One point from the conversation stayed with me. For international fintechs looking at Saudi Arabia, the questions are increasingly moving from “𝗜𝘀 𝘁𝗵𝗲𝗿𝗲 𝗮𝗻 𝗼𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝘆?” 𝘁𝗼 “𝗛𝗼𝘄 𝗱𝗼 𝘄𝗲 𝗲𝘅𝗲𝗰𝘂𝘁𝗲?” That is an important shift. 𝗪𝗶𝘁𝗵 𝗲𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰 𝗽𝗮𝘆𝗺𝗲𝗻𝘁𝘀 𝗻𝗼𝘄 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝗶𝗻𝗴 𝗳𝗼𝗿 𝟴𝟱% 𝗼𝗳 𝗿𝗲𝘁𝗮𝗶𝗹 𝘁𝗿𝗮𝗻𝘀𝗮𝗰𝘁𝗶𝗼𝗻𝘀, Saudi Arabia has built significant momentum across regulation, infrastructure and adoption. The next phase is about connecting that momentum with companies, capital and partnerships that can execute on the ground. This is also why platforms like Money20/20 Middle East matter. These are the three questions Steve D., 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗲 𝗩𝗶𝗰𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 at Tahaluf and MFTA Strategic Member, hears most often from international fintech leaders weighing Saudi Arabia. Speaking to FINTECH.TV's Wall Street to MENA ahead of Money20/20 Middle East, his read carries the weight of three years on the ground in Riyadh: the Kingdom now has credible answers to all three. The data backs him. Electronic payments accounted for 𝟴𝟱% 𝗼𝗳 𝗦𝗮𝘂𝗱𝗶 𝗔𝗿𝗮𝗯𝗶𝗮'𝘀 𝗿𝗲𝘁𝗮𝗶𝗹 𝘁𝗿𝗮𝗻𝘀𝗮𝗰𝘁𝗶𝗼𝗻𝘀 𝗶𝗻 𝟮𝟬𝟮𝟱, 𝘂𝗽 𝗳𝗿𝗼𝗺 𝟳𝟵% 𝗶𝗻 𝟮𝟬𝟮𝟰, with national payment systems processing 14.6 billion electronic transactions, per the Saudi Central Bank – SAMA. Licensed fintech companies have more than doubled since 2022. That trajectory is Vision 2030 translated into working infrastructure, and it reflects sustained regulatory clarity from SAMA and Fintech Saudi | فنتك السعودية, the initiative behind this year's summit. 𝗠𝗼𝗻𝗲𝘆𝟮𝟬/𝟮𝟬 𝗠𝗶𝗱𝗱𝗹𝗲 𝗘𝗮𝘀𝘁 𝗿𝗲𝘁𝘂𝗿𝗻𝘀 𝘁𝗼 𝗥𝗶𝘆𝗮𝗱𝗵 𝗳𝗿𝗼𝗺 𝟭𝟰 𝘁𝗼 𝟭𝟲 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿, 𝗲𝘅𝗽𝗲𝗰𝘁𝗶𝗻𝗴 𝟯𝟴,𝟬𝟬𝟬 𝗮𝘁𝘁𝗲𝗻𝗱𝗲𝗲𝘀, 𝟲𝟬𝟬+ 𝗶𝗻𝘃𝗲𝘀𝘁𝗼𝗿𝘀 𝗮𝗻𝗱 𝟭𝟱𝟬 𝘀𝘁𝗮𝗿𝘁𝘂𝗽𝘀. Jordan's fintech opportunity is real, it is significant, and its regulatory leadership understands exactly where the Kingdom needs to go. That clarity of vision is what makes this partnership meaningful. The dialogue went deep. Open finance, digital assets, stablecoins, licensing frameworks across financial services sectors, regulatory consultation and policy development, ecosystem enablement, talent development and institutional capacity building, and attracting serious international investment and innovation into Jordan. The breadth of what was covered reflects the full depth of what MFTA brings to a market and the seriousness with which Jordan's leadership is approaching this moment. This is a long-term commitment, and we are only at the beginning. As Chairman of MFTA, I am proud of what we have built and what we are building together with the Central Bank of Jordan. They bring what this mandate requires: deep expertise paired with real execution. Their appointment comes as tokenization moves from experimentation toward institutional deployment. Virtual Assets Regulatory Authority [VARA] has issued 𝟱𝟬 𝗩𝗔𝗦𝗣 𝗹𝗶𝗰𝗲𝗻𝘀𝗲𝘀 𝘁𝗼 𝗱𝗮𝘁𝗲, 𝘄𝗶𝘁𝗵 𝟯𝟵 𝗳𝗶𝗿𝗺𝘀 𝗻𝗼𝘄 𝗳𝘂𝗹𝗹𝘆 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹. Globally, tokenized real-world asset value has grown fourfold to USD 26 billion this year. That scale needs stewards, not spectators. VARA's regulatory clarity continues to set the benchmark for how this market matures. This is a subject particularly close to me. Having worked across fintech and sustainability, I increasingly believe the biggest opportunity ahead is not simply creating new sustainable financial products. Not theory. Active policy in motion. Under the leadership of Dr Adel Al Sharkas, the Central Bank of Jordan has built a regulatory foundation that is deliberate, progressive, and increasingly strategic. This report is a reflection of that leadership and of what becomes possible when regulators and the fintech ecosystem engage with genuine intent. This is what MFTA was built for. 