Jagged polynomial handling for sparse-to-dense conversion.

Implements the jagged sparse-to-dense polynomial adapter, which converts evaluation claims on variable-sized tables (as used in SP1 Hypercube arithmetization) into evaluation claims on densely packed BaseFold/WHIR instances.
