PROMPT AND SIMULTANEOUS ISSUANCE AND RELEASE OF ORDERS

During the court visits, the Judge made rescheduling of hearing, presentation of witnesses, and
resolutions of cases right after the hearing of the cases presented during the day. These orders were
made clear to the parties and were issued in a precise manner. The Judge made definite orders
regarding each case leaving no room for vagueness and confusion.

h. OBSERVE AND TAKE DOWN NOTES ON THE COURT ROOM DECORUM OF THE

I. JUDGE

It was apparent during the court visits that the judge was present and on time. She was
very assertive during the hearing keeping the questions and the manner of questioning made by both
the fiscal and the defendant’s counsel in line with the rules of court. The judge made sure that the
documents used as reference were properly marked, that the witnesses presented understood the
questions asked and that the officers of the court followed court procedures. The judge also issued
resolution of cases and hearings promptly and accurately.

II. STENOGRAPHER

The stenographer made use of a recorder and observed the traditional long-hand
writing of the happenings during the hearing of cases. She was reliable when in several cases she was
asked to re-state the questions made by the defendant’s counsel to the witness. The stenographic notes
were used as reference when clarifying to the witnesses some complicated questions by the counsel.
She, as well as other court officers, was present and on time during the hearing.

III. INTERPRETER

There was no presence of an interpreter in court. However in one case (Chiong case),
the defendant’s counsel made it clear that there were difficulties in finding a Chinese interpreter for the
Chinese defendants with a particular Chinese dialect. The court then referred the counsel to PDEA who
made a list of probable Chinese interpreters that may be used by the defendants.

IV. CLERK OF COURT

The clerk of court was on time and present during all court visits. She made sure that all
observers during the hearing followed court procedures by subjecting them to process of identification
and approval by the Judge of the branch of court where they are assigned. She also made certifications
and issuance of other documents at the request of the observers.
