Working inside Electrical Substation


Points Briefed

Working near electrical equipment & Permit to work system

Always Follow Permit To Work system for live electrical work


Only workers having names on permit should be allowed in substation
Authorized entry checklist should be followed before the work
Working area should be cordoned off
Proper Earthing system must be installed
Use of LOTO (Lock Out Tag Out) system
Lighting level must be appropriate for the work
Training must be given on electrical work

Hazards, causes, Consequences

Fire / Explosion
Arcing
Electrocution / Electric shock
Cuts and burn injuries
Inner body injuries (e.g. Muscle spasm)
Other injuries (e.g. Work on ladder)
Other environmental hazards

Control Measures

All portable electrical equipment must be tested for electrical safety at correct intervals and labelled with the date
of the test
Only qualified and competent persons to work on electrical equipment
All the tools must be safe for use on electric work
Only designated competent persons should carry out the task
Electrical cables and plugs should be regularly visually inspected by the user for damage
Provision of competent electricians
Shock resistance PPE should be used e.g. Rubber gloves, Safety shoes etc.
Make sure Lock Out Tag Out is implemented
Supervision should be provided
Other job related control measures (e.g. Safety measures for working on ladder)

Safe use of tools and proper PPEs

Only use double insulated tools whenever working in the substation


Showed pictures of the tools and PPEs to workers
Told them how to use all the tools in safe manners. Do not play with the tools, do not throw tools to each other,
store the tools in their appropriate store box before and after use
Only shock proof PPE should be used, should be properly worn. E.g. insulated safety gloves, safety helmets, non-
metallic goggles and ear muffs, safety shoes preferably long shoes, face masks etc.
PAT testing should be done on regular basis
Benefits of taking precautions

Safe from electric shock / electrocution


Decreased fire / explosion hazard
Risk of cuts, burns and muscle injuries will be minimized
Workers, supervisors, health, tools and equipment, environment will be safe

Summary

Always follow the Permit To Work system for any activity in the substation. Safe procedures should be followed including
proper supervision should be provided at all the times to continuously monitor the work. Tool box talks and trainings will be
given on regular basis.
