Functions of the Caricom Secretariat
1) Initiate and develop proposals for consideration and decision by the relevant organs.
2) Initiate, organize and conduct studies
3) Provide services to member states on Community –related matters
4) Service meetings of the organs and bodies of the Community and take appropriate
follow-up actions on the decisions taken
5) Collect, store and disseminate relevant information to member states
6) Assist community organs in the development and implementation of proposals and
programmes
7) Mobilize resources from donor agencies to assist in the implementation of Community
progammes
8) Prepare the draft work programme and budget of the Secretariat for examination by the
Budget Committee
9) Provide, on request, technical assistance to the national authorities to facilitate
implementation of Community decisions
10) Conduct, as mandated, fact-finding assignments in member states.
Functions of the Conference of Heads of Government
1) Take decisions in order to establish the financial arrangements necessary to defray the
expenses of the Community
2) Establish such organs or bodies, as it considers necessary for the achievement of the
objectives of the Community
3) Assure policy directives of a general or special character to other organs and bodies of
the Community
4) Consider and resolve disputes between member states notwithstanding any other
provisions of the revised treaty
5) Consult with entities within the Caribbean region or with other organizations.
Main Objectives and Functions of OECS
1) Promote cooperation among the member states at regional and international levels
2) Promote unity and solidarity among member states and to defend their sovereignty,
territorial integrity and independence.
3) Assist the member states in the realization of their obligations and responsibilities to the
international community
4) Seek to achieve the fullest possible harmonization of foreign policy among member states
to adopt common positions on international issues and arrange joint overseas
representation
5) Promote economic integration among the member states.
Objectives of the CSME
1) Free movement of goods and services through measures such as eliminating all barriers
to intra-regional movement and harmonizing standards to ensure acceptability of goods
and services traded.
2) Improved standards of living and work
3) Full employment of labour and full exploitation of other factors of production
4) Accelerated , coordinated and sustained economic development and convergence
5) Expansion of trade and economic relationships with third states
6) Enhanced levels of international competitiveness
7) Organization for increased production and productivity
8) The achievement of a greater measure of economic leverage
9) Enhanced coordination of member states’ foreign and extra-regional economic policies.
CSME also has objectives concerning functional cooperation, including:
1) More efficient operation of common services and activities for the benefit of its peoples
2) Accelerated promotion of greater understanding among its peoples and the advancements
of their social, cultural and technological development
3) Intensified activities in areas such as health, education, transportation and
telecommunications.
Objectives of Caricom
1) Economic cooperation through the Caribbean Common Market
2) The coordination of foreign policy among independent member states
3) The establishment of common services and cooperation in functional matters such as
health, education, culture, communications and industrial relations.
Factors that promote Regional Integration
1. Common history and cultural heritage, especially as colonies of European powers, chiefly
Britain.
2. Caribbean countries share common economic and social issues.
3. These countries are also affected by the effects of globalization, trade liberalization and
trading blocs.
4. The region is vulnerable to economic shocks and natural disasters.
5. Human resource that is underdeveloped, as a group they are able to financially support
facilities to enhance and develop education and skills development in the region.
6. Cooperation by working together as a region will help to overcome the challenges of
having a small population and economy
