En el siglo XVII se produce una divergencia en la trayectoria de las economías europeas con el ascenso de unas y la decadencia de otras, como la española, que sufrieron una profunda depresión de la que tardaron mucho tiempo en recuperarse. Una larga tradición historiográfica que arranca de la época ha destacado el papel que desempeñó en este proceso la política fiscal y monetaria. El aumento de la carga tributaria impactó sobre una economía que atravesaba serios problemas de competitividad y endeudamiento y cuya población ya estaba en declive, agravando las tendencias que llevaban a la depresión. El problema no era ni mucho menos el alcance de la presión fiscal, sino más bien la ineficiencia del sistema fiscal y financiero, el impacto de las crisis financieras y monetarias, y el hecho, ya destacado por los economistas políticos, de que una parte sustancial del gasto de la hacienda real se dirigía al exterior. La cuestión del crédito cobra, por tanto, especial importancia no solo en la decadencia, sino en las posibilidades de recuperación.

In the Seventeenth Century there is a divergence in the trajectory of European economies with the rise of some and the decline of others, such as the Spanish, which suffered a deep depression from which it took a long time to recover. A long historiographic tradition that starts from the time has highlighted the role that fiscal and monetary policy played in this process. The increase in the tax burden had an impact on an economy that was facing serious problems of competitiveness and indebtedness and whose population was already in decline, aggravating the trends that led to depression. The problem was not the extent of fiscal pressure, but rather the inefficiency of the fiscal and financial system, the impact of financial and monetary crises, and the fact, already highlighted by political economists, that a great part of the royal expenditure was going abroad. The issue of credit is therefore of special importance not only in the decline, but also in the possibilities of recovery.
