily the instructors in their enrolled
subjects and provide an easier and faster evaluation process.
For administrator, the system will quickly calculate the evaluation results, give
authorizations to edit & delete some questions and see the result of the evaluation by
requiring a username and password, and generate a printable record of the gathered data
from the students and give its own recommendation through proper handling of
information.
This study will be limited within the College Department of Don Bosco College
Canlubang. Factors will be limited to:
Automation process of evaluating teachers performance.

The teacher evaluation process will be access only within the campus.
The teacher evaluation cannot be access through internet.
The automated system will be access and handle only by the Vice Dean of the
Academic Affairs Office.
The study will be delimited to the aforementioned factors
Definition of Terms
In order to understand fully the study, the following terms are conceptually and
operationally defined.
Automation. It refers to an automatically controlled operation of a process or system by
mechanical or electronic devices that take the place of human labor.
Database. It refers to a system intended to organize, store, and retrieve large amounts of
data easily. It consists of an organized collection of data for one or more uses, typically in
digital form.
MySQL. My Structured Query Language is a relational database management system
that runs as a server providing multi-user access to a number of databases.
PHP. PHP Hypertext Preprocessor is scripting language used to create dynamic Web
pages. It is commonly used to extract data out of a database and present it on the Web
page.
System. It refers to a set of detailed methods, procedures, and routines established or
formulated to carry out a specific activity, perform a duty, or solve a problem.
