The article currently states that "Orikuchi was born in the former Nishinari, Ōsaka (now part of Naniwa-ku, Osaka)," but the link on the word Nishinari takes users to the article on the present Nishinari-ku. This suggests to me that the Nishinari he was born in is indeed the same as the Nishinari-ku of today, and is not part of Naniwa-ku at all, though fo course placenames and boundaries can change relatively frequently in Japan. I wonder if the sentence needs to be corrected.
