We are seeing a lot of flakes with the Firebase Test Lab emulator tests and it would be worthwhile to determine if we can support these tests natively within our own infra.

There are currently two open issues that track temp disabling of flaky tests on two different API versions:

cc @reidbaker since we were discussing moving more emulator tests back to virtual devices in Firebase Test Lab, and how that's also flaky.
