1984- Buffalo City Hall
The brick wall of "Fort Makowski" is visible in the foreground. This was a misguided attempt to put a series of walls, almost like a maze, around Niagara Square's central monument. When it was highly criticized for being a perfect place for muggers to find victims, it was torn down.
