• STCW 78 was adopted on 7 July 1978, enter in force on 28 April 1984
• 1991 amendment - GMDSS
• 1994 – Special training requirement for personnel on tanker

February 2002

Purpose of STCW
• To promote safety of life and property at sea and protection of
marine environment by establishing in common agreement
International Standard of Training, Certification and

Level of responsibilities for the performance of all function

1. Management Level (Master, C/O, C/E, 2/E)


To ensure all functions within designated area of responsibilities are
properly performed.

2. Operational Level (OOW)


Maintain direct control over the performance of all function under the
direction of management level.

3. Support Level (Watch rating and other rating)

1. Certificate of Competency - a certificate issued and endorsed for
masters, officers and GMDSS operators in accordance with the
provisions of chapters II, III, IV or VII. Validity Not more than 5years

2. Certificate of Endorsement - an official document that recognizes the


validity of a mariner’s competency certificate or professional
qualification obtained from one country and allows them to serve on
ships flying the flag of another country.

3. Certificate of Recognition - issued by a flag state to recognize a


Certificate of Competency (CoC) or other professional qualifications
obtained from another country. This document confirms that the
mariner's existing certification complies with the STCW requirements
and allows them to work on vessels under the flag of the country
issuing the CoR.
4. Certificate of Proficiency (COP) means a certificate, other than a
COC issued to a seafarer, stating that the relevant requirements of
training, competencies or seagoing service in the Convention have
been met.

5. Documentary Evidence means documentation, other than a COC or


COP, used to establish that the relevant requirements of the
Convention have been met.
Chapter II Master and deck department
• Regulation II/1 Mandatory minimum requirements for certification of
officers in charge of a navigational watch on ships of 3000 GT or more
• Regulation II/2 Mandatory minimum requirements for certification of
masters and chief mates on ships of 3000 GT or more
• Regulation II/3 Mandatory minimum requirements for certification of
officers in charge of a navigational watch and of masters on ships of less
than 3000 GT
• Regulation II/4 Mandatory minimum requirements for certification of
ratings forming part of a navigational watch
• Regulation II/5 Mandatory minimum requirements for certification of
ratings as able seafarer deck
Chapter III Engine department
• Regulation III/1 Mandatory minimum requirements for certification of officers in charge of an
engineering watch in a manned engine-room or in a periodically unmanned engine-room
• Regulation III/2 Mandatory minimum requirements for certification of chief engineer officers
and second engineer officers on ships powered of 3,000 kW propulsion power or more
• Regulation III/3 Mandatory minimum requirements for certification of chief engineer officers
and second engineer officers on ships powered of between 750 kW and 3,000 kW propulsion
power
• Regulation III/4 Mandatory minimum requirements for certification of ratings forming part of
a watch in a manned engine-room or in a periodically unmanned engine-room

Chapter VIII Watchkeeping
(Code A-VIII/1) Fitness for Duty

Manila Amendment (2010)
1. Revalidation for higher and managerial level officer (COC)
2. Stringent measures for preventing fraudulent (COC)

8. in heavy weather, if in any doubt about the possibility of weather damage;
9. if the ship meets any hazard to navigation, such as ice or a derelict; and
10. in any other emergency or if in any doubt

International Convention for the Control and
Management of Ship’s Ballast Water and
Sediments, 2004

What is Ballast Water Management?


-BWM means mechanical, physical, chemical and biological processes
to remove or avoid the uptake or discharge of Harmful Aquatic
Organisms and Pathogens within Ballast Water & Sediments.

Purpose of BWM?
-To avoid damage to the environment, human health, property and
resources due to the spread of harmful aquatic organisms & pathogen
from one place to another.
Documents of BWM?
1. Ballast Water Management Plan (Regulation B1)
2. Ballast Water Record Book (Regulation B2)
3. International Ballast Water Management Certificate

EXCEPTION
4. Ship not designed to carry Ballast water
2. Warship
3. Ship only on non-commercial service
4. Ship with permanent ballast water in sealed tanks
Regulation D-1 – Ballast Water
Exchange Standard
• Efficiency of at least 95 % volumetric exchange of Ballast Water
• For ship using pumping-through method, pumping through 3 times the
volume of each Ballast Water Tank.
• Less than 3 times may be accepted if the ship can demonstrate that at least
95 % volumetric exchange is met.
1. At least 200 NM form the nearest land and at least 200 m in depth.
2. In case unable, as far as possible, at least 50 NM from the nearest land and
at least 200 m in depth.
3. If the sea area does not meet above requirement, the Port State may
designate the areas (Exchange & No uptake areas)
