Higher education for Europe 2020. The experimentation of a catalogue in Italy

    La educación superior desempeña un papel fundamental en la estrategia de Europa 2020 con la ambición que trata de hacer de Europa una economía inteligente, sostenible e integradora (Comisión Europea 2014). El documento presenta la situación actual de la educación terciaria europea y se centra en el ejemplo italiano. En particular, el documento presenta el catálogo experimental de la educación terciaria constituido a finales de 2013 por el “Osservatorio per il diritto allo studio universitario” de Lombardía (Italia), un centro para el derecho a la educación superior. En el catálogo se reúnen y revisan todos los cursos de educación terciaria disponibles en las Universidades de la Italia del Norte y también en el sistema de Educación Musical y Artística de alto nivel, en las Escuelas Superiores de mediadores de idiomas y en las Escuelas y Centros especializados en Psicoterapia. El catálogo puede ser un instrumento muy útil para los estudiantes que así tienen la oportunidad de tomar una decisión informada, y los resultados de los análisis estadísticos de los datos nos permiten reconstruir en síntesis el contexto italiano de la educación terciaria. El análisis puede ser un importante instrumento de juicio para todos los agentes interesados en este tipo de educación.

    Higher education provides a key contribution to the Europe 2020 strategy and to the European ambition to become a smart, sustainable and inclusive economy (European Commission 2014). This paper presents the actual structure and situation of tertiary education in Europe and it focuses on the Italian case. In particular, it presents the experimental catalogue of tertiary education which was built at the end of the year 2013 by the “Osservatorio per il diritto allo studio universitario” of Lombardia (Italy), a centre for the right to higher education. In the catalogue all the tertiary education courses available in Northern Italy in Universities, High level Arts and Music Institutes and Academies, Higher schools for language mediators and Specialization Institutes/Schools in Psycotherapy were collected and reviewed. The catalogue can be a useful tool in order to help students to make a more informed choice, but the results of the statistical analysis of the data also allow us to reconstruct synthetically the Italian context of tertiary education. This analysis can become an important element to be taken into consideration by all stakeholders involved in this kind of education, because positive tertiary attainment rates have positive outcomes for individuals and societies.
