In a large bowl, whisk together flour, salt, baking powder, and sugar. Rub in the butter with your fingers until the mixture resembles coarse crumbs. Stir in the lemon zest and blueberries. 2.Make a well in the center of the flour mixture; add the beaten egg and milk. Gently mix until just combined to form the dough.
