The undersigned is directed to refer to the Govt. of India, Ministry of Home
Affairs O.M. No.23/3/69-Estt(B) dated 8-4-1969 (copy enclosed), on the above
mentioned subject and to say that only Chief Executive as defined in the Constitution of
the Association OR the General Secretary can be brought on transfer to the Headquarter.
2. In view of above, it is clarified that only Chief Executive or the General Secretary
‘of the Association will be retained at Headquarter or brought to the Headquarter on
