Import ms-payments-grpc helm chart, and publish into Meshery catalog.

Pre-requisites

• 📚Create a Meshery Design

Implementation

• Follow steps from issue: Ingest helmcharts from a application charts source like artifact hub or bitnami #15790

Raise a Pull Request

• Fork the meshery/meshery repository.
• Create a new branch in your fork of the Meshery repository.
• Now head to hacktoberfest-contributions directory
• Add your design.yaml file under the path structure:
  meshery/hacktoberfest_contributions/<design-name>/<design.yaml>
• Create a pull request (PR) with your design to the Meshery repository.
