Receipt is at tier 0, so its support rate is 1.00×. eternalize does not change that rate, and once a bond is eternal a hard lock can never be added: selectLockTier reverts PermanentBond.

Eternalizing now permanently commits at 1.00×. Hard locking tier 3 first commits the same zOrg at 1.50×, forever, at no extra cost.
