Department of Transportation (DOTr)

The Department of Transportation (DOTr) is the primary policy, planning, programming, coordinating,
implementing and administrative entity of the executive branch of the government on the promotion,
development and regulation of a dependable and coordinated network of transportation and
communications systems, as well as in the fast, safe, efficient and reliable transportation and
communications services.

Functions

Timeline:

 From 1899 to 1979 all transportation and communications activities were integrated into
the structure and activities of what is now today the Department of Public Works and
Highways.
 1979: Marcos issued Executive Order 546 that divided the Ministry of Public Works,
Transportation and Communications (MPWTC) into two agencies, the Ministry of Public
Works and Highways (MPWH) and the Ministry of Transportation and Communications
(MOTC).
 1987: To effect the reorganization of the Ministry, the MOTC was transformed into a
Department, pursuant to Executive Order No. 125 and 125-A dated April 13, 1987.
 2016: President Benigno Aquino III signed a law creating the Department of Information
and Communications Technology (DICT). Department of Transportation and
Communications (DOTC) was restructured and renamed the Department of
Transportation, and all its operating units dealing with communications were transferred
to the newly-created DICT.

Organizational Structure

The Department is headed by the Secretary of Transportation (Philippines (current: Sec. Arthur
Tugade) with the following seven undersecretaries and thirteen assistant secretaries
