Dear Governor Jerry Brown and/or representatives:

Request for Emancipation of Slavery


Slavery is defined in CA PC Sec. 181
Involuntary Probation/Parole is Slavery since it involves the placement into the custody of another and
monetary exchange. I was also punished for not signed documents under duress and for not peeing
standing up as opposed to sitting down. That was sexual harassment as well. As an alternative I offered
blood and hair sample for drug testing. I was not on drugs and I wasn't given a jury trial nor was I even
supposed to test that day as the Mustang group had testing the next day. Furthermore, I was forced into
homeless as I was bound to the land (San Diego County) and further indentured thru fines after being
excessively punished for being punched in the head by a police officer (knocked out of my flip flops)
and accused of attempted murder. I was also accused of spitting blood out of my mouth—that proves an
injury which required an ambulance.

I have been denied my appeal, rights to speak in court, represent myself, habeas corpus, and sexually
harassed. Also, due to the miscarriage of justice I had already been punished for more than the
maximum as stated in the laws I was accused of (PC69 says punishable by no more than 1 yr).

I want a way to pay bills in jail, minimum wage, fix the phone monopoly and internet access while
in mental health places or jails or prisons. I feel internet is the constitutional right to assemble in
peace.

On a side topic
I wrote before explaining how the welfare programs in Hemet don't work. See tiny.cc/letter2gov1 and
this letter tiny.cc/letter2gov2. I got a letter saying check out your DPSS office. Tiny.cc/letterfromgov. It
took me a while to realize that was the same office. The general relief program is a loan that is hard to
qualify for it provides a voucher for a mere 199/mo rental assistance when a room is much higher
closer to 500/mo. The general relief voucher is not accepted anywhere. Can I sue if a landlord doesn't
accept my rental voucher. The application process is very difficult and requires doctors visits and even
volunteer hours and repayment. If I had a car or transportation this would be more feasible. I lost my
drivers license due to being injured by police.

I don't qualify for low income housing due to lack of income. The General Relief Voucher in Riverside
counts as landlord income. I guess the only places that might accept it are halfway houses for ex-
convicts?

I don't qualify for Unemployment I have been unemployed since 2008 but due to homelessness I
cannot get mail and didnt get any disbursement from a 2007 award of 2,500 unemployment benefits. I
need income and transportation to go to school or get a job/(interview)

The disability application requires I have a doctor fill it out. My SDI application was returned as
incomplete and I was denied an appeal since there was no Official Denial. In 2009 I suffered a head
injury when refusing to go to a mental hospital. This resulted in a false arrest for attempted murder and
the loss of my drivers license. I couldn't use the internet (right to assemble in peace) or pay bills or get
my tax refunds about 1800 dollars that I feel I am due in back taxes. I was prevented from seeing
doctors or getting forms. I was unable to work for minimum wage or contact a competent attorney. At
one point the public defender was denied a visit. PC825. Also I was denied arraignment within
48hours. Even with money to pay for phone usage in jail I was unable to leave messages or contact any
automated number like 555-1212 aka 411(which cannot be dialed at all). The reason for that is the
answering machine or party called must press 1. So I could contact a bank or pay ransom—which has
been renamed to bail. I was actually denied bail altogether and denied habeas corpus for want of bail
PC1490. I was punished over the maximum of 1 yr as stated in PC69 resisting arrest.

Since I wasn't brought to a mental hospital for 72hr treatment and evaluation there was no lawful arrest
to resist. The prosecution broke the same law that I was accused of by punishing me over a year.

Now, that aside I cannot find work because I am like blacklisted and punished for the rest of my life.
Also, I incurred a hospital bill of over 10,000 dollars.

PS> I am not mentally incompetent or I would have qualified for Social Security Disability since
2009. Nor was I gravely disabled when I was held hostage in 2007 and injected against my will
after my car was illegally searched and impounded.
