The present research analyzes the study and prevention of crime in Panama from the First Proposal of Criminological Policy to the Nation (PRICRINA) of 2002 to Law 328 of 2022, which establishes the Criminological Policy in the Republic of Panama (LECRIMPA) and is based on education and crime prevention. This research utilized a qualitative methodology, including document analysis and in-depth interviews, providing a detailed understanding of the implementation and effectiveness of the recent criminological policy. The results show that in the first year of LECRIMPA, more than 3,400 students benefited from workshops and preventive talks. Despite the achievements, challenges remain in optimizing preventive strategies and measuring their impact. The inclusion of moral dilemmas as an evaluation tool, the main proposal of the research, offers a novel approach to measuring the internalization of the knowledge and skills developed by the students. In conclusion, it is essential to continue reviewing and optimizing preventive strategies to ensure their effectiveness and long-term sustainability.
