Job Description
Role Overview: As the Technical Single Point of Contact (SPOC) for architecture, estimates, and project planning, you will lead all technical documentation and delivery planning activities for proposal responses and project engagements. Your responsibilities include authoring and maintaining architecture artifacts, preparing detailed work estimates, building project schedules, and acting as the primary technical liaison between presales, delivery teams, partners, and clients. Key Responsibilities: - Act as the primary technical SPOC for proposals and client technical queries, owning technical coordination and responses. - Produce and maintain solution architecture artifacts including conceptual, logical, and physical architecture, integration diagrams, data flow, interface specifications, and architecture decision records. - Develop comprehensive work estimates, resource requirements, staffing schedules, and detailed Work Breakdown Structure (WBS) for proposals and project plans. - Create MS Project schedules and/or Agile release plans, establish milestones, deliverables, and resource assignments, and maintain baseline and change control. - Provide sizing/estimation for development, testing, integration, data migration, and operational tasks, documenting assumptions, risks, and contingency. - Coordinate subject matter experts, gather technical inputs, and consolidate responses for proposals and technical deliverables. - Ensure compliance and security considerations are incorporated into architecture and documentation, such as HIPAA, PHI/PII, NIST/FedRAMP. - Prepare technical sections of proposals, SOWs, technical appendices, RTMs, and architecture annexes. - Maintain a repository of technical artifacts and ensure document versioning and traceability. - Support delivery transition by creating runbooks, operational handover docs, knowledge transfer sessions, and runbook/DR/BAU artifacts. Qualification Required: - 7+ years of experience in IT delivery/architecture or similar technical lead roles, with a preference for experience in public sector/state healthcare or Medicaid projects. - Hands-on experience with solution and enterprise architecture, familiarity with TOGAF/Archimate. - Strong experience producing architecture diagrams and technical design docs using tools like Visio, Draw.io, Archi, or Confluence. - Proven skill in preparing WBS, resource schedules, and MS Project plans, and experience sizing and estimating effort for complex IT programs. - Solid development platform knowledge in .NET, Java, Python, JS, RDBMS, and familiarity with integration technologies. - Strong cloud/platform understanding, with experience in Azure/AWS/GCP and cloud migration. - Data engineering and analytics experience, including ETL, Spark, Kafka, Databricks, or similar, is highly desirable. - Experience in healthcare interoperability and Medicaid domain is preferred. - Excellent technical writing skills to produce technical and operational documentation.
