HOUSE BILL 5068 (HB) Baguio City Representative Mark Go

House Bill (HB) Number 5068 proposes to allow laborers to work for 4 or 5 days a week, instead of
the current maximum of 6 days required by the Labor Code.The number of work days per week is 6
days, and the number of hours a day is 8 hours. It allows employers to go into compressed work
week, which means that instead of working 8 hours a day, the employees will work for more than 8
hours but not to exceed 48 hours a week. It can be for 5 days or 4 days.

An employee opt to work just for 4 days a week, doing so would require him or her to work for 12
hours a day. Employees will only be paid overtime should they work for more than 48 hours a week.
This proposed measure seeks to institutionalize the compressed work scheme as it proves to
promote competitiveness, efficiency and productivity in business and industries.

Advantages for workers and business sectors:


Workers: Improving employees’ flexibility in fixing hours of work compatible with business
requirements and the employees’ need for a balanced work-life. A compressed workweek as a
means to maximize and enhance employees’ performance.
Business Sectors: They are able to save money for salary expenses

Disadvantage for workers and business sectors:


Workers: Compressed work week means longer hours at work.
Business Sectors: May slow down the company’s efficiency if it’s not able to adapt properly.

Yes, because the workers will have longer rest days that allows them to spend some quality time with
their family. This bill also enhances the skills and ability of a worker which allow them to have a better
performance in their work. Although the workers will spend longer hours at work, it will also be
beneficial for them too.
