Base = cardboard black | Shooting sparkle = 1 side printed with circles and tiny gold stars mounted on 1/2 thick foam board | 1 strand of warm lights LED ($5) | 3D layered stars with LED (from the same strand) = see how to make 3D stars (bit more time consuming but the effect is worth it).  Total Time and Labor Cost = 4 hours to make, not including the printing time and about $10 if you can find the 8 ft 1/2 foam board with stand for free, otherwise, additional cost and time to make.
