Stop Police Brutality

Thesis Statement:

Police brutality based on racial discrimination against African Americans in the United States

has inflicted serious harm in the 21st century; therefore, the government should make police

brutality a bigger priority so there is less violence and death within society.

Detailed Outline:

I. Introduction

A. Hook: According to the HUFFPOST by Travis Waldron, police killed at least 223 Black

Americans in the year after Colin Kaepernicks First Protest.

1. Police brutality is increasing occurring today and it makes people re-examine whether the

police work is protection or harm.

2. The views of Americans on police brutality are different and there are big differences over

race.

a. According to the survey, 32% of adults say that extreme or police violence to the public is

very serious problem in the United States; 35% of people think it is moderately serious

problems; 33% people think it is not a problem and also it is not too serious.

b. the police violence involving racial, 49% said the police tend to use lethal force against

blacks; 48% of people says race is not a factor; 1% of people said that the police are more likely

to use force to deal with white.

c. Police violence has not been fully appreciated.

3. There is a different understanding and perception of police brutality, but there is no

denying the fact that police violence is real and partly contains this racial problem.

a. The unjustified shooting, Severe beatings, Roughness of the treatments are resulting in

the constant presence of police brutality in America.

b. The police using unnecessary violence shows that discrimination against the minority

people, especially blacks. ( Gutting 12)

c. According to a national poll conducted in July 2015, White people believe that the police

need to protect themselves in the face of danger and they use force only when necessary. In

contrast, based on the fact that many blacks had been treated unfairly by police, blacks believe

that police brutality was mostly aimed at black people and their perception of justice also

received the influence.

4. The deaths of African Americans led by police brutality has not stopped that caused an

increase in the number of deaths.

a. According to All that kneeling ignores the real cause of soaring black homicides by

Heather Mac Donald, nearly 900 black people killed by police in 2016.

B. Thesis Statement: Police brutality based on racial discrimination against African Americans in

the United States has inflicted serious harm in the 21st century; therefore, the government should

make police brutality a bigger priority so there is less violence and death within society.

II. People should be aware of the harm caused by police violence and the causes of police

violence. Racial discrimination, different standards of police violence, and minor consequences

of misconduct are the main causes of police violence.

A. Police violence can happen in all kinds of ways and harm people.

1. The police have the right to use force to protect their own safety during the operation of

the mission, but excessive force is an act of police violence.

2. Police brutality is the use of excessive or unnecessary force by the police in dealing with

ordinary people.

3. Excessive or unnecessary force is a use of force beyond the force required to deal with a

situation.

a. There are 1,000 civilians killed by police each year and 400 of who, are not wielding

the gun or posing any threat to the police. ( Nix 121)

b. According to the COP ACQUITTED by Tyler Williams, a police officer shot a

black person seven times during the shooting.

c. The professional skills of police can fully convince people that if they want to kill a

person, they only need one bullet.

4. In addition to excessive force, police brutality is also manifested in false arrests, verbal

abuse and insults, intimidation and threats.

a. According to Watts Riots: Traffic stop was the spark that ignited days of destruction

in L.A by James Queally, the police talked and laughed at a driver who was suspected of

drinking. Even after the drivers mother arrived, the police was cursing and shouting that they

would have to kill her son to take her son to jail.

5. According to the survey, between April 5,986 records were misbehaved and 382

accidental death were related to improper conduct. (Rebertson 498 )

B. As more cases of police brutality are exposed, various cases show different causes of police

brutality, such as racial discrimination, different standards of police violence, and minor

consequences of misconduct.

1. African Americans have been victims of police violence in the United States because of

racial discrimination and the psychological factors of law enforcement officials.

a. According to Why Are So Many Black Americans Killed By Police by Carl Bialik,

African Americans killed by police brutality are twice as likely as whites.

b. African Americans are often harassed by the police and often brutally treated, even if

they dont do anything wrong.

(1). According to Black teenager says California police wrongly roughed her up by

Los Angeles Sentinel, a black woman was interrogated, beaten, and even bitten by a police dog

for no reason.

(2). After the incident, the police only claimed that the victim was mistaken for anther

male supect who was holding a machete.

c. Even if the violence did not resulted in the death of African Americans, innocent

suspicion and abuse are improper acts.

d. Based on the racial character, the polices inherent thinking about African Americans

determines the racial profiling of the police.

(1). According to the COP ACQUITTED by Tyler Williams, after the jury repeatedly

watched the incident through the video, the jury found that the police were not guilty for the

incident.

(2). Prejudice and discrimination against African-Americans eventually led to black

people becoming victims of violence.

2. In addition to racial discrimination, police officers different standards of violence are also

key to promoting violence that the main performance is in the use of deadly weapons.

1. The police are allowed to wear lethal weapons in the premise of increasing their military

strength; However, the use of lethal weapons against unrebellious civilians is atrocity.

a. There are 400 civilians who have no guns or any weapons that are threatening killed

by police in the first half of 2015. (Nix 121)

b. The overuse of lethal weapons is also reflected accidents in 2016 that police shot

seven times in order to kill a driver.

c. What caused the police to shoot seven times? It was speculated that the shooting level

of the police need to be improved or that the police thought the action was justified.

3. Another cause of police violence is that police do not suffer severe punishment for violence.

a. Returning to the accident in 2016, the police was acquitted after shot the driver seven

times.

b. It is often difficult to prove police brutality, especially the use of deadly weapons.( Nix

124)

III: In response to the occurrence of police brutality, the government should seek solution

through judicial means to limit and reduce the occurrence of improper behavior.

A. Theory of Social psychological violence suggest racial differences in the nature of

violent victimization are a function of adversary effects. (Berg 632)

1. The government should adopt judicial measures to improve the standards for the

review of police officers and to arrange the psychological curriculum and psychological

instructors of police.

2. Breaking the polices innate view of a race and the belief that everyone is equal that

an important factor in the protection of social stability

3. The task of the police as law enforcer is to protect the human life without race. (Nix

125)

B. The lack of control of police violence by judicial authorities has led to frequent

violence; therefore, the cases of police brutality should be handled and accomplished without

taking sides in the police.

1. The police have the right to exercise force when necessary, so it is difficult to verify

the occurrence of police violence (Nix 124); Therefor, Some people favor the use of body

cameras to record the polices official process because of the extent to which atrocities can be

reduced.

2. A clear description should be given to the different situations where the police use the

gun. For example, the police officer cannot shoot civilians without guns and should be reassessed

if more bullets are needed after civilian injuries. (Nix 125)

3. Judicial justice is a guarantee of people, so the judge should be avoids taking sides in

cases of police brutality.

V: Conclusion :

The cases of police violence are frequent today. Police, violence, death of shooting are

often seen in newspaper news. At the same time, people naturally think of conflict and death.

Perhaps police violence against African Americans is just one part of all the violence by police

and the all the violence will go far beyond what is known. This means that there is a growing risk

of people to face police violence. Therefore, people should pay enough attention on police

violence. Reducing and stopping deaths are injuries caused by police is our goal. The U.S

government should be aware that the rapid increase in police brutality is leading to a rise in

police violence. In order to reduce the deaths caused by improper conduct, police brutality

should be taken seriously. If police violence is not restricted, there will be more victims.
