It's called Crepe Myrtle bark scale(CMBS). CMBS appears as white or gray bumps on the trunk and branches of the tree. This insect will lodge under the loose exfoliating bark of the plant where it will feed on the juices of the tree. In turn, the scale produces a sugary waste product resulting in the formation of a black sooty mold throughout. It is said that CMBS will not kill the host but only cause severe aesthetic damage.
