Basically, yeah! And instead of the court (even though he disobeyed it too), he was prosected for defying the High Representstive, typically a foreign official assigned by the UN. He has the right to implement various laws if none of the local politicians are competent enough. To be fair, the current OHR might've been mired in controversy, but he was ultimately trying to make elections slightly more fair, and Dodik, who lives off of fraud, wasn't having it. Thankfully, the election commission deposed him, but it didn't really help cuz the president of Republika Srpska now is yet another Dodik lackey…
