Currently, pushing people to apply, especially for non-rounds, maybe too cumbersome.

This gives owners and admins the ability to add projects directly.

It needs to show in the UI who added them or whether the chef/admin added with who gave the reasoning, we need UI for this and the update on the next app (front-end dev consideration).

This would be in conjunction with making applications optional.
Applications can be optional; this either means, anyone
Unless owners can add projects in that case onl they can receive the funding.
