Currently, there is no way to perform static allocations in number pools. Unlike IPs or prefixes, which can be statically allocated as resources, number pools lack this capability

Describe the Use Case

• Add support for static allocations in number pools, even when there are no associated "resources."
• Allow users to reserve or allocate specific numbers from a pool manually, similar to how static IP or prefix allocations work.
