Rachel Bowling on Instagram: "Hooded eye tips! Use a light shimmer on the inner corner. Only apply liner on the outer corner of the eye and pull it up towards the tail of the eyebrow. Take a dense brush & apply a darker matte shade, concentrating on the outer corner, & work your way in. Use your eyeliner as a guide. Apply mascara to the upper & lower lashes & curl!
