What is information system?
-it is an integrated set of components for
collecting, storing and processing data and for
providing information, knowledge, and digital
products.
Why is it important for us teachers to
have information system knowledge?
-According to the U.S Department of Commerce, the
internet is becoming an increasingly vital tool in our
information society. More and more different country
are using internet to perform daily activities such as
education, business transactions, personal
communication, research and much more. Information
technology is increasingly important for educational
advancement and community participation.
Why is it important for us teachers to
have information system knowledge?
Today’s teachers are facing many changes and it is
becoming a more difficult job because of the numerous
amounts of expectations. The use of technology can actually
help with many of the expectations faced by teachers.
Because IS changes year to year, it is important for teacher
to take part in professional development in technology. This
will create new opportunities for learning and to promote
students achievement.
ACRONYMS IN LIS
EBEIS - Enhance Basic Education Information System

CLC - Community Learning Center
What is LIS?
Learners’ Information System
(LIS) is an online facility made by
the Department of Education
that provides for the registration
of learners enrolled in both public
and private schools.
OBJECTIVES and PURPOSE of the
Implementation of LIS
- To provide a standardized
registration system for learners
- To track learners progress/
performance
- To provide learner information
for better program planning
and supervision of schools and
learning centers.
- To enhance management of
learners records
SCHOOL IDENTIFICATION NUMBER
The School Identification (ID) Number is a
unique and permanent six-digit number
assigned to any educational institution
offering basic education in the Philippines. To
acquire a School ID, the institution must offer
Kindergarten, Elementary, Junior High
School, Senior High School, and/or a
combination of these education levels.
SCHOOL IDENTIFICATION NUMBER
The school must also secure approval a permit to
operate from the Regional Office, and be:
- A DepEd-managed school (with predefined plantilla
positions);
- Operated by a State University or College (SUC) or a
Local University or College (LUC);
- Managed by a government agency other than
DepEd (for example: DOST, NCCA, or LGU, among
others); or
- A private education institution registered under
Philippine corporation laws.
The School ID follows this format:
School Type Starts with:
- 1, 2 – Public elementary school
- 3 – Public junior high school or senior high school
- 4 – Private school
- 5 – Public integrated school
- 6 – SUC/LUC offering basic education
For example: ID Number A five-digit
158452 number randomly assigned
425466 to a school upon registering
in the BEIS
604531
What is LEARNER REFERENCE NUMBER (LRN)
- The LRN is a unique and permanent 12 digit
number assigned to a person who enters the
Philippine basic education program.
Example: 109405160059
109405 – School ID
16 – School Year
0059 – Student Number
- The LRN is intended to reference a “Registry of
Learners” which serves as centralized and authoritative
database of learners’ basic information
- The LRN offers access to learner profiles in the registry
and even performance data as he or she completes the
program, whether it be in the formal or non-formal
mode of learning.
- An LRN is issued to a learner when he or she registers in
the basic education program either at the start of the
program (i.e., kindergarten level) or when the learner
transfer from a school and has not yet been issued an LRN.
Issue an LRN to learners with no LRN and enroll them
Guidelines
• All learners enrolled in the school must be issued only one LRN
• When a learner without an LRN enrolls, the school must first
search the LIS database through the Search Learner by Name
facility to ensure that this learner was not assigned an LRN in
another school
• Learners without LRN include new entrants, previous SY
enrollees who were not issued an LRN, Balik-Aral, transferees
who were not issued an LRN in their previous school
• The school will create a new LRN only if the learner was not
found in the database
PERSONS AUTHORIZED TO ISSUE THE LRN
Public/ Private School – school
registrar or a designated personnel
responsible for maintaining the
registry of learners.
LIS Phases of Implementation
LIS Phases of Implementation
DO No. 67. s. 2011 – Submission of masterlist of learners enrolled
in public elementary and secondary schools as well as ALS
programs for CY/SY 2011-2012
DO No. 22. s. 2012 – Adoption of the Unique Learner Reference
Number
- Centralized generation of LRNs
- Incorporation of LRNs in all records which refer to the learner
(e.g. performance record, report card, ALS certificate, diploma
NAT results, etc. )
LIS Phases of Implementation
- Issue LRN to all public school learners, new entrants, previous
SY enrollees with no LRN, Balik-Paaralan and transferees from
private school.
- Update or correct personal background information of
learners enrolled in SY 2011 and SY 2012.
- Cleanup invalid learner records such as duplicate LRNs
found within a school or learning center.
- Automate printing of names and LRNs of learners in
template for form 1

Roles and Responsibilities of Classroom Advisers
- Enroll appropriate enrollees to section
handled
- Update or correct personal background
and information of learners.
Note:
The classroom adviser need the SF 1 (School Register)
together with the birth certificate of the learners in
filling up the data in the LIS to ensure correct
informations.
Guidelines for the advisers:
Class advisers shall be responsible
for updating enrolment and learner
data in the LIS. They must ensure that
information in their respective class
registries are updated and accurate.
Guidelines for the advisers:
• Enrolment data in the LIS must be based on
learners who actually reported in school
from the date of the school opening (i.e.
June 3, 2019).
• In enrolling learners in the LIS the “Date of
First Attendance” must be entered. This
refers to the actual date the learner
reported in the school for current school
year.
Guidelines :
• The cut-off date for reporting “annual enrolment” is the
1st Friday of the week of school opening. This annual
enrolment is the total number of learner who reported
in school and attended classes from the school opening
to the cut-off date.
• After this cut-off date, the annual enrolment data will
be automatically pushed to the enrolment summaries
in the EBEIS. These summarized data in the EBEIS shall
serve as official basis for the next school year budget
execution.
Guidelines :
• Late enrollees are learners who reported in
school after the 1st Friday of June or cut-off date.
These data be encoded in the system including
their actual date of first attendance. In order to
maintain an updated learner registry, late
enrollees can still be encoded in the system even
beyond cut-off date for encoding annual
enrolment data.
Guidelines :
• Enrollees from other school without LRN
number should take the PEPTtest
• LIS encoding has a cut off:
Public Schools – only accept learners who will turn 5
years old by August 31, 2019
Private Schools – will be based on the school
opening. If the school opening is June, they should
only accept learners who will turn 5 years old by
August 31, 2019.
Guidelines :
• Additional enrolment data referred to as
“enrolment tags” shall be collected and these
are the following:
1. CCT Recipient (Conditional Cash Transfer – 4Ps)
2. ALIVE ( Arabic Language and Islamic Values Education Classes)
3. BALIK-ARAL
4. REPEATER
