Employee Welfare Programs Proposal

The document discusses welfare programs that could be included in a collective negotiation agreement proposal for employees who were transferred to different provinces for work. Three potential benefits are suggested: 1) Providing employees with office space, furniture and equipment at the new location. 2) Arranging for transient quarters if the new office is far from the employee's home. 3) Negotiating compensatory time-off or overtime pay for employees who work overtime due to the demands of the new position. Justifications for each benefit are to improve work conditions and accommodate the needs of employees who were relocated for work.

Your agency had implemented transfer of several employees to the different provinces in the
region exigency of the service. Considering their displacements and limitations of government
in granting employees demands, what welfare programs can you include in your CNA
proposal? Cite at least 3 benefits or privileges and make your justifications?

1. Office Space with Furniture, Fixtures and Equipment

In the CNA, the union can make a request to the existing agency to negotiate with the new
office to provide the employee/s with accessible, adequate, and secured office space or room
for its service. Necessary furniture, fixtures and equipment in the new office shall also be
provided by the new assigned office.

2. TRANSIENT QUARTERS

In case of the new assigned area of office is quite far from the employee/s home or apartment,
the union can make an arrangement from the existing agency to negotiate the new assigned
office of the employee/s to provide a safe and comfortable living space with water and electric
supply and basic needs for living.

3. COMPENSATORY TIME-OFF (OVERTIME PAY)

With the new work space and environment, newly reassigned employees with the help of the
union can negotiate to the agency for a compensatory time-off. This means that employee/s
who have been rendering service overtime due to the exigency nature of office can request a
time off.
