Charge Description: That between February 1, 2017 and May 17, 2017, at One Veterans Drive,
Minneapolis, Minnesota, in Hennepin County, Minnesota, in a public place or a place where
others were present Joseph Feyereisn willfully and lewdly exposed his body or private parts
thereof to Victim 2.
 STATEMENT OF PROBABLE CAUSE
The Complainant states that the following facts establish probable cause:

Complainant has investigated the facts and circumstances of this offense and believes the
following establishes probable cause:

On or about May 16, 2017 at approximately 1:45 p.m., Veterans Affairs (VA) police responded
to the VA Human Resources Department at One Veterans Drive, Minneapolis, Hennepin
County, Minnesota, regarding a report of an employee exposing his erect penis to female
employees at the VAMedical Center.

Over the next several days, investigators spoke to several individuals, who identied the suspect
as JOSEPH ROBERT FEYEREISN 030B 10/7/85), DEFENDANT herein.

Victim 1 stated that DEFENDANT exposed his penis to her on two separate occasions while
they were working together in January or February 2016. Victim 1 stated that DEFENDANT
exposed his penis to her in the water room and once in the isolation room. Both instances
occurred in the morning while they were working alone. Victim 1 described turning around and
seeing DEFENDANT with his penis out and that it was partially erect.

Victim 2 stated that DEFENDANT exposed himself to her on multiple occasions beginning
around February of 201 7. On one occasion, DEFENDANT called Victim 2 into the isolation
room while training her in because he had a learning experience for her. When she walked
into theroom, DEFENDANT had his penis in his hand and Victim 2 could not tell if his penis
was erect or whether he was masturbating. Victim 2 stated that DEFENDANT exposed himself
to her multiple times in the elevator by pulling out his erect penis and holding it in his hand and
making comments such as Ill show you mine if you show me yours.

A colleague of DEFENDANTs, R.S., stated that DEFENDANT told him that he had exposed
his penis to Victim 1 as well as to another individual.

In speaking with investigators, DEFENDANT admitted exposing his penis to Victim 1.

DEFENDANT admitted to possibly exposing himself to Victim 2 and said his penis probably
came out during the incident.

DEFENDANT is not currently in custody.

 Complainant requests that Defendant, subject to bail or conditions of release, be:
(1) arrested or that other lawful steps be taken to obtain Defendants appearance in court; or
(2) detained, if already in custody, pending further proceedings; and that said Defendant
otherwise be dealt with according to law.

From the above sworn and any supporting afdavits or supplemental sworn testimony, I, the Issuing Officer,
facts,

have determined that probable cause exists to support, subject to bail or conditions of release where applicable,
Defendants arrest or other lawful steps be taken to obtain Defendants appearance in court, or Defendants detention,
if already in custody, pending further proceedings. Defendant is therefore charged with the above-stated offense.
