Jack Briggs is the Executive Director of Intersect, an organization committed to enhancing the ecosystem. With a professional background spanning over a decade in marketing and communications for global brands, Jack transitioned into the space with a fervor for governance and decentralized systems. His involvement in the crypto community began with in 2012, expanded to in 2017, and later deepened within the Cardano community from 2019 onwards, where he has been significantly involved in governance design and leadership initiatives as of 2021. Early Life & Education

Jack Briggs has undertaken studies in product management, finance, theology, technology, and planetary science. Between November 2022 and May 2023, he completed an Executive Education program in Product Management at Carnegie Mellon University. He also completed a Diploma of Education in Blockchain Fundamentals at the University of California, Berkeley from November 2021 to January 2022.

In 2008, Briggs obtained the Investment and Securities Certificate in Banking, Corporate, Finance, and Securities Law from The Chartered Institute for Securities & Investment, receiving a passing grade. He is also listed as a Professional Member of the Chartered Institute of Marketing (CIM).

From 2019 to 2020, Briggs studied Religion, Conflict and Peace at Harvard University. He has also been associated with University College London, where he pursued a Bachelor of Applied Science (BASc) in Planetary Science and Astrophysics beginning in 2012.

Prior to his higher education studies, Briggs attended Alexandra Palace Secondary School between 1999 and 2004. [5] [2]

Career

Early Career and Marketing Roles

Jack Briggs worked in marketing, communications, and brand management roles across several organizations in the United Kingdom. Between 2010 and 2015, he was UK and Ireland Marketing Manager at Rapha Racing Limited, where his responsibilities included regional marketing activities, budgeting, project coordination, team management, and event-related initiatives across European markets, which served as the basis for later work with .

In 2014, Briggs joined Opendesk as Head of Brand and Marketing. His role included work related to brand positioning, digital marketing, event marketing, and lead generation. He was also involved in coordinating internal teams and external service providers.

From 2015 to 2017, Briggs operated as an independent B2B and SaaS marketing consultant, providing services to companies in sectors including retail, e-commerce, public relations, radio, recruitment, and live events. During part of this period, he also served as a governor at St Michaels at Bowes Junior School in London.

In 2017, Briggs joined Three as Head of Marketing and Communications for SMARTY, contributing to the launch of the mobile network. He later held the position of Marketing and Communications Lead at Three, where his responsibilities included digital acquisition activities, communications planning, agency management, and marketing operations across multiple channels.

In 2019, Briggs worked as a Global Product Marketing Consultant for Reuters, participating in a communications project involving the organization's product portfolio. Later that year, he joined Vodafone as Head of Go-To-Market for Promotions and Pricing, overseeing pricing and promotional activities as well as commercial campaigns associated with seasonal trading periods.

Transition into Blockchain

Briggs became involved with around 2012 and later expanded his activities to in 2017. His participation in the ecosystem began in 2019.

From 2021 onward, he contributed to governance-related initiatives within the community, taking part in discussions and activities associated with governance design and organizational structures.

Input Output Global

In December 2021, Briggs joined Input Output Global (IOG) as Head of Product Marketing – Governance. In this position, he managed teams responsible for marketing, events, and community-related activities connected to governance initiatives.

During his time at IOG, he was involved in work related to Voltaire, governance framework, and participated in the establishment of Intersect, a membership-based organization associated with the Cardano ecosystem.

Intersect

Briggs joined Intersect as Ecosystem Director in January 2024. His responsibilities included governance-related activities, ecosystem coordination, and community programs connected to .

In 2025, he was elected to the Intersect board. During this period, the organization implemented governance structures that incorporated member-elected representation within its decision-making processes.

In April 2025, Briggs assumed the role of Executive Director of Intersect. The appointment was confirmed following a selection process that included board interviews and community engagement activities. As Executive Director, he oversees organizational operations related to governance, community coordination, technology initiatives, and support activities associated with the .

His work at Intersect has included involvement in governance processes concerning treasury withdrawals, governance tools, protocol upgrades, and incident response procedures. He has also participated in initiatives related to the development and deployment of governance resources, including Govtool.

Interviews

Cardano Constitution and Governance #01

On November 21, 2024, Jack Briggs appeared on the Kaizen Crypto YouTube channel to discuss governance framework and the activities of Intersect MBO. During the interview, Briggs stated that Intersect operates as a member-based organization within the Cardano ecosystem and is involved in governance-related initiatives and development coordination. He reported that the organization had more than 1,700 paid members and over 2,000 associates at the time of the interview.

Briggs discussed a series of constitutional workshops conducted in different regions to collect community feedback on draft Constitution. According to his account, 63 workshops were held, and delegates selected through those events were expected to attend a constitutional convention in Argentina in December 2024. He stated that the convention would review the draft Constitution before its submission for on-chain ratification.

The interview also covered governance implementation process. Briggs explained that the Chang upgrade introduced a governance bootstrapping phase, while a subsequent upgrade planned for December 2024 was intended to activate additional governance functions, including treasury-related actions and expanded voting mechanisms. He outlined the responsibilities of the Interim Constitutional Committee, Delegated Representatives (DReps), and Stake Pool Operators (SPOs) within the governance structure.

In addition, Briggs addressed proposals related to 2025 budget process. He stated that discussions were underway regarding the allocation of treasury resources to categories such as infrastructure, research and development, education, community activities, and other ecosystem-related initiatives. Treasury Withdrawal Governance and Funding Framework #02

On July 21, 2025, Jack Briggs appeared on the Cardano Treasury Withdrawals LIVE | Intersect Jack Briggs Explains podcast hosted by Paul from the Cardano With Paul YouTube channel. During the interview, Briggs discussed Intersect’s involvement in the administration of treasury withdrawal proposals and the governance procedures associated with their approval.

Briggs described Intersect as a membership-based organization within the ecosystem that participates in governance-related activities, including coordination, strategic planning, and treasury administration. He stated that 39 treasury withdrawal proposals were submitted as individual governance actions following an earlier selection process in which 194 proposals were reviewed and reduced through community voting mechanisms.

According to Briggs, the treasury withdrawal process required separate on-chain approval for each proposal after the adoption of a broader budget action. He explained that approved withdrawals would transfer treasury funds to a framework developed in collaboration with Sunday Labs. The framework was designed to hold funds in dedicated contracts and distribute them according to predefined milestone schedules established for individual projects.

Briggs stated that the funding structure incorporated multisignature controls and included an external oversight committee composed of organizations within the ecosystem. According to his description, the committee participated in reviewing administrative actions related to fund allocation and contract management.

During the interview, Briggs outlined the use of milestone reporting procedures associated with funded projects. He stated that project deliverables, payment schedules, and contract modifications would be recorded through the funding framework and made available through public interfaces connected to on-chain data. He also discussed the treatment of treasury allocations denominated in ADA and referenced the use of , including and , within certain funding arrangements.

The discussion also addressed governance participation requirements, voting thresholds for treasury withdrawals, and the administration of treasury funds after approval. Briggs stated that the process combined on-chain voting mechanisms, milestone-based fund distribution, and oversight procedures for projects receiving treasury allocations. [7]
