O R D E R:
In the G.O. 2nd read above, issued orders notifying the “Chandranna Bima”
a Social Security Scheme to provide Natural death, Accident death and Disability
Insurance and also other benefits for the unorganized Workers in the State. The
said orders are in operation from 30.09.2016 to 02.10.2017.
2. In the G.O. 3rd read above, orders are issued for the convergence of Aam
Aadmi Bima Yojana (AABY) with Pradhan Mantri Jeevan Jyothi Beema Yojana
(PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) viz continuation of
AABY for the age group of 51-60 years while PMJJBY coverage is for 18-50 years
& PMSBY for 18-70 years, in association with the Chandranna Bima Scheme in
second year.
3. In the letter third read above, the Commissioner of Labour while proposing
the convergence scheme i.e., AABY, PMJJBY and PMSBY, requested for issuance
of orders for preparatory arrangements for implementation of 2nd year
Chandranna Bima scheme prior to launching the above scheme on 02.10.2017.
4. Government, after careful examination, hereby issue the following
guidelines, in addition to Govt., Memo 5th read above, for preparatory
arrangements for implementation of 2nd year Chandranna Bima in association
with the Convergence Scheme of Government of India, to be commenced from
2nd October, 2017:
i. Society for Elimination of Rural Poverty (SERP) to delete 70 years
crossed workers out of Chandranna Bima database in consultation with
the Chief Executive Officer, Real Time Governance.
ii. The CEO, RTG to provide database of 17 years old persons to SERP who
would now attain 18 years (since Praja Saadhikara Survey is one year
old).
iii. The District Purchase Committee headed by Joint Collector to print
Chandranna Bima policy documents required in each district and SERP
to distribute the policy documents to all workers basing on the available
database.

iv. While distributing policy document to all enrolled workers (after deleting
70 years crossed workers), the SERP collects Rs. 15/- towards service
charges and also take up enrolment of leftover unorganized workers
from all villages by Village organizations (VO) and Municipal wards by
Slum Level Federations (SLF) as per norms of Praja Saadhikara Survey.
Simultaneously the SERP/MEPMA takes up identification of workers out
of the database provided for newly attained 18 years persons by CEO,
RTG duly discarding students and non unorganized sectors workers.
v. The Village Organizations/ Slum Level Federations shall also ensure
distribution of Policy documents to newly enrolled unorganized sectors
workers out of leftover workers and included workers on attaining 18
years. To this extent, District Purchase Committee to get further policy
cards printed and supplied to SERP /Slum Level Federations for
distribution and collection of Rs. 15/- service charges.
vi. The CEO, RTG to provide a software application for monitoring the
database purification activity for the 2nd year scheme implementation,
collection of Rs. 15/- by SERP and enrolment of left over unorganized
workers under Praja Saadhikara Survey and for achieving an exhaustive
and eligible unorganized workers database, as per Chandranna Bima
eligibility guidelines .
vii. The Premium has to be paid as per the purified database prepared duly
following the above process.
viii. The Model sample Chandranna Bima card/document will be finalized by
the Commissioner of Labour and CEO, SERP together and shall be
supplied to all the districts by the SERP to act as the model documents.
ix. The SERP shall take further action to print the Chandranna Bima Policy
document in each district has per the registration particulars under
Chandranna Bima through the District purchase committee headed by
the Joint Collector. The SERP may prescribe necessary guidelines in this
regard as per Government Rules.
x. The printing of the Policy Documents has to be taken for each individual
with his/her Aaadhar Number and other details which is available at the
District Level. The SERP is to ensure that all eligible individuals get the
policy coverage and take follow-up action for ensuring timely claims and
effective redressel of the grievance. At the District Level, the distribution
of Chandranna Bima document is to be dealt through the net work of
SERP under supervision of PD, DRDAs. The Deputy Commissioners of
Labour are also directed to work closely with the PD, DRDAs in this
regard.
xi. The cost of new individual Chandranna Bima bond will be met by SERP
and the Labour Department will reimburse the amount to SERP.
However, the total cost of each bond shall not exceed Rs.2/-.
xii. On 2nd October, 2017, 2nd year Chandranna Bima launch has to be
organized in the State in a befitting manner.
5. The Commissioner of Labour, A.P., Vijayawada and Chief Executive Officer,
Society for Elimination of Rural Poverty shall take necessary action accordingly,
immediately.

6. Similarly, the Chief Executive Officer, Real Time Governance, Mission
Director, Mission for Elimination of Poverty in Municipal Areas and District
Collectors shall take necessary action immediately.
