2 : Organisation Background

This organisation is form since early 1990’s. This organisation is call ‘Operasi
Jarak Jauh’. In 1996, the organisation change the name to ‘Area Maintenance U’.

After two (2) year in 1998, the name was change again to Specialist Network
Services (SNS).

The strategic role of Specialised Network Services (SNS) is to provide dedicated


and specialised services to government and corporate customers including but not
limited to the Department of Civil Aviation Malaysia, Malaysian Airports Bhd.,
Ministry of Defence and its various Forces, Police, Fire And Rescue Department,
Petronas and Paging companies.

It is a Division organised under TM Retail, Telekom Malaysia Bhd.


The role, responsibilities and accountabilities of each executive position are
documented and mandated in the respective Job Terms of Reference (JTOR)
format. The functions of each non-executive post are documented in the
respective Job Responsibility Form (JRF).

The Department of Civil Aviation (DCA) controls air traffic in this country with
the use of communication navigational aid facilitate that are provided and
maintained or them by the Telekom Malaysia.

The SNS Strategic Objectives are:

 To achieve dominant >50% national market share for Communication,


Navigation and Surveillance products.
 To provide customized business solutions that will meet or exceed
customer requirement, measured using Customer Satisfaction Index.
 To achieve operational excellence, measured against global benchmarks.
 d. To attract, develop and retain staff with strategic competencies,
measured using Employee Satisfaction Index and Competency Index.

1.2.3 : Line of Business and Organisation Activities

SNS currently operates three major lines of business and they are briefly described
on next page:

1.2.3 : a). Turnkey Project Contracting

SNS provides integrated solutions in the following areas with capabilities covering
design, supply, delivery, installation, testing and commissioning:

 Communication, Navigation and Surveillance systems/solutions for


Security
 Aviation
 Maritime
 Public Safety
 Customised ICT systems and networks solutions.

1.2.3 : b). Engineering Logistic Support

SNS provides integrated Engineering Logistic Support (ELS) in the form of


customised service package specially tailored to fully meet the customer’s unique
requirement.

An integrated ELS package provided by SNS can comprise, amongst others, one or
more of the following:

 Maintenance management
 First, second and/or third line equipment maintenance for
 Communication systems
- Is divide by two way system. The first is ground-to-ground
communication and the second is ground-to-air communication.
 Navigational Aids systems
 Surveillance systems
 Voice, Data, Message Switching Systems
 Computer Software, Hardware and Networks

1.2.3 : c). Universal Service Provision

SNS provides on-stop service representing TM in all its participation in the


Universal Service Provision (USP) initiative of the Malaysian Communication and
Multimedia Commission (MCMC). This entails the following:

 Serving as the single point of contact for all dealings with MCMC.
 Seeking new USP business from MCMC.
 Coordination of the implementation of secured USP projects.
 Control of all related financial operations.

1.2.3 : d). Staff and Office Locations

SNS employs around 200 staff and they operate from the following locations:
 Head Quarters in Kuala Lumpur
 Central Region
 Northern Region
 Southern Region
 Eastern Region
 Sabah Region
 Sarawak Region

1. Kota Kinabalu (main office)

3. Tawau
4. Lahad Datu
5. Labuan