𝐓𝐡𝐞 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐬𝐭 𝐚𝐫𝐞 𝐛𝐮𝐢𝐥𝐭 𝐨𝐯𝐞𝐫 𝐲𝐞𝐚𝐫𝐬. 🇱🇺🇦🇪 Luxembourg has been part of our international journey at the MENA FINTECH ASSOCIATION for many years, and it was wonderful to continue that relationship over lunch with Marie Anne Marx , 𝐂𝐡𝐚𝐫𝐠é𝐞 𝐝’𝐀𝐟𝐟𝐚𝐢𝐫𝐞𝐬 𝐚.𝐢. 𝐨𝐟 𝐋𝐮𝐱𝐞𝐦𝐛𝐨𝐮𝐫𝐠 𝐭𝐨 𝐭𝐡𝐞 𝐔𝐀𝐄 and Sabrina Amiar , 𝐒𝐞𝐧𝐢𝐨𝐫 𝐂𝐨𝐦𝐦𝐞𝐫𝐜𝐢𝐚𝐥 & 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐀𝐝𝐯𝐢𝐬𝐨𝐫. Our conversation went well beyond fintech. We spoke about investment, financial centres, innovation, people, and importantly, the value of seeing beyond what exists today. One thought from our conversation stayed with me: true vision is not simply about seeing what others can see. It is about seeing what could exist beyond it. That thinking resonates strongly with both Luxembourg and the UAE. Two relatively small nations geographically that have built influence far beyond their size through openness, connectivity, long-term thinking and their ability to bring the world to their doorstep. There is history behind this relationship too. 𝐔𝐀𝐄 𝐛𝐞𝐜𝐚𝐦𝐞 𝐡𝐨𝐦𝐞 𝐭𝐨 𝐋𝐮𝐱𝐞𝐦𝐛𝐨𝐮𝐫𝐠’𝐬 𝐟𝐢𝐫𝐬𝐭 𝐞𝐦𝐛𝐚𝐬𝐬𝐲 𝐢𝐧 𝐭𝐡𝐞 𝐀𝐫𝐚𝐛 𝐰𝐨𝐫𝐥𝐝, while Luxembourg has developed into one of Europe’s most important international financial ccentres For MFTA, building these bridges has never been about individual engagements. It is about relationships that compound over time and connect MENA with the world’s leading financial centres. The results were telling. On Central Bank of The UAE's stablecoin reserve regulation, every single respondent answered correctly. On how much AI reduces fraud false-positives in GCC banking, only 4 in 10 got it right, most underestimated the impact. Across the month, nearly 8 in 10 community members told us they learned something they didn't already know. Over 100 votes were cast in total. His assessment, grounded in three years working in Riyadh: ambition is finally meeting reality. Electronic payments accounted for 85% of Saudi Arabia's retail transactions in 2025, 𝘂𝗽 𝗳𝗿𝗼𝗺 𝟳𝟵% 𝗶𝗻 𝟮𝟬𝟮𝟰, with national payment systems processing 𝟭𝟰.𝟲 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 𝗲𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰 𝘁𝗿𝗮𝗻𝘀𝗮𝗰𝘁𝗶𝗼𝗻𝘀, according to the Saudi Central Bank – SAMA. The number of licensed fintech companies in the Kingdom has more than doubled since 2022. Durning identifies three questions international fintech leaders consistently bring to Saudi Arabia: • How do I get regulated • How do I find customers • How do I scale His view is that the Kingdom increasingly has credible answers to all three, supported by a large digitally sophisticated population, established financial institutions and regulators actively engaged in innovation. Companies that once served the market from abroad are now building teams on the ground. On what a platform like Money20/20 delivers that a standard conference cannot, his framing is precise. It compresses roughly six months of relationship-building into three days. A founder can meet a regulator, a bank and an investor within a single day. The metric that matters, he notes, is not attendance. It is what happens afterward. Looking to the next phase of regional fintech growth, Durning names three themes: AI moving from experimentation into deployed infrastructure, finance becoming increasingly embedded and invisible, and cross-border payment infrastructure gaining ground on Gulf trade and remittance volumes.
